Barcel, a male human, was a member of the Galactic Empire's Imperial navy. He held the position of communications officer on the bridge of the Herald, an _Imperial II_-class Star Destroyer that served as the personal vessel for Prelate Verge. In 3 ABY, during the pursuit of the former Imperial Governor Everi Chalis, Barcel delivered news to Captain Tabor Seitaron regarding the Rebel Alliance's 61st Mobile Infantry – the group Chalis was with – having taken control of a facility located on the planet Sullust. The officer responsible for communications also informed Seitaron about Chalis' attempt to flee Sullust using a shuttle that had been stolen.

During the era of the Galactic Civil War, Barcel, a male of the human species, was a member of the Galactic Empire's navy. By the year of 3 ABY, he functioned as the communications officer on the bridge of the Herald, the Imperial II-class Star Destroyer which served as the personal Star Destroyer for Prelate Verge, a member of the Imperial Ruling Council. Soon after the Battle of Hoth, Captain Tabor Seitaron, who was visiting Verge on the Herald, began making preparations for a potential assault by the Rebel Alliance's 61st Mobile Infantry on various worlds along the Rimma Trade Route, including Sullust, Malastare, and Tshindral.
When the Inyusu Tor mineral processing facility on Sullust was captured by the 61st, Barcel was informed and promptly notified Seitaron. Subsequently, the officers on duty on the Herald's bridge applauded the captain, who then requested to speak with Verge and open a channel to the TIE fighters of Vixus Squadron. Following this, the squadron traveled to Sullust, and the Herald followed to provide support to the local Imperial forces in their engagement with the 61st and to capture the former Governor Everi Chalis, who was the target of Verge and Seitaron's pursuit.
As the battle against the 61st on Sullust continued, Barcel approached Verge and Seitaron on the bridge, informing them of a shuttle departing from one of the transport stations below. Seitaron inquired whether the shuttle was transmitting clearance codes, and Barcel confirmed that they were codes the captain had previously warned to be wary of. Concluding that Chalis was piloting the shuttle, Seitaron ordered the stolen vessel to be brought aboard the Herald using a tractor beam, and then left the bridge with Verge to confront the former governor. In the end, Chalis detonated twenty ion bombs inside her shuttle, causing a power surge on the Herald and forcing it to withdraw from Sullust.
Barcel made an appearance in Battlefront: Twilight Company, a novel penned by Alexander Freed in 2015.
