In the year 137 ABY, Roan Fel, the Emperor of the Empire-in-exile, departed from the heavily fortified Imperial fortress world of Bastion. His destination was Agamar, where he intended to confer with representatives from the Jedi Order. Both Fel's Empire and the Jedi were actively engaged in combat against the forces of Darth Krayt's Galactic Empire, and both factions had already forged an alliance with the Galactic Alliance Remnant. A formal agreement reached on Agamar would cement the collaborative efforts of all three entities. The Jedi, harboring suspicions towards Fel for the preceding seven years, attributed to him the responsibility for a devastating assault upon their ranks, which resulted in the scattering of the Order. However, they had only recently come to the understanding that the attack had transpired in direct contravention of his explicit directives.
K'Kruhk, a Jedi Master, accompanied by three other Jedi, journeyed from their Hidden Temple to Agamar, where they convened with Fel. Fel was accompanied by a security detail consisting of more than ten of his elite Imperial Knights. The meeting took place in an open field, with all participants disguised as humble farmers. They successfully reached a consensus without any untoward incidents. However, immediately following the agreement's conclusion, Nyna Calixte, the Director of Imperial Intelligence for Darth Krayt's Empire, who was secretly providing assistance to Fel, made a dramatic entrance. She alerted everyone present to the fact that operatives from her Empire had become aware of the clandestine meeting and were poised to launch an offensive. Emerging from the nearby marshlands, forces of the One Sith materialized, and a fierce battle erupted.
Before the events of 127 ABY, the Jedi Order and the Fel Empire maintained a cooperative relationship. The Jedi were actively collaborating with the Yuuzhan Vong race in an effort to rehabilitate planets that had been devastated during the Yuuzhan Vong invasion of the galaxy approximately a century prior. However, agents of the One Sith covertly undermined their endeavors and falsely implicated the Yuuzhan Vong. Roan Fel, the Emperor of the Fel Empire, and Kol Skywalker, a Jedi Master, jointly sought to uncover the identity of the responsible parties. Nevertheless, Fel's Council of Moffs, who were secretly aligned with the Sith, overruled his authority and initiated a declaration of war. A protracted three-year conflict ensued, pitting the Empire against the Jedi and the Galactic Alliance. By 130 ABY, the Empire, with the aid of the Sith, emerged victorious. Fel issued an order to his Empire, granting the Jedi permission to remain unharmed on Ossus. However, the Sith defied his directives and unleashed an assault upon the Jedi, resulting in numerous fatalities and the subsequent dispersal of the survivors. Darth Krayt, a formidable Sith Lord, made an attempt to eliminate Fel, but the Emperor managed to escape into self-imposed exile. Consequently, Krayt ascended to the throne of a newly established Empire.
By the time 137 ABY arrived, numerous Jedi had found refuge at a Hidden Temple, while Fel had established an Empire-in-exile based on the heavily defended fortress world of Bastion. The Jedi viewed Fel as an adversary, convinced that he had sanctioned the massacre at Ossus. The Galactic Alliance Remnant had been conducting its own guerrilla warfare against Krayt's Empire. In response, both Fel and the Jedi forged alliances with Gar Stazi, an Admiral from the Remnant, uniting against their common enemy. Three of Fel's Imperial Knights, including his daughter Marasiah, infiltrated the Jedi's Hidden Temple on a diplomatic mission, revealing the truth about the events that transpired on Ossus. Marasiah remained at the temple for a significant period, endeavoring to negotiate an alliance between her father and the Jedi against Krayt. Ultimately, Fel consented to meet with the Jedi in person at a neutral location, with the intention of solidifying a tripartite alliance.
Fel journeyed to Agamar aboard the Star Destroyer named Dauntless, accompanied by a security detachment of over ten Imperial Knights. K'Kruhk, a Jedi Master, led the Jedi delegation, which included two other Masters and one Jedi Knight. Upon their arrival, both groups established separate encampments, awaiting the dawn and the potential for a fresh commencement. Some of the Jedi harbored reservations regarding Fel's trustworthiness, while Antares Draco, the leader of the Imperial Knights, expressed concerns about a possible breach in security. Unbeknownst to both parties, Rulf Yage, a Moff serving Krayt's Empire, had become privy to the meeting and was commanding a Strike Force with the objective of capturing Fel.
At daybreak, all of the Jedi and Imperial Knights donned the attire of Agamarian agricultural workers and assembled in an open field. Fel and K'Kruhk successfully negotiated a mutually advantageous agreement without any complications. However, their proceedings were soon interrupted by the arrival of Nyna Calixte. Calixte held the position of Director of Imperial Intelligence within Krayt's Empire but was secretly providing aid to Fel. After two Imperial Knights discharged blaster rifles at the creature she was riding, the beast careened into the field, causing Calixte to fall to the ground. She issued a warning about the impending attack. As Yage's strike force initiated an assault against the Dauntless in orbit, a contingent of Sith emerged from the nearby swamps, triggering a skirmish.
K'Kruhk and Treis Sinde, an Imperial Knight, rallied their respective forces to safeguard the Emperor. During the ensuing conflict, at least ten Sith succumbed to the lightsabers wielded by the Jedi and Imperial Knights, as well as Calixte's blaster. Several Imperial Knights and Jedi also perished, but the majority of the survivors, including Fel, managed to evacuate the planet aboard the escape vessel named Defender One. The Dauntless was destroyed as Defender One fled into faster-than-light travel, and Marasiah was captured by the Sith.
The peace negotiations between the Empire-in-exile and the Jedi constituted one of the primary storylines in the 2009-2010 Monster story arc of the Star Wars: Legacy comic book series.
