Panno, a male Dressellian from the planet of Dressel – the homeworld of his species – rose to the rank of general. He collaborated with General Orrimaarko, another Dressellian, to spearhead the armed resistance against the Galactic Empire's control of their home planet. Subsequently, he enlisted in the Alliance to Restore the Republic, achieving the rank of major. In this capacity, he functioned as both a scout and a tactician, contributing to the planning of logistics for the Alliance's special operations and commando assaults. During the Battle of Endor in 4 ABY, Panno was a member of the strike team dispatched to the Forest Moon of Endor to eliminate the shield generator protecting the Imperial second Death Star battle station.
During the Galactic Civil War, a conflict between the Alliance to Restore the Republic and the Galactic Empire, Panno, a male Dressellian originating from the planet Dressel – his species' homeworld – attained the position of general. Following the Empire's occupation of their homeworld, General Orrimaarko, also a Dressellian, led the resistance against the Empire, aided by Generals Panno and Neeralli.

By 4 ABY, Panno, who had previously served as a commando, had joined the Alliance. He was followed by Olander Brit, a communications expert. Panno achieved the rank of major within the Alliance, where he served as both a scout and a tactician. In his tactical role, Panno assisted Alliance General Crix Madine in planning the logistics for special operations and commando raids. In that year, the Alliance discovered that the Empire was constructing a second Death Star battle station above the Forest Moon of Endor, which led them to plan an operation to destroy the Death Star.
Panno, along with Orrimaarko, was among the Alliance troops present at a briefing held aboard the Star Cruiser Home One. During the briefing, a strike team was formed with the mission of infiltrating Endor and destroying the Death Star's shield generator located on the moon. After assisting General Madine in devising the plan for the strike team's destruction of the planetary shield generator, both Panno and Orrimaarko became members of the strike team.
The strike team, including Panno, infiltrated Endor aboard the Tydirium, a captured Imperial shuttle. By impersonating Imperials, they successfully navigated past the Star Destroyer blockade in Endor's orbit. Upon landing on Endor, the strike team began reconnaissance of the area but soon encountered patrols of Imperial scout troopers. This encounter forced Alliance General Han Solo to instruct Major Bren Derlin to lead the squad ahead to rendezvous with him at the shield generator bunker.

As they progressed toward the shield generator later that afternoon, Panno and the other members of the strike team managed to avoid detection by several Imperial scouts. At nightfall, they established a camp in a concealed shallow ravine, positioning two sentries and setting up a blanket grid using their scanning equipment. Shortly after the start of their first sleeping shift, an Imperial All Terrain Scout Transport walker approached their location.
Realizing that the walker would inevitably discover their position, the squad quickly jammed its transmissions and disabled its spotlights. They then circled the walker to obscure the source of their attack. However, the AT-ST began firing indiscriminately, which posed a significant risk of alerting other Imperials to the squad's presence. In response, Delevar, the group's medic and a Corporal, fired a smoke canister directly into one of the walker's cockpit viewports, forcing the pilots to abandon the vehicle and surrender to the strike team. After compelling the walker pilot to make a few call-ins to explain the vehicle's absence, Panno and the rest of the squad continued their journey the following morning and successfully rendezvoused with Solo at the shield generator as planned.
Concurrently, Solo and the remaining members of the strike team's command crew had forged an alliance with the native Ewoks of Endor, who revealed a secret route to the rear entrance of the shield bunker to the Alliance. Solo led the strike team into the bunker, where they began planting explosive charges to destroy the shield generator. However, they were ambushed by Imperial forces.

Although the strike team was briefly captured, their imprisonment was short-lived. The Ewoks launched a counter-attack against the Imperials, which aided the Alliance. This ultimately led to the strike team retaking the bunker and successfully destroying the shield generator. With the shield generator destroyed, the Alliance Fleet was able to destroy the Death Star above Endor, securing a significant victory for the Alliance. Following the battle, Panno was among the many who participated in the victory celebrations held in the Ewoks' Bright Tree Village.
Panno possessed light brown skin and yellow eyes. His height was 1.82 meters, and he weighed 80 kilograms.
Panno was a highly skilled tactician with extensive experience in combat against overwhelming enemy forces. He received high praise for his combat skills and strategic planning in various battles. He served as a commando, scout, and tactician, adapting his role to suit the needs of the situation, with his service on the strike team primarily utilizing his commando skills.
Panno employed a diverse array of weapons against his adversaries in various engagements. His personal armaments included a blaster pistol, a blaster rifle, a vibroblade, stun grenades, and thermal detonators. He also wore goggles and a brown, hooded cloak over a uniform that resembled the Alliance Cold Weather armor, but without the headgear, gloves, and backpack. Additionally, Panno's uniform differed from the Cold Weather armor by featuring forest camouflage pants.
During the briefing on Home One, Panno wore a white cloak instead of a brown one over his uniform. Like all members of the Endor strike team, he was equipped with standard commando gear, including a standard comlink, a low-feedback scanner, a sensor scrambler, a heavily muffled blaster, and full forest-camouflage fatigues.

Panno, played by an uncredited extra, made his debut in the 1983 original trilogy film, Star Wars: Episode VI Return of the Jedi. The Home One scenes were filmed during the week of Tuesday, February 16, 1982 at Stage 5 of Elstree Studios, while the film's later victory celebration scenes were filmed between January 20 and 22 of that year on Stage 3 in Crescent City, California. The vests worn by Panno and the other Dressellians in the film were repurposed from the Alliance Cold Weather armor outfits seen in the earlier 1980 film Star Wars: Episode V The Empire Strikes Back.
In 2000, Decipher first identified the character by name in their Star Wars Customizable Card Game's Death Star II Limited expansion set. In 2006, Leland Chee, the keeper of the Lucasfilm Holocron continuity database, proposed that Panno might be seen boarding the Tydirium. Although no Dressellians are clearly visible boarding the shuttle, there are some hooded figures present, one of whom could potentially be Panno.
