Plot summary

While en route to confront the forces of Sith Lord Malakite on Heptooine, Jedi Knight Kerra Holt and her newly acquired Devil Squadron companions are ambushed within the Aquilaris Minor system by the Hutt crime syndicate leader, Zodoh. On Darkknell, the spice known as Deluge had significantly impaired Daiman's military personnel. Consequently, he mandated the removal of these addicts from his starfighter division to prevent his Sith family from discovering the situation. Unable to resolve her disagreements with Captain Jenn Devaad, Kerra Holt broke away from the aerial combat and returned to Aquilaris Minor, determined to protect her people from the approaching crisis. As the skirmish concluded, the surviving members of Devil Squadron were ensnared by the Voracious's tractor beam, where they were disarmed and taken as prisoners. Zodoh then engages in a meeting with the captured Captain Jenn, offering to spare her crew in exchange for her procuring the Deluge spice reserves on Aquilaris.

Simultaneously, Kerra endeavors to organize an evacuation on Capital Cay to relocate the inhabitants to higher elevations. Her primary obstacle is the lack of sufficient airspeeders and watercraft to manage the logistics. Furthermore, numerous Seacroppers remained incapacitated due to drug use, and their submersibles were in a state of disrepair. During a visit to the submersible docking facilities, Kerra encountered her disheartened childhood friend, Joad Kreel, and unsuccessfully attempted to persuade him to assist with the evacuation efforts. In a moment of frustration, Kerra kicked open a food container, only to find it filled with Deluge spice. Kerra then quickly deduced that Devil Squadron were, in fact, spice traffickers who were intentionally distributing Deluge among the occupied populations.

Kerra confronted Jenn at the spaceport, where she was coercing several Aquilarians, including Padgett, at gunpoint to load spice containers onto her shuttle. After subduing and disarming her, Kerra challenged the squadron captain about the Deluge spice. Jenn disclosed that Grace Command was merely a front for Baron Lemayne's Operation Deluge, which involved sabotaging the Sith war effort by saturating Sith-controlled territories with Deluge spice. While this weakened Sith forces, it also negatively impacted entire local populations. Jenn defended her actions by claiming she wanted to save her crew's lives. Jenn further revealed that her animosity towards civilians in Sith Space stemmed from their refusal to provide shelter to her and other survivors of a failed Republic task force sent to Daalang. Unable to resolve their conflicting viewpoints, Jenn departed on a shuttle carrying the Deluge supplies to Zodoh's flagship, leaving Kerra behind with the civilians.
