Brock Starsher functioned as a security officer for the Hutt crime syndicate's boss Jabba Desilijic Tiure, operating aboard a Bantha-II cargo skiff at the Hutt's residence located on the desert planet of Tatooine during 4 ABY. After Jabba decreed that his captives Han Solo, Luke Skywalker, and Chewbacca would become food for the sarlacc within the Great Pit of Carkoon, Starsher took control of one of the repulsorcraft that journeyed to the pit. At the pit, Skywalker was able to break free and assault the guards, jumping onto Starsher's skiff and throwing the guard into the gullet of the sarlacc below.

Back in 4 ABY, Brock Starsher was employed as a guard under the Hutt criminal mastermind Jabba Desilijic Tiure, serving on one of the Bantha-II cargo skiffs stationed at Jabba's Palace upon the world of Tatooine. When the Hutt proclaimed that three of his inmates—the space pirate Han Solo, his wingman Chewbacca, and the Jedi master Luke Skywalker—would be offered as a meal to the sarlacc residing in the Great Pit of Carkoon, Starsher piloted an escort vessel to the pit together with other guards like Barada, Lathe, Yotts Oren, and their pilot Pote Snitkin. The prisoners were transported on a separate skiff as Jabba and his entourage traveled aboard the luxury barge Khetanna.
Having arrived at the pit, the vehicle operated by Starsher began to circle the sarlacc while the skiff transporting the prisoners hovered over the creature's jaws. When Skywalker was pushed off the edge of his skiff to be killed, he somersaulted back onboard and grabbed his laser sword, which was launched to him by the droid R2-D2 from the sail barge. Skywalker and his allies quickly overpowered the guards aboard the vehicle carrying them, at which point Starsher's skiff came near so its occupants could engage.

Starsher was positioned at the very front of the skiff, so when Skywalker jumped onboard, the guard was the first one he encountered. Initially, Starsher did not fight the Jedi, but after Skywalker deflected a laser blast fired by another guard, Starsher advanced to engage. Skywalker struck at Starsher with his energy sword, causing the guard to fall over the vehicle's edge into the sarlacc's pit below, killing Starsher and then a second guard before the other guards on the skiff even fully realized the Jedi was on board. Skywalker and his comrades then defeated the rest of Jabba's forces and killed the Hutt before escaping.
Starsher had light colored skin.
Starsher wore a white one-piece suit with a black protective headwear, black hand coverings, a black equipment belt, and brown footwear while on the skiff. Starsher carried a BD-1 Cutter vibro-ax and a DL-18 blaster pistol.

Brock Starsher was played by an uncredited actor in the 1983 original trilogy movie, Star Wars: Episode VI Return of the Jedi. The scenes on Starsher's skiff were shot in the Yuma desert of Arizona between April 12 and April 24, 1982, with the skiffs then being moved to Industrial Light & Magic in California for blue screen shots that were filmed between May 10 and 14. The face plate of Starsher's helmet, which was also worn in the film by the character Doallyn, was created from the knee guard of a recon trooper outfit.
Within the current Star Wars storyline, Starsher's name was initially used on a card in the 2015 Topps Star Wars Force Attax The Force Awakens set of trading cards released by The Topps Company, Inc. during December 2015. The name originated within the Star Wars Legends timeline, where it was first used on July 23, 2013 in the article "Rogues Gallery: Jabba's Henchmen!," penned by Leland Chee and published in the 143rd edition of the Star Wars Insider magazine.
