During the Separatist Crisis, Lexi Dio, a human, served as a senator for the Galactic Republic, specifically representing the Mid Rim planet of Uyter within the Senate. Despite harboring reservations about the executive branch, Dio aligned herself with Supreme Chancellor Sheev Palpatine's Loyalist Committee, a select group of senators dedicated to bolstering support for his leadership. In 22 BBY, alongside fellow committee members, several Jedi, and the Chancellor himself, Dio was present in Palpatine's office on Coruscant when they received a holographic transmission from Jedi Knight Obi-Wan Kenobi.

The message originated from Geonosis, where Kenobi had tracked Jango Fett, a bounty hunter, to facilities involved in the production of droid foundries. Kenobi reported that the Trade Federation was receiving a droid army, and that Nute Gunray, the Federation's Viceroy, was responsible for multiple failed assassination attempts on Padmé Amidala, a fellow member of the Loyalist Committee. He proceeded to explain that the Corporate Alliance and Commerce Guild were forging an alliance with Count Dooku, the leader of the separatist movement seeking to secede from the Republic. However, before Kenobi could complete his report, a droideka intervened, cutting off the transmission. Shortly after viewing the message, Jedi and Republic forces journeyed to Geonosis to rescue Kenobi from the Separatists, marking the beginning of the Clone Wars. By 19 BBY, Dio's role as Uyter's representative had been assumed by Malé-Dee, an interim senator who continued to voice criticism of the executive branch by signing the Petition of 2,000.

Within the established Star Wars canon, the character's identity was first officially recognized in Star Wars: The Visual Encyclopedia, a reference book published in 2017. The name itself originated in the Star Wars Legends continuity. Prior to the release of Attack of the Clones, Dio was initially mentioned in HoloNet News Vol. 531 #49, a March 28, 2002 issue published on the HoloNet News website as part of the film's promotional campaign.
