Rill was a consul of the Espirion species on their homeworld, also named Espirion. This occurred during the Galactic Civil War, the conflict between the Galactic Empire and the Alliance to Restore the Republic. Shortly following the Battle of Yavin, he assisted in setting up a meeting. This meeting was between Beon Beonel, who was the chief of the Alder-Espirion hybrid group on Espirion, and Princess Leia Organa's representatives, Jora Astane and Uwa Pareece, from the planet of Alderaan.
The representatives were hoping to convince Beonel and his people to join Organa's forces, because the Empire was hunting all Alderaanians after their homeworld's destruction. However, they were unsuccessful because Beonel noticed Astane's disgust for his mixed heritage. At the urging of the representatives, Rill attempted to arrange more discussions and was eventually convinced to promise Beonel a personal meeting with Organa, but the chief showed no interest.

Rill, an Espirion, served as a consul on his homeworld of Espirion during the Galactic Civil War, which pitted the Galactic Empire against the Alliance to Restore the Republic. In 0 ABY, shortly after the Battle of Yavin, Princess Leia Organa from the planet Alderaan began an effort to rescue the remaining members of her homeworld's population, who were being targeted by the Empire following the destruction of Alderaan.
Organa had intended to visit the Alder-Espirion people on Espirion, but due to issues with the Empire on the planet Skaradosh, she had to send Jora Astane and Uwa Pareece as her representatives. Rill coordinated the meeting between the pair and Beon Beonel, the chief of the Alder-Espirions, and accompanied them to the meeting which was held in an open, urban location on Espirion.

When Beonel arrived at the meeting, Astane and Pareece were surprised to discover that the Alder-Espirions were a species of hybrids that resulted from Alderaanian immigrants integrating into the local Espirion community. Beonel immediately sensed Astane's distaste for his mixed background and refused to continue the discussions, leaving right away. Astane and Pareece then went with Rill back to his office, where Astane asked the consul to apologize to the chief. Rill declined, because her gesture was obviously insincere, and suggested that Beonel might be more receptive if Organa found the time to visit in person.
Pareece, hoping to fix the situation, pleaded with Rill to contact Beonel and promise him a meeting with Organa when she was available. Beonel was not interested in the offer to meet Organa but eventually changed his mind and decided to join the other Alderaanians after hearing a speech given by the princess to an Alderaanian fleet that had gathered in orbit above Espirion.
Rill possessed skin that was red and black, black hair, and eyes that were green and yellow. While hosting the Alderaanian representatives of Leia Organa, Rill stated that he and his planet would be saddened by the departure of any Alder-Espirions with Organa's Alderaanian fleet, but he also mentioned that his people were glad to enable the Alder-Espirions to make their own choice about leaving if they desired. Rill refused to deceive Beon Beonel for Jora Astane, who offered a false apology regarding her disgust for Beonel's mixed ancestry, and told her not to ask him to lie for her again.
Rill made his debut in the fourth issue of the 2015 comic miniseries titled Star Wars: Princess Leia. The issue was penned by Mark Waid, with illustrations by Terry Dodson, and was released by Marvel Comics on June 3, 2015.
