Lortha Peel, a male human, was a water monger who ran a water shop within the Worker's District of Mos Espa, a city located on the desert planet of Tatooine. After [Boba Fett](/article/boba_fett], the former bounty hunter, took power on Tatooine as the new Daimyo, a street gang started to steal from Peel's business. Because of this, Peel sought out Fett's assistance. He explained the situation to the Daimyo and offered a larger tribute in return for the gang's removal. However, Fett discovered that the gang was unemployed and unable to afford Peel's expensive water. Instead, Fett chose to employ the gang, leading the water-monger to accept a smaller payment as a resolution.
Lortha Peel's occupation was that of a water monger. His business was a water shop situated in the Worker's District of Mos Espa, a city found on the desert planet of Tatooine. He maintained a stock of water that was harvested by moisture farmers on Tatooine, which he then sold in his shop. Around the time of 9 ABY, [Boba Fett](/article/boba_fett], who was previously a bounty hunter, seized the palace that had belonged to the late Jabba the Hutt. He also eliminated Lord Bib Fortuna, Jabba's successor, and assumed Fortuna's role as the new Daimyo of Tatooine. This shift in power caused instability in the streets of Mos Espa, with many residents showing disrespect for Fett's leadership, especially after an assassination attempt against the Daimyo occurred within the city. A street gang composed of unemployed youths with cybernetic enhancements began to steal from Peel's inventory, expressing their dissatisfaction with the water-monger's inflated prices.

Peel sought assistance from Fett at his palace, hoping to get rid of the street gang. After gaining entry to the throne room, the water-monger introduced himself to Fett and started by saying that the Daimyo was not respected and that Mos Espa's streets were in disarray. He was hesitant to mention the assassination attempt, but he did so after Fett asked for clarification. Master Assassin Fennec Shand tried to cut the meeting short, but Peel asked to continue his petition, which Fett approved. The water-monger described the street gang that was stealing from him and gave more information about his job when Fett inquired. Peel offered to double his tribute if Fett eliminated the gang.
Fett confronted the street gang near Peel's water shop. He learned about the water monger's high prices and the gang members' unemployment, so he decided to hire the youths himself. Peel heard the exchange and protested the decision, arguing that the gang had stolen from him. When the Daimyo asked how much was owed to him, the water-monger stated it was 1,300 credits, but Fett was skeptical because it was stolen water. As a result, the Daimyo decided to pay Peel 500 credits. Peel was unhappy with the incomplete payment, but Fett threatened to shut down his business in Mos Espa if he did not consider the matter resolved. The water monger gave in to the demands, and the Daimyo instructed him to lower the water prices before going back to his palace with the youths.
Lortha Peel was a human male who had light skin, brown hair that was beginning to gray, and blue eyes. He repeatedly asserted that he was insulted on the Daimyo's behalf to suggest that he shared the Daimyo's displeasure. The water monger believed it was unjust when Fett chose to employ the street gang instead of eliminating them. However, he stopped protesting when the Daimyo threatened his business in Mos Espa.

Lortha Peel made an appearance in "Chapter 3: The Streets of Mos Espa," the third episode of the television series The Book of Boba Fett, which debuted on Disney+ on January 12, 2022. Stephen Root portrayed him. The reference book Star Wars Encyclopedia: The Comprehensive Guide to the Star Wars Galaxy from 2024 incorrectly states that Peel works in the Workers District of Mos Pelgo for the character's entry but correctly states he works in Mos Espa in the Tatooine entry for moisture farms.
