Mandalorian Government Council
The Mandalorian Government Council, also referred to as the Ruling Council or the New Mandalorian ministry council, functioned as a minister-led bureaucratic organization. Its purpose was to govern Mandalore during the period of the Clone Wars.
Description
This council, also known as the New Mandalorian ministry council, served the New Mandalorian government, and was a bureaucratic entity responsible for the leadership of Mandalore. It was composed of multiple ministers, along with a Deputy Minister, and was presided over by the Prime Minister. The body of ministers included positions such as the Minister of the Interior, the Minister of Finance, and at least four other ministers, each delegated with specific political and bureaucratic duties. Council meetings were held within the Grand Salon of the Sundari Royal Palace on Mandalore, where Duchess Satine Kryze oversaw their proceedings.
History
Economic crisis
The Ruling Council played an active role during the Clone Wars, a period in which Duchess Satine governed Mandalore through her New Mandalorian pacifist ideals. The council was led by Prime Minister Almec, and Deputy Minister Jerec was a member of the Ruling Council until his death. Following the council's declaration of neutrality in the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems, the government faced an economic downturn. This crisis resulted in reduced trade and forced parts of the government into corruption and reliance on the black market to maintain stability. During this period, Duchess Satine invited her friend Senator Padmé Amidala to Mandalore to ease growing tensions and assist in investigating the corruption.
Upon Amidala's arrival, she observed a Ruling Council meeting where the ministers debated the economic situation. When Senator Amidala suggested that the Galactic Republic could offer security, the ministers rejected her proposal, arguing that the Republic's corruption was even worse than Mandalore's own. Subsequently, Duchess Satine adjourned the council meeting, postponing it to allow tensions to subside. Later, an investigation led by Jedi Padawan Ahsoka Tano and students from the Royal Academy of Government resulted in Prime Minister Almec's arrest on charges of corruption.
Takeover of Mandalore
After the Mandalorian terrorist group Death Watch joined the Shadow Collective, the syndicate initiated a plan to depose Duchess Satine. Members of the Black Sun and Pyke Syndicate launched attacks on key infrastructure essential to Mandalore's security. The Minister of Interior informed Duchess Satine and another minister about these initial attacks, also reporting public demand for government action.
Eventually, Death Watch captured the criminals and seemingly restored order to Mandalore, a move that was secretly part of the Shadow Collective's plan. This action swayed public opinion in favor of Death Watch and its leader, Pre Vizsla, leading to Vizsla's takeover of Mandalore and the displacement of Satine's New Mandalorian government. The Minister of Interior and the other minister were present with the Duchess at the palace when Vizsla and Death Watch forces stormed the building and arrested her.
Dissolution
Following the takeover, Death Watch imprisoned Duchess Satine in a cell adjacent to Almec's. Subsequently, Pre Vizsla betrayed Maul and his Sith apprentice Savage Opress, though they soon escaped. While touring the royal prison, Maul and Opress discovered Duchess Satine's cell. When Maul inquired about the whereabouts of her government's other leaders, she revealed that they had either been killed or had defected to Death Watch. Maul then recruited Almec to his cause and defeated Pre Vizsla in a lightsaber duel. After claiming Vizsla's Darksaber and assuming leadership of Death Watch, the Mandalorian group fractured into various factions, which ultimately triggered the Mandalorian Civil War.
