Coruscanti Immigration Service


The Coruscanti Immigration Service, alternatively called Customs and Immigration, functioned as the customs and immigration enforcement service for the planet of Coruscant during the era of the Galactic Federation of Free Alliances. This agency's responsibilities included verifying the identities of individuals seeking entry to Coruscant, as well as monitoring activities for potential smugglers and illicit spice operations. Furthermore, they kept track of immigration and residency levels for various groups and species residing on Coruscant.

Amidst the Second Galactic Civil War between the Galactic Alliance and the Confederation, the immigration service lent support to the Coruscant Security Force and the Alliance's secret police force, known as the Galactic Alliance Guard, by observing individuals suspected of being spies and terrorists attempting to enter Coruscant. They also furnished data regarding the population numbers of species on Coruscant who might have affiliations with the Confederation or harbor sympathies toward its cause.

During the initial phase of the Liberation of Coruscant by the Jedi Order from the control of the Lost Tribe of Sith, the Lost Tribe strategically placed some of its members within the immigration service, unbeknownst to the service's regular officers and inspectors, with the aim of identifying and apprehending any Jedi attempting to gain entry to Coruscant. However, their efforts proved unsuccessful, and the Jedi successfully infiltrated and reclaimed Coruscant.

Overview

The Coruscanti Immigration Service, alternatively referred to as Customs and Immigration, served as a customs and immigration enforcement service dedicated to the planet of Coruscant while under the authority of the Galactic Federation of Free Alliances. Its duties encompassed verifying the identities of all individuals entering Coruscant and confirming the validity of their documentation, closely monitoring for smugglers, spies, terrorists, and other individuals attempting unlawful entry into Coruscant, conducting searches of incoming vessels and scrutinizing their passengers and manifests, managing customs checkpoints located at Coruscant's spaceports, and meticulously tracking the immigration, emigration, and residency demographics of various groups and species residing on Coruscant.

Immigration inspectors and their supervising officers, including captains, received support at spaceport checkpoints from troopers belonging to Galactic Alliance Security (GAS). GAS troopers augmented manpower for searches and provided arrest capabilities when required by inspectors. Immigration captains also held the authority to direct GAS troopers to detain suspects for further investigation. Any intelligence gathered by the immigration service regarding suspected smugglers or other wanted individuals who successfully bypassed checkpoints was subsequently handed over to the Coruscant Security Force (CSF), which would then track the suspects within Coruscant's Galactic City and execute an arrest if feasible.

History

During 40 ABY, within the context of the Second Galactic Civil War fought between the Galactic Alliance and the Confederation, Corellians were subjected to heightened surveillance due to suspicions of terrorist activities. The immigration service estimated that the Corellian population on Coruscant exceeded twenty million individuals. This substantial number of Corellians raised concerns for Chief of State of the Galactic Alliance, Cal Omas, who issued directives for the newly established counter-terrorism police force, the Galactic Alliance Guard (GAG), to initiate the internment of Corellians. It was during this period that the immigration service received confidential information regarding three suspected Corellian agents and a bounty hunter who had evaded their checkpoints. The immigration service promptly relayed this information to the CSF, enabling them to track the four suspects. Subsequently, the information was passed on to the GAG, leading to the arrest of the individuals in question.

In 44 ABY, the Lost Tribe of Sith successfully infiltrated Coruscant and covertly seized control of the Galactic Alliance government and Senate, as well as numerous critical bureaucracies on the planet. Consequently, the Jedi Order under the leadership of Grand Master Luke Skywalker formulated a plan to enter and liberate the planet. Sith operatives were strategically positioned within the immigration service to monitor for Jedi attempting to gain entry to Coruscant. One Sith operative, in particular, adopted the guise of a corrupt inspector who accepted bribes while inspecting incoming vessels. He scrutinized the passengers aboard the starliner Plain Lady and subjected the Jedi Knight siblings Valin and Jysella Horn, who were disguised at the time, to cross-examination. Failing to detect any deception in the siblings' responses through the Force, the Sith inspector permitted them to proceed.

Meanwhile, at the Galactic Center Spaceport, Jedi Knights Yaqeel Saav'etu and Yantahar Bwua'tu, while undergoing questioning by immigration Inspector Modt, inadvertently aroused suspicion in the Force from immigration Captain Suhale, who was secretly a Sith. Jedi Bazel Warv, upon noticing that the two knights were being interrogated by the Sith, managed to locate some spice smugglers and persuaded them to relinquish their illicit packages. He then intentionally attracted the attention of Suhale, who directed him to the inspection station. Suhale proceeded to question him and ordered him to open the packages and suitcases, believing that she had apprehended several Jedi. However, Inspector Modt, unaware of the Force-related manipulations occurring, presumed that the three individuals simply possessed some form of contraband and expressed disdain for his superior's apparent inexperience in dealing with smugglers. When the cases were opened, revealing the Neutron Pixie spice, Modt's assumptions appeared to be accurate. Suhale, convinced that the spice was the reason for the three suspected Jedi's discomfort in the Force, ordered their arrest by a GA Security squad. Promising to personally submit it as evidence, Suhale took possession of the highly valued spice, much to the disapproval of Inspector Modt.

Behind the scenes

The Coruscanti Immigration Service received its initial mention in Legacy of the Force: Bloodlines, penned by Karen Traviss and released on August 29, 2006. It subsequently appeared in Fate of the Jedi: Apocalypse, authored by Troy Denning and published on March 13, 2012.
