Frobb, a human serving the Galactic Empire, held the rank of Second Lieutenant. He was stationed in 0 BBY at the Citadel Tower facility located on Scarif. Frobb's duties included the management of starship traffic at pad nine, overseeing both launches and landings. He happened to be on duty when the Imperial cargo shuttle, designated SW-0608, arrived; this shuttle had been stolen and was occupied by a team of Rebel Alliance soldiers with the intention of acquiring the Death Star plans.
Frobb gave the order for an inspection team to board the incoming shuttle. However, the rebels subdued the Imperial personnel and took their uniforms. This allowed them to infiltrate the tower undetected. Subsequently, other rebels disembarked the shuttle discreetly and set off a series of explosions, triggering the Battle of Scarif. The Death Star subsequently destroyed the tower after the rebels successfully transmitted the plans to their fleet.
As a Second Lieutenant in the Galactic Empire, Frobb was a human. In the year 1 BBY, he was assigned to the Citadel Tower on the planet Scarif, functioning as the deck officer for Landing Platform Nine. His responsibilities encompassed the recording of shuttle arrivals and departures, verifying that vessels possessed adequate fuel, life support systems, and victuals. Furthermore, he was authorized to order ship inspections if any irregularities were observed.
When the Imperial cargo shuttle SW-0608 received clearance to land, Frobb, along with Lieutenant Tobix Chasser and a stormtrooper, were present at one of pad nine's control panels. Unbeknownst to Frobb and the Empire, SW-0608, which had originated from Eadu, had been stolen by the Rebel Alliance. It was now carrying a group of rebel soldiers with the objective of stealing the plans for the Empire's Death Star superweapon from the data vault within the Citadel Tower.

Frobb instructed an inspection team to board the shuttle and communicated with the crew of SW-0608, notifying them of the team's impending arrival. The rebels then neutralized the boarding team and appropriated their uniforms, enabling rebel agents Jyn Erso and Cassian Andor to disguise themselves. Along with their droid, K-2SO, they disembarked the shuttle. Chasser then opened the blast door to the landing pad for the disguised rebels, who proceeded to use a railspeeder to reach the Citadel Tower.
Subsequently, a significant number of rebel soldiers exited the shuttle unnoticed by Frobb and Chasser. They proceeded to other landing pads to plant explosives. These charges were detonated as a diversion, intended to draw the Imperial forces away from Erso and Andor. Fighting soon broke out between rebels and Imperials outside the tower, including on pad nine. Ultimately, the rebels successfully transmitted the Death Star plans to the Alliance Fleet orbiting Scarif. Shortly thereafter, the Death Star itself targeted the Citadel Tower, obliterating it and the surrounding area.
During his time at the Citadel Tower on Scarif, Frobb wore a black Imperial military uniform, which included a hat and a utility belt, both adorned with officer's disks.

Actor Geoff Bell played Frobb in Rogue One: A Star Wars Story, an Anthology Series film released on December 16, 2016. Frobb's first appearance was in a Rogue One promotional featurette on November 17, 2016, prior to the film's release. Although his name and rank were never spoken in the film, they were revealed in the credits. Filmed footage shows a scene where Frobb confronts K-2SO on the landing platform, but this scene was ultimately cut from the final version of the Anthology film.
