Barrow Oicunn was a male human who held the rank of lieutenant within the Galactic Republic's military during the Clone Wars conflict. During the events of 19 BBY, he distinguished himself as a hero in the Battle of Coruscant, an act of valor that garnered the attention of Supreme Chancellor Sheev Palpatine.
Following the transition of the Republic into the Galactic Empire, Oicunn became an officer serving in the Imperial Navy. He achieved the rank of captain and was among the initial officers chosen for duty aboard a Venator-class Star Destroyer responsible for safeguarding the construction of the Death Star superweapon.
Barrow Oicunn, a male of the human species, served in the armed military forces of the Galactic Republic throughout the duration of the Clone Wars, a conflict waged against the Confederacy of Independent Systems. Holding the position of lieutenant, he took part in the Battle of Coruscant in 19 BBY. This battle saw the Separatist Navy launch an offensive against Coruscant, the planet serving as the Republic's capital, but the Separatists were eventually defeated by the Republic forces. Oicunn's heroic actions during this battle attracted the eye of Supreme Chancellor Sheev Palpatine.

Shortly after this victory, the Confederacy was defeated, bringing the Clone Wars to a close. The Republic then transitioned into the Galactic Empire, with Palpatine declaring himself Galactic Emperor. Oicunn joined the Imperial Navy's officer corps and was chosen as one of the first Imperial officers to serve on one of the Venator-class Star Destroyers assigned to protect the highly classified Imperial project involving the construction of the Death Star superweapon. This construction took place in the orbit of Geonosis, a planet situated in the Outer Rim. The Star Destroyer on which Oicunn served was newly built, fresh from the Santhe Shipyards.
This Venator-class Star Destroyer also transported Palpatine, his Sith apprentice Darth Vader, and Moff Wilhuff Tarkin to the Death Star for an inspection tour. The presence of such high-ranking individuals allowed the Star Destroyer to execute a hyperspace jump directly from the Core Worlds to Geonosis, bypassing the standard clearance procedures from Sentinel Base. During this visit, Oicunn was stationed at a console within one of the crew pits on the Star Destroyer's bridge, while Palpatine, Vader, and Tarkin observed the Death Star's construction through the viewport of the bridge. Oicunn later achieved the rank of captain and at some point in his career, he piloted a VT-49 Decimator for the Empire, successfully destroying an enemy X-wing starfighter above a planetary body.

Despite his unwavering commitment to the Republic's ideals, Oicunn perceived it as fundamentally weak. Loyalty was his defining characteristic, and his dedication was so profound that it attracted the attention of Palpatine himself. Physically, Oicunn possessed fair skin, brown hair, and blue eyes.
During his service to the Empire, Oicunn was seen wearing the standard gray Imperial officer's uniform, which included a cap adorned with an officer's disk. The uniform also consisted of black boots, black gloves, and a black belt that also featured a disk. On the left breast of his uniform, he wore a rank insignia plaque displaying four blue squares. Furthermore, he was a pilot of a VT-49 Decimator.

Barrow Oicunn's initial appearance occurred in Star Wars: Episode III Revenge of the Sith, a film belonging to the prequel trilogy that was released on May 19, 2005. The scene featuring Oicunn was filmed on September 17, 2003, at Fox Studios, Sydney. For the set, only one of the bridge's two crew pits was constructed. To create the illusion of two pits in the film, footage of Oicunn and other characters in the single pit was mirrored, with minor adjustments made to the mirrored image.
Within the current Star Wars canon, the character's identity was first established in the mobile card game Star Wars: Force Collection, which debuted in 2013. Despite the game's launch preceding the Star Wars canon reset of 2014, Leland Chee, a member of the Lucasfilm Story Group, confirmed that the game was continuously updated to align with established canon. The surname Oicunn originated in the Star Wars Legends continuity, where it was first used for the character in Dressing a Galaxy: The Costumes of Star Wars, a reference book authored by Trisha Biggar and published on October 11, 2005. The first name, Barrow, was later provided by James Floyd to Daniele F. for inclusion in an entry to the StarWars.com Hyperspace feature titled "What's The Story?," which was published on November 18, 2005.
