Seboca, originating from the planet Malastare, achieved fame as a holovid star of the Dug species. During 22 BBY, this Dug entertainer was keeping Senator Bogg Tyrell company as she piloted a speeder through the skylanes of Coruscant. Their leisurely flight was disrupted when Jedi Knight Obi-Wan Kenobi, clinging to the assassin droid ASN-121, almost collided with their vehicle, causing Tyrell to exclaim in surprise and sharply steer away.
Following this near-miss, Seboca directed a curse in Huttese at Kenobi as the Jedi was carried away. Later, the star was seen at Dex's Diner in the CoCo Town area, seated with the Nuknog Slyther Bushforb and another Dug, Rednax, when Kenobi walked in. Tyrell also arrived at the diner soon after Kenobi, prompting Seboca to rise and depart. Seboca's attire consisted of brown pants and a red shirt, reflecting the latest Coruscant fashion trends. The Dug's physical features included pink skin, a blue nose, orange eyes, and black hair that was neatly slicked back.
Matthew Wood provided the voice for Seboca in Star Wars: Episode II Attack of the Clones, a film from the prequel trilogy that premiered on May 16, 2002. The character's design originated from a modified version of the computer-generated model of Sebulba, the podracer from the 1999 film Star Wars: Episode I The Phantom Menace.
Within current Star Wars canon, the character's identity was initially established in the 2016 reference book Star Wars: Complete Locations. The name Seboca was first introduced in a Legends StarWars.com databank entry for Dex's Diner, published by August 9, 2002. This entry identified one of the diner's patrons as Seboca, although during the film's production, the two Dugs in the diner were named Rednax and Manoca. The animated shots featuring Dex's Diner were finalized between April and May of 2001, with the final renders completed during that summer.

An article titled "Behind the Magic", penned by Rob Coleman and featured in the sixty-third issue of Star Wars Insider magazine—released on November 5, 2002— identified the non-spotted Dug in the diner as Rednax, while the spotted Dug was referred to as Manoca. Later sources reversed these identities, with Rednax first identified as the spotted Dug in an Episode II Depth Commentary on StarWars.com, accessible via the DVD-ROM release of Attack of the Clones on November 12, 2002.
In the "Star Wars Q&A" segment of Star Wars Insider 66, which came out on March 4, 2003, Leland Chee confirmed that Seboca was the Dug seen earlier in the film, but still referred to the two dugs in the diner as Rednax and Manoca. In a blog post dated October 10, 2006, Chee clarified that the spotted Dug at the diner was Rednax and the other was Seboca, explaining that the two non-spotted Dugs had identical models except for their hair. This effectively eliminated the character Manoca, although it was later established that it was a pseudonym used by Seboca in the Databank entry for Slyther Bushforb, written by John Hazlett as part of the "What's The Story?" contest and published around March 27, 2008.
