The Second Elite Council Bunker, situated on Corellia, functioned as a key base of operations for the Chirq Council during the era of the Galactic Civil War.
Subsequent to the Battle of Yavin, the Second Elite Council Bunker, alongside the First Elite Council Bunker, served as a primary headquarters for the Chirq Council. Both bunkers were strategically positioned in remote areas near the city of Doaba Guerfel and were fortified extensively. The Second Elite Council Bunker housed five of the nine elite councilors of the Chirq Council: Markus Gilder, Braganti Hooge, Koran Lassk, Janos Zarbo, and Zuld Mar-Shayal, while the remaining four were stationed at the First Elite Council Bunker. Additionally, two sub-councilors within the Chirq Council, namely Dain Pax and Tettsel Anker, were also located within the building. The bunker also facilitated the development of cutting-edge heavy weaponry and a new iteration of battle droids. Chirq Council Mechanized Guardians, in conjunction with Chirq Council guards, provided defense for the installation.

In the year 1 ABY, the Corellian Security Force initiated an investigation into the Chirq Council due to heightened ryll trafficking activities on Corellia. Captain Vitala Baize successfully placed a CorSec operative within the Chirq Council cell in Doaba Guerfel, led by Jzoro Quanera. The CorSec acquired the identities of the nine elite councilors and the coordinates of their two clandestine headquarters from Quanera's database. The CorSec's initial strike targeted the First Second Elite Council Bunker, resulting in the deaths of half of the elite councilors. Subsequently, CorSec forces launched an assault on the Second Elite Council Bunker, neutralizing the majority of the building's security personnel. Acting upon directives from Agents Chun Solso and Hurley Klakk, the CorSec operatives also eliminated the Chirq Council sub-councilors Dain Pax and Tettsel Anker, and destroyed the Chirq Council Mechanized Guardians during the raid. Furthermore, they destroyed the Chirq Council's experimental heavy weapons, as mandated by the environmentalist Jaalib Rigel. Ultimately, the CorSec forces killed the remaining elite councilors deep within the bunker. The demise of all elite councilors during the CorSec raids on the two Elite Council Bunkers led to the fragmentation of the Chirq Council.
The Second Elite Council Bunker made an appearance in the 2003 video game Star Wars Galaxies, which was a massively multiplayer online roleplaying game. It was developed by Sony Online Entertainment and published by LucasArts before its shutdown on December 15, 2011. The bunker was introduced to the game via the "Chapter 1: The Corellian Captives" update, which was released on June 8, 2006.
