When Republic Senator Gume Saam from the Techno Union introduced the Republic financial reform bill to secure additional funding from the InterGalactic Banking Clan for increased clone trooper production, the discussion was paused. Senator Padmé Amidala urged the Senate to initiate peace negotiations with the Confederacy of Independent Systems, thus launching the peace initiative. Gaining support from several senators, Amidala secretly journeyed to Raxus Secundus to confer with her friend, Senator Mina Bonteri of the Separatists. Simultaneously, Senators Saam, Lott Dod of the Trade Federation, and Nix Card of the Banking Clan began devising strategies to obstruct the peace talks, aiming to maintain their companies' wartime profits. Accompanied by Jedi Padawan Ahsoka Tano, Amidala met with Senator Bonteri. Bonteri, alongside her associate Tawni Ames, the governor of the planet Desix, presented the motion, which ultimately garnered support within the Separatist Senate.
Count Dooku secretly plotted to undermine the peace talks, assigning General Grievous the task of orchestrating a bombing targeting Coruscant's central power distribution grid. Demolition droids infiltrated the power grid during the vote on the initiative. Following the successful attack, the Republic Senate overwhelmingly voted to terminate the initiative, unwilling to negotiate with Separatists who appeared to betray them during peace discussions. Simultaneously, the Separatists were informed that Palpatine had rejected their appeal for peace. When the Republic allegedly launched an attack on Confederate people in retaliation, Dooku formally rescinded the treaty.
The failure of the peace initiative led Ames to believe that the Republic never sincerely intended to end the war, instead exploiting it to consolidate power. With the Proclamation of the New Order and the Republic's transformation into the Galactic Empire, Tawni's commitment to the Separatist cause was strengthened. She refused to recognize Desix's new Imperial governor, Grotton, and instead held him captive in Desix City, demanding freedom from Imperial rule for her planet and its people. Tawni was eventually killed by genetically defective clone CT-9904 "Crosshair," dispatched by Vice Admiral Edmon Rampart along with clone stormtrooper commander CC-2224 "Cody," to liberate Grotton and reinstate Imperial control over the planet. Before her death, she reminded Cody of the Confederate-Republic peace initiative's failure, ultimately inspiring him to abandon the Imperial army and become AWOL.
