The Commission for the Preservation of the New Order (COMPNOR) functioned as a governmental body with the duty of advocating for the Galactic Empire's New Order philosophy. Initially, it existed as the Commission for the Protection of the Republic (COMPOR), which was a movement supporting the Galactic Republic until Supreme Chancellor Sheev Palpatine assumed the role of Galactic Emperor near the conclusion of the Clone Wars in 19 BBY.

Throughout Palpatine's rule, COMPNOR was utilized as a political instrument for spreading government-backed propaganda across the Empire. Moreover, COMPNOR acted as an overarching institution that encompassed various subsidiary groups, such as the Coalition for Progress and the Sub-Adult Group (SAGroup).

After the Emperor's demise during the Battle of Endor in 4 ABY, COMPNOR underwent a restructuring, becoming the Office of Imperial Promotion, Galactic Truth, and Fact Correction. This was done to counteract the influence of the New Republic.

The Commission for the Preservation of the New Order (COMPNOR) originated as the Commission for the Protection of the Republic (COMPOR), a grassroots movement of supporters during the Clone Wars.

Establishment

In 19 BBY, Sheev Palpatine, who was then the Supreme Chancellor of the Galactic Republic, declared himself to be the Emperor of the First Galactic Empire. One of Palpatine's initial actions involved reorganizing the political structure, transforming the Republic-era COMPOR into COMPNOR. This freshly formed governmental division was leveraged as a political instrument by newly appointed Imperial advisors who possessed a knack for influencing public opinion.

During the initial years of the Galactic Empire, a surge in civic pride occurred. COMPNOR took advantage of the successful propaganda initiatives of the Galactic Republic to expedite the extensive military expansion mandated by the Emperor. A sequence of sub-commissions began outlining the characteristics of the perfect Imperial citizen and their corresponding role in contributing to the Empire's greater glory. Numerous propaganda posters and patriotic schemes were devised to achieve these objectives.

By 14 BBY, COMPNOR's influence within the Imperial dominion was growing. In that year, Armand Isard was appointed as the director of the agency.

Dissolution

In 5 ABY, a few months following the Battle of Endor, the remnants of COMPNOR were restructured into the Office of Imperial Promotion, Galactic Truth, and Fact Correction. The purpose of this revamped propaganda service was to counteract the increasing influence of the New Republic in the months after the Battle of Endor.

Ideology

COMPNOR held the position of the Imperial bureaucracy's largest entity, exerting influence over numerous facets of Imperial existence, encompassing the arts, sciences, youth education, law enforcement, and even functions within the Imperial Military. COMPNOR championed the state-endorsed political doctrine of the New Order, a collection of ideals ingrained within Imperial society that emphasized order, control, and adherence to the rule of law. COMPNOR fostered civic pride, militarism, and unwavering patriotism toward the Empire. It criticized the Galactic Republic for being melancholic, corrupt, and oblivious to the needs of its populace, shortcomings that it asserted the Empire had rectified. Consequently, the Empire represented the zenith of a millennium of galactic culture and refinement, distilled and molded into a more straightforward yet purer form.

COMPNOR supported the state-sanctioned xenophobia and human-centric policies prevalent within the Empire. COMPNOR rationalized this as a natural outcome of the human right to govern, which was exemplified by COMPNOR's teachings on human achievements throughout galactic history while downplaying the contributions of alien species. In the Empire's view, aliens were "foreign" and "peculiar," portrayed as perilous creatures inclined to deceive, cheat, and manipulate others to achieve their objectives. Anti-alien xenophobia was so deeply ingrained that even near-human species exhibited an inherent distrust of their alien counterparts.

Organization

COMPNOR was overseen by the Select Committee, which was led by a chairman and a vice chairman. Each organization operating under COMPNOR's umbrella had its own directors, who reported either to each other's agencies or to branches of the Imperial Military.

As the Imperial Military experienced substantial growth, the civilian branch of government mirrored the carefully crafted blueprint of COMPNOR. All divisions of the Commission were situated within the COMPNOR arcology, a massive structure located in the Federal District of Coruscant, in proximity to the Imperial Palace and the Naval Intelligence headquarters.

Coalition for Progress

A sub-division of COMPNOR, responsible for observing the Empire's cultural achievements and managing the operations of its various sub-divisions.

Coalition for Improvements

A sub-division of COMPNOR tasked with remodeling existing Republic administrative systems to conform to an approved Imperial standard, which involved transferring officials in desirable positions and relocating problematic populations.

Sub-Adult Group

The Sub-Adult Group (abbreviated as SAGroup) served as the division in charge of overseeing and coordinating the education, leisure activities, and recruitment of Imperial youth, which included creating approved school curricula, sporting events, and pre-military training.

Imperial Security Bureau

The Imperial Security Bureau was an internal intelligence-gathering, enforcement, and anti-insurrectionist division tasked with upholding morale, loyalty, and adherence to the New Order.

It comprised several sub-divisions, including Surveillance, Interrogation, Re-Education, Enforcement, Investigations, Internal Affairs, and Special Operations. It also bore responsibility for maintaining the secrecy of the Imperial Military Department of Advanced Weapons Research agency.

Comp Force

COMPNOR's military branch, responsible for enforcing their policies throughout the galaxy.
