During his teenage years, he participated in the Legislative Youth Program alongside Padmé Amidala, developing romantic feelings for her. Their relationship concluded when Jemabie chose to pursue a career as an artist, while Amidala dedicated herself to politics. Following the replacement of the Galactic Republic by the Galactic Empire, Jemabie was condemned to a labor camp before ultimately enlisting in the Alliance to Restore the Republic. His commitment to the Rebellion led to his capture by the Imperial Security Bureau prior to the conclusion of the Galactic Civil War.

Palo Jemabie, a male with dark, curly hair, was born on the world of Naboo. His birth occurred a few years prior to 46 BBY. As a young man, Jemabie took part in the Legislative Youth Program, where he encountered Padmé Naberrie, a girl of twelve. They shared a brief romance, but their paths diverged when Jemabie opted for a career as an artist, while Naberrie embarked on a journey in public service.
When Naberrie was chosen as the Queen of Naboo at the age of fourteen, adopting the regal name Amidala, Jemabie crafted a poster titled Naboo Coronation. This artwork served as an invitation to the people of Naboo to attend the inauguration of their new ruler, scheduled for the 34th of Grizm in the 835th Year of Kwilaan.
Not long before the start of the Clone Wars in 22 BBY, Amidala fondly spoke of her youthful romance with Jemabie to her future husband, the Jedi apprentice Anakin Skywalker. During a moment shared in the scenic countryside of Naboo, Amidala recounted her first love in detail, eliciting a reaction of slight jealousy from Skywalker.
As the Clone Wars drew to a close in 19 BBY, the democratic Galactic Republic was replaced by the Galactic Empire, an authoritarian government established by Galactic Emperor Sheev Palpatine, formerly the Supreme Chancellor of the Republic. During the rule of Palpatine's New Order, Jemabie was apprehended by the Coalition for Progress on charges related to a deviant musical performance and sentenced to serve time in a labor camp. Upon gaining his freedom, he joined the anti-Imperial Alliance to Restore the Republic, utilizing his artistic talents to create posters for the resistance. Regrettably, the Naboo artist was captured and disappeared by the Imperial Security Bureau before the termination of the Galactic Civil War.

Palo's initial mention occurred in the 2002 film Star Wars: Episode II Attack of the Clones, the second film in the Star Wars prequel trilogy.
He was initially intended to reappear as Amidala's love interest in "Senate Spy," the fourth episode of season two of the Star Wars: The Clone Wars animated series. However, this concept was discarded early on when the production team realized that Palo had transitioned from politics to a career as an artist. The show's creators also concluded that the relationship between Amidala and the "Senate Spy" character needed to be more current than her past connection with Palo, to better emphasize Anakin Skywalker's jealousy. Consequently, Palo's role as a love interest was taken over by a new character, Rush Clovis.
In his 2016 reference book Star Wars Propaganda: A History of Persuasive Art in the Galaxy, Pablo Hidalgo assigned Palo the surname "Jemabie" and provided additional details about his life.
