His daughter, Senator Chi Eekway, described Papanoida as a man of significant influence. Near the conclusion of the Clone Wars, Papanoida and his daughter found themselves in a Coruscant opera house at the same time as Anakin Skywalker's meeting with Supreme Chancellor Sheev Palpatine.
Notluwiski Papanoida was a male Pantoran whose origins can be traced back to the moon of Pantora. He was the father of multiple offspring, including Ion, Che Amanwe, and Chi Eekway. Before his ascension to the position of Supreme Chairman within the Pantoran Assembly, Papanoida enjoyed considerable wealth and influence as a media magnate, highly regarded by the people of Pantora. A notable figure within Pantoran society, he easily secured his place as a popular choice for the chairman's role.

Following the death of Chairman Chi Cho during a conflict that occurred on the ice planet Orto Plutonia during the Clone Wars period, Papanoida was inaugurated as the new chairman of Pantora. When the Trade Federation imposed a blockade on Pantora, rising public discontent threatened to push the moon to break away from the Galactic Republic and align with the Confederacy, which was offering support. Papanoida depended on Senator Riyo Chuchi to appeal for assistance in the Senate to bring an end to the blockade. However, the Federation used his two kidnapped daughters as a bargaining tool. Papanoida correctly assumed that his daughters might be aboard the Droid Control Ship enforcing the blockade of Pantora. He then dispatched Chuchi and Jedi Padawan Ahsoka Tano there under the guise of a diplomatic mission, while he and his son conducted their own investigation. Despite the Coruscant Security Force finding no leads in his quarters, Papanoida noticed that one of his idols was out of place and had blood on it. Upon analyzing the blood, he determined that it belonged to a Rodian bounty hunter known as Greedo.

The Pantorans journeyed to the palace belonging to Jabba Desilijic Tiure on Tatooine, where Greedo was employed. Papanoida managed to lure the Rodian out by simply mentioning to a female Twi'lek that they were searching for him. As anticipated, Greedo confronted the Pantorans and attempted to eliminate them, only for Papanoida to produce a knife and hold it to Greedo's throat. The situation was brought before Jabba, whom Papanoida persuaded to assist them by comparing Greedo's blood to the sample he had discovered on Coruscant. As soon as Jabba agreed, Greedo revealed that he was holding Chi Eekway in Mos Eisley. The Pantorans compelled Greedo to guide them to the cantina where Eekway was being held captive. However, tensions rose when Greedo's Gotal partner began to question him. The Rodian betrayed the Pantorans and fled the cantina, triggering a firefight among all the patrons. The Pantorans successfully neutralized all the attackers; Eekway even saved her father's life by shooting the Gotal when he attempted to kill Papanoida from behind. The Pantorans then returned to Coruscant, just as Chuchi and Tano rescued Che Amanwe from the Droid Control Ship. With the Federation's leverage gone, they were forced to lift the blockade on Pantora.
As the Clone Wars drew to a close, Papanoida and his daughter Chi Eekway were present at the Coruscant opera house following the Battle of Coruscant. The two were standing outside Supreme Chancellor Sheev Palpatine's seating area when Anakin Skywalker arrived to meet with Palpatine.

Papanoida, the chairman of his home Pantora, stood at a height of 1.77 meters, equivalent to 5 feet and 10 inches. He was characterized by blue skin, white hair, and brown eyes. While he was an ally of the Republic, his primary concern was the governance of his people. He also demonstrated considerable cunning, devising a plan to provoke Greedo into attacking him publicly. Furthermore, he was a skilled negotiator, successfully persuading Jabba the Hutt to heed his requests by appealing to their shared status as fathers willing to go to any lengths to protect their children. Despite being a kind and devoted family man, he was also a capable combatant, proficiently wielding two blaster pistols during a shootout on Tatooine.
Papanoida typically wore a purple Pantoran coat accompanied by a matching hat, along with a black belt, cane, and boots. He also concealed a knife within his coat and was comfortable in a gunfight, skillfully using two blaster pistols when a confrontation escalated inside Chalmun's Spaceport Cantina.
In Star Wars: Episode III Revenge of the Sith, George Lucas, the creator of Star Wars, portrayed Baron Papanoida. Corey Burton provided the voice for the character in the Star Wars: The Clone Wars episode "Sphere of Influence," modeling his voice after the legendary director Orson Welles.
