The Chiss Senate, also known as the Chiss parliament or simply the Parliament, was a ruling legislative body of the Chiss Ascendancy formed from at least twenty-eight colony worlds of the Ascendancy and presided by senators—House leaders who were democratically elected by a colonial vote. Every Chiss citizen, along with the four Ruling Families—Csapla, Nuruodo, Inrokini, and Sabosen—were also represented in the Senate. The Chiss Senate was headquartered in the House Palace in the city of Csaplar, on the Ascendancy's capital world of Csilla.

The Senate would make day-to-day decisions, while more complex issues would be deferred to the departmentalized Cabinet, which in turn would pass important matters to the Ruling Families. The Chiss Senate was headquartered in the House Palace in the city of Csaplar, on the Ascendancy's capital world of Csilla.
In 19 ABY, Commandant Gimald Nuruodo of the Syndic Mitth'raw'nuruodo training academy located on the Unknown Regions planet Rhigar gave a formal nod to Empire of the Hand Commander Kres'ten'tarthi, core name "Stent," that, according to Human cadet Jagged Fel, was appropriate for the Chiss Senate.
By 25 ABY, the Chiss Senate was described in The University of Sanbra Guide to Intelligent Life, a book published by the University of Sanbra and written by the sentientologist Tem Eliss. In 27 ABY, Baron Soontir Fel of the Empire of the Hand, who was stationed at the secret Cherith base on an inhospitable world, reminded his son, Colonel Jagged Fel that the Chiss Senate did not agree with him on whether the Yuuzhan Vong invasion would affect the Chiss and Imperial territories in the Unknown Regions. In disbelief, Jagged derided the Chiss senators as "tradition-bound" and Imperial politicians as concerned with "personal power" and that Syndic Mitth'raw'nuruodo's Household Phalanx was never aligned with their ideas.
The Chiss Senate was first mentioned as "Parliament" in the article "The University of Sanbra Guide to Intelligent Life: The Chiss," which was written by Juan Schwartz and published by Wizards of the Coast in the fifth issue of the Star Wars Gamer magazine on July 24, 2001. It was first identified as the Chiss Senate in the short story "Red Sky, Blue Flame," written by Elaine Cunningham and published in the seventh issue of the Star Wars Gamer magazine on October 16, 2001, and was identified as the Chiss parliament in the 2002 novel The New Jedi Order: Dark Journey, also written by Cunningham.
