This action delivered essential food and medical aid to the Twi'lek Resistance amidst the Battle of Ryloth events of 22 BBY.
Constructed by Kuat Drive Yards for the Grand Army of the Republic during the Clone Wars, Blockade Runner 0-9-9 was a Pelta-class Transport Frigate. This vessel possessed a length of 282 meters and was operated by a crew of 900 officers and enlisted personnel. It offered a troop capacity of 200 soldiers and could sustain operations for 5 months with its consumable stores. Equipped with both a hyperdrive and a navicomputer, its primary hyperdrive was Class 2, with a Class 16 system serving as backup. For defense, Blockade Runner 0-9-9 incorporated point-defense laser cannons alongside deflector shield generators. Docking bays were situated on its port and starboard sides. Furthermore, it carried 16 republic escape pods, which were deployed to the surface of Ryloth loaded with resources during the battle to support Republic forces. It had a maximum atmospheric speed of 800 kilometers per hour and cost 7,265,000 credits.
The planet Ryloth faced invasion by the Confederacy of Independent Systems in 22 BBY, leading to the Battle of Ryloth. Jedi General Ima-Gun Di and his forces, the Outer Rim garrison, together with the Twi'lek Resistance, were overwhelmed. General Di then communicated a plea for assistance to Admiral Dao, who subsequently requested aid from the Jedi High Council due to his inability to directly assist Master Di because of the status of his fleet. Dao and his forces were subsequently killed and destroyed during the transmission, prompting the Jedi Order to initiate the formulation of a plan to support Republic forces stationed on Ryloth. The Jedi Council determined that their standard frigates lacked the necessary range to reach Ryloth unless deployed from the planet Toydaria, which would serve as an intermediate staging location.
The Council then dispatched Senator Bail Organa of Alderaan to Toydaria to negotiate with King Katuunko of Toydaria. They also sent three Pelta-class frigates, including Blockade Runner 0-9-9, carrying essential food and medical supplies, accompanied by Junior Representative Jar Jar Binks of Naboo. Upon intercepting the transmission, Separatist leader Count Dooku dispatched Senator Lott Dod of the Trade Federation to counter Senator Organa's proposal. Following extensive political deliberation, it was resolved that Toydaria would not officially serve as a staging point for the delivery of relief supplies. However, in a private agreement, Katuunko permitted the Galactic Republic to dispatch the supplies already brought to Ryloth, provided Senator Dod remained unaware. Jar Jar Binks of Naboo also created a diversion at a formal dinner, allowing the frigates to depart unnoticed.
On Ryloth, the Republic forces' right flank had collapsed, preventing any possibility of retreat. They were trapped within a mountain pass with three access routes to their position. Master Di devised a strategy that required the Republic forces to remain behind. Clone troopers set up LAAT/i gunships to explode, causing the collapse of one of the passes. Master Di stayed behind to hold off the Separatist Droid Army while the Twi'lek Resistance made their escape. General Di, Clone Captain Keeli, and their troops successfully delayed the droids, allowing the Twi'leks to escape. However, there were no Republic survivors from the engagement. Despite this outcome, Blockade Runner 0-9-9 and two other Pelta-class frigates managed to drop supplies, enabling the Twi'lek resistance to continue their efforts.
The first appearance of Blockade Runner 0-9-9 occurred in the 2010 Star Wars: The Clone Wars episode titled "Supply Lines." The show's subtitles provided the formal spelling of its designation.
