Okma was a captain serving the Galactic Empire's Coalition for Progress division, identified as a human male. During the time of the Galactic Civil War, his post was aboard the IGV-55 surveillance vessel named Enduring Pride. Around the time of 1 ABY, Okma, along with Minister Pitina Voor who was the chair of the Coalition, observed the archaeologist gone rogue, Chelli Aphra, and the assassin droid Triple-Zero as they were fleeing on the planet Milvayne. The people were watching a live broadcast from Triple-Zero's eyes.
Voor insisted to Okma that they needed to take action against Aphra and Triple-Zero, but the captain was concerned about the Empire's agreement with Milvayne to maintain a discreet presence. After the people of Milvayne started showing aggression related to the pair's capture by some hunters, the minister gave Okma the order to eliminate them. Okma then confronted Aphra on Milvayne, attempting to steer the planet back on the right path. She retaliated with a seismic pulse that knocked him backward, after which Triple-Zero killed him along with his stormtroopers.
Okma was a captain within the Coalition for Progress (CFP), the Galactic Empire's propaganda branch, and a human male. He was stationed on the IGV-55 surveillance vessel Enduring Pride during the Galactic Civil War. Approximately around 1 ABY, the archaeologist turned rogue, Chelli Aphra, and the assassin droid Triple-Zero were on the run on the planet Milvayne, linked to proximity bombs scheduled to detonate in under ten hours. Triple-Zero's eyes were also broadcasting a live video feed to the inhabitants of Milvayne.

Aboard the Enduring Pride above Milvayne, Okma was discussing the situation with Minister Pitina Voor, who was the chair of the CFP. The two reviewed the viewership numbers of Triple-Zero's live feed, which had reached billions. Voor deemed it unacceptable, but Okma brought up the Empire's agreement with Milvayne, which stipulated a discreet presence. Voor dismissed his point, comparing him to a mindless stormtrooper, an irresponsible pilot, and a hostile inspector. She instructed Okma to "overcome obstacles" and reminded him of their role in public relations.
When Voor inquired about tracing the broadcast signal, Okma stated the need to capture the droid. Voor then asked about the public sentiment, and one of Okma's controllers reported the insurrection markers at grade 2 on Milvayne. Okma assured the minister that the Milvayne Authority, Milvayne's law enforcement agency, could handle the situation, but another controller reported that the authority had just captured Aphra and Triple-Zero. Voor requested to see the footage on-screen. Okma suggested the situation would resolve itself, and Voor asked to hear audio from Milvayne's residents.
Soon after, Aphra and Triple-Zero escaped the Milvayne Authority, only to be captured by monster hunters Winloss and Nokk. Aboard the Enduring Pride, there were increasing reports of public aggression and civilian disrespect. Okma informed Voor that the civilians were sympathetic to Aphra and Triple-Zero. Voor reiterated Milvayne's status as a "model Imperial planet" and the Empire's agreement with its authorities. Okma assumed this meant they shouldn't interfere with Aphra and Triple-Zero, but the minister convinced him otherwise and ordered him to fire the Enduring Pride's railgun. Okma argued that this would cause more harm, but she insisted he fire the gun regardless.

The Enduring Pride targeted Winloss and Nokk's starship, which carried Aphra and Triple-Zero, causing it to crash in Milvayne's underworld. Okma descended to confront Aphra with three stormtroopers and several cam droids. He acknowledged her survival of the crash and attempted to persuade her to express her loyalty to the Empire through Triple-Zero's live feed. After he revealed his intention to dismantle Triple-Zero to locate the individual behind the live feed, Aphra reminded Okma that she and the droid were linked by proximity bombs. Okma assured her that he would deactivate them.
Okma then threatened that if Aphra didn't comply, she would become "compactor feed." Aphra responded with a code that confused Okma. The code then triggered a seismic pulse, knocking Okma back and incapacitating Aphra. After the pulse, Triple-Zero reactivated and demanded Okma's high-clearance access codes. Okma refused, so Triple-Zero murdered the captain's stormtrooper guards and then tortured Okma for the codes before killing him. By the time Aphra regained consciousness, Okma was hanging by his feet with his head on fire, which made the rogue archaeologist nauseous. Triple-Zero, having used the codes to access footage from the Imperial database, explained his torture of the captain and revealed some information he had discovered to her.
Okma was reluctant to take action on Milvayne, mindful of the Empire's agreement when annexing the planet. He repeatedly voiced this concern to Minister Pitina Voor. When Okma confronted Aphra, he tried to convince her that she would express her love for the Emperor's rule through Triple-Zero's live feed. He further threatened to turn the rogue archaeologist into "compactor feed" if she didn't comply. Okma had light skin, brown hair, and brown eyes.

As an officer with the rank of captain in the Coalition For Progress, Okma wore an uniform consisting of a white top, black trousers, and shoes. Okma also wore a belt and a blue Imperial kepi, with his rank displayed on a rank insignia plaque featuring two rows of three tiles, the top row blue and the bottom row red.
Okma's first appearance was in the comic Doctor Aphra (2016) 29, written by Simon Spurrier, illustrated by Emilio Laiso, and published by Marvel Comics on February 27, 2019.
