Vitor Reige, a human male, achieved the distinction of becoming the first democratically-elected Head of State within the Imperial Remnant. Previously, he held the rank of admiral in the Imperial Navy and served as a shuttle pilot for Jagged Fel during the Yuuzhan Vong War. Reige's ascension to Head of State occurred after Fel withdrew from a three-candidate race that also included Natasi Daala.
During the Battle of Bastion, a conflict that took place in the latter stages of the Yuuzhan Vong War, Vitor piloted the shuttle responsible for transporting the critically wounded Grand Admiral Gilad Pellaeon from Bastion to Yaga Minor. He remained with the Grand Admiral aboard the Widowmaker, prioritizing the Grand Admiral's well-being over his own injuries until the Jedi healer, Tekli, stabilized him.
Reige served as Pellaeon's chief aide during the Second Battle of Fondor in 41 ABY, demonstrating unwavering loyalty for many years. Following Pellaeon's assassination by Tahiri Veila, Reige spearheaded a mutiny against the Moffs who had seized control of Pellaeon's flagship, the Bloodfin, successfully holding out until rescued by Mandalorian forces.
By 44 ABY, Reige, now an Admiral, commanded the Bloodfin in the Battle over Exodo II against Natasi Daala.
Subsequently, Daala, aided by Abeloth disguised as Lydea Pagorski, convinced Fel to agree to a democratic election for the Imperial Head of State. Fel then persuaded Reige to enter the election as a spoiler candidate, intending to divide the military vote. After Fel authorized an attack on Daala's campaign headquarters—the same laboratory where Tol Getelles created his youth serum from drochs and the scientists developed the nanovirus that prevented Boba Fett from returning to Mandalore—public sentiment turned against Fel. Anticipating Daala's attempt to discredit him, Fel withdrew from the race and endorsed Reige, who subsequently won against Daala with ease. As a parting gift, Reige presented the former Head of State with the yacht Parting Gift.
In the Star Wars: Legacy of the Force novel, specifically Legacy of the Force: Revelation, it is hinted that Pellaeon may have been Vitor Reige's father, conceived with an unnamed woman. However, Pellaeon never officially acknowledged Reige's parentage. This possibility gains further support in the Fate of the Jedi novel Fate of the Jedi: Ascension, where Admiral Daala observes that Reige's voice resembles a younger Pellaeon.
