During the Republic Era, the Nooroyo primary landing control functioned as the air traffic authority for the spice-producing planet of Nooroyo. In 22 BBY, Padmé Amidala, the former queen of the Mid Rim planet Naboo, engaged in conversation with a landing control worker while visiting the world alongside Jedi Padawan Anakin Skywalker. Their purpose was to retrieve five Naboo artists from the Torada Collective, a mission undertaken at the behest of Queen Jamillia. However, the landing control dispatched a scanning team to scrutinize their vessel, an action that Kharl, one of the artists, strongly believed was prompted by the Separatists' involvement. Consequently, Amidala and Skywalker promptly departed Nooroyo with Antraya, Jamillia's sister.

During the Republic Era, this group was in charge of overseeing all vessels that came to the world, giving them designated landing spots and routes to fly. For a time, most ships that flew into the world's airspace were not registered, and Padmé Amidala, who used to be the queen of Naboo in the Mid Rim, thought they were friendly, even compared to Karlinus, a hospitable planet in the Chommell sector. When the Clone Wars started in the galaxy in 22 BBY, Nooroyo decided to side with the Confederacy of Independent Systems, and its landing control started scanning and keeping records of every ship that visited the planet from the start.
That year, Amidala and Anakin Skywalker, a Jedi Padawan, visited Nooroyo because Jamillia, the current monarch of Naboo, asked them to. They wanted to bring back five artists from the Torada Collective who were from Naboo and living in an artist commune north of Nooro-City. A landing control worker immediately asked why they were there using comms, so the former queen explained their reason for visiting. After scanning their ship, the worker gave them a flight path and a place to land, and told them that all ships visiting Nooroyo were now being registered. Soon after, a scanning team was sent to check out their ship. Kharl, one of the artists from the Torada Collective, thought this was because Nute Gunray, the Separatist Viceroy, was on the planet and would recognize their ship as being from Naboo. Shortly after this, Amidala and Skywalker managed to escape the planet with Antraya, Jamillia's sister, before the landing control's scanning team arrived.
The Nooroyo primary landing control made an appearance in Queen's Hope, a young-adult novel from 2022 by E. K. Johnston.
