Following the rise of the Empire, at some point, Jordo served as the Imperial Security Bureau officer in charge of the Outer Rim planet of Mon Cala. As tensions escalated between the Mon Calamari monarchy and the Empire, he collaborated with Governor Wilhuff Tarkin on the non-military aspects of the operation designed to bring Mon Cala under Imperial control.

Jordo, a male human commander, was a member of the Galactic Empire's Imperial Security Bureau and oversaw the Outer Rim world of Mon Cala. In 18 BBY, after tensions between the Empire and the Mon Calamari monarchy intensified on the planet, Jordo was assigned to collaborate with Governor Wilhuff Tarkin, Major Rantu, and Colonel Bergon. Aboard the Sovereign, Jordo engaged in discussions regarding non-military strategies, describing Mon Cala's society and suggesting the exploitation of existing tensions through propaganda to incite internal conflict, offering to create the artwork for Tarkin's approval. Tarkin trusted Jordo's expertise, dismissing the need for his approval of the propaganda. Following the downing of Imperial ambassador Telvar's shuttle, resulting in the death of all passengers, Tarkin instructed a lieutenant to inform Jordo to commence his designated phase of the operation.
Following the Battle of Dac City and the commencement of the comprehensive Imperial assault on Mon Cala, King of Mon Cala Lee-Char completed the evacuation of his people from all surface cities. Subsequently, he deployed massive ocean creatures that breached the ocean's surface and crashed down near all Mon Cala surface cities, resulting in their destruction and the elimination of all Imperial forces present. Commander Jordo, on the bridge of the Sovereign, expressed his shock at the monarchy's decision to obliterate all surface cities. Tarkin countered that they had destroyed nothing of real value, as the surface cities were merely outposts, and that the true civilization was located beneath the ocean's surface and was far more extensive. Tarkin further stated that their actions had minimal impact on the Mon Calamari, while significantly hindering Imperial military operations by rendering the surface cities unusable as staging areas.
Tarkin continued by pointing out to Jordo that they had suffered substantial military losses, and questioned Jordo's lack of awareness regarding the Mon Cala monarchy's capabilities, considering Jordo's position as the Imperial Security Bureau officer responsible for the planet. Jordo responded uncomfortably, admitting that he had no explanation or excuse, and vowed to intensify his efforts to redeem himself. Tarkin departed, warning Jordo that he expected to see improvement, as "a long fall to the ocean" awaited him if he failed.

After Colonel Bergon's death, caused by the Mon Calamari's use of metal-cased missiles to penetrate her sky-base's shields, Tarkin placed the blame on Jordo for the Empire's lack of intelligence regarding this technology. Jordo attempted to justify his failure by claiming that he had not been given sufficient time to obtain a complete understanding of the planet. Tarkin rejected Jordo's excuses and punished him by ordering that he be provided with stormtrooper armor and sent to the surface. Subsequently, two stormtroopers forcibly removed the protesting commander from the bridge to be deployed on the front lines of the battle.

Following his failure to anticipate the Mon Calamari's ability to deploy massive ocean creatures that decimated Imperial forces on the surface, Jordo bluntly admitted that he had no explanation or excuse for his failure when confronted by Governor Tarkin. Jordo also expressed a desire to redeem himself and prove his worth as an officer under Tarkin, vowing to intensify his efforts.
Following Jordo's second failure, which angered Tarkin, Jordo attempted to excuse himself by stating that they had only been in the system for a few days and that Tarkin could not expect him to have complete knowledge of the planet in such a short time. After Tarkin ordered him to be sent to the surface, Jordo pleaded and begged with Tarkin to reconsider, but he was forcibly removed regardless.
As the Imperial Security Bureau officer in charge of Mon Cala, Jordo was responsible for understanding societal and cultural dynamics. He was able to identify past social tensions that contributed to the Battle of Mon Cala and directed his subordinates to exploit and reignite those tensions to benefit the Empire. To achieve this, Jordo proposed a targeted propaganda campaign involving holograms and artwork to exacerbate these tensions, with the goal of pitting the Quarren and Mon Calamari against each other rather than the Empire.
Despite his ability to identify exploitable aspects of Mon Cala's society, Jordo failed to acquire comprehensive knowledge of the water world. This oversight allowed the Mon Calamari to deploy colossal ocean creatures, which destroyed all surface cities and Imperial military assets. His lack of foresight regarding technological capabilities enabled the Mon Calamari to utilize their aquatic vehicles to destroy Bergon's aerial landing platform, resulting in her death.
Jordo's initial appearance was in the canon 2018 comic Darth Vader (2017) 13, authored by Charles Soule and illustrated by Giuseppe Camuncoli. In Darth Vader (2017) 15, Jordo is depicted with blonde hair, contradicting his brown hair in other appearances.
