Fulminiss, a Human male, was a Sith Lord who earned a reputation as one of the most formidable Sith sorcerers within the ranks of the reconstituted Sith Empire. Adept in the more mysterious and deadly applications of the dark side, Fulminiss served the Sith Emperor as a leading expert of the Empire in both Sith alchemy and magic, demonstrating proficiency in wiping out entire planetary populations. During the initial stages of the Galactic War against the Galactic Republic, the Emperor dispatched Lord Fulminiss to the planet of Voss with orders to initiate his life-consuming ritual by orchestrating mass deaths. To achieve this, the Sith sorcerer sought assistance from Valen-Da, a Voss Mystic, aiming to corrupt a healing ritual and plunge the planet's inhabitants into homicidal madness. However, Valen-Da betrayed Fulminiss by enabling Tala-Reh, a Voss commando, and the Jedi Knight known as the Hero of Tython, to disrupt Fulminiss's attempts to perform the ritual with the aid of the dark side entity Sel-Makor. Consequently, Fulminiss was killed in battle against the Jedi and the Voss.
As a Human male, Fulminiss was a Sith Lord within the Sith Empire, quickly gaining recognition as one of the most accomplished Sith sorcerers throughout the Empire. Throughout his career, both before and during the Great Galactic War with the Galactic Republic, Fulminiss became highly skilled in mass extermination utilizing Sith magic. The Sith Emperor himself requested Fulminiss to conduct extensive research into eliminating entire planetary populations. He also engaged in significant experimentation and investigation in Sith alchemy, resulting in the creation of the grotesque Harrower assassins that guarded the Emperor's Fortress. One of the Sith Lord's most celebrated achievements was the disintegration of an entire city of rebellious natives on the conquered planet of Jabiim through a powerful storm of pure Force energy.
Fulminiss's most remarkable creation was the Seeds of Rage, subterranean devices that combined low-frequency transmissions with pure dark side energy to subtly influence the emotions and thoughts of nearby living beings. These Seeds drove their victims into homicidal insanity over time, corrupting them with dark side energy and causing dark growths to appear on their bodies and the surrounding environment. Due to their immense power, the Seeds were stored in the Arcanum, the Emperor's personal repository of Sith artifacts, and were not frequently used. Lord Scourge, the Emperor's Wrath and the Emperor's personal enforcer, was aware of Fulminiss's capabilities, and the Sith Lord Darth Acina regarded Fulminiss as one of the Empire's most gifted alchemists.

Around 3640 BBY, during the Galactic War between the Empire and the Republic, the Emperor dispatched Fulminiss to the planet Voss, tasking him with using his expertise to cause millions of simultaneous deaths among the native Voss and Gormak species. With a group of Sith apprentices, Fulminiss established a base in the Old Paths region. While preparing to test Sith magic rituals on Voss subjects, Fulminiss was approached by Valen-Da, a Voss Mystic, who had foreseen that Fulminiss, with the help of the dark side entity Sel-Makor, would attempt to destroy all of Voss. However, Valen-Da had also foreseen a way to stop Fulminiss and Sel-Makor. Therefore, the Force-sensitive Mystic joined Fulminiss, offering him access to the Voss Shrine of Healing to learn a Voss healing ritual capable of healing damaged bodies and minds. The two returned to Fulminiss's base, where Fulminiss tested his abilities on the apprentices, driving them insane and eliminating them as potential liabilities.
The two then traveled to the Shrine of Healing, where Fulminiss learned the healing ritual from the spirits of the long-dead Mystics Laeras-Wu, Shanatka-Lo, and Hanar-Ye. However, the Sith Lord corrupted the ritual to tear apart the minds of its victims and drive them insane. With the ritual's power, Fulminiss could affect more victims from a greater distance, but it was insufficient to complete his mission. He departed the Shrine with Valen-Da. By this time, Fulminiss had become aware of Sel-Makor, a powerful dark side entity located at the center of the Nightmare Lands. Three days after leaving the Shrine, Fulminiss and Valen-Da arrived at the Dark Heart, the seat of Sel-Makor's power. Fulminiss explained his plans to Sel-Makor, who willingly agreed to aid in the destruction of the Voss and the Gormak, lending Fulminiss its power. Fulminiss then began his preparations.

However, Fulminiss was surprised by the arrival of the Hero of Tython, the Jedi Knight who had recently escaped the Emperor's control and was working to stop the Emperor's agents, along with one of the Jedi's companions and the Voss commando Tala-Reh, all following Valen-Da's trail. Enraged by Valen-Da's betrayal, as the Mystic had left a message for Tala-Reh to lead his pursuers to the Dark Heart, Fulminiss drew his lightsaber and attacked the intruders, his strength enhanced by Sel-Makor. Despite his enhanced strength, Fulminiss could not overcome his three opponents and fell in battle, failing to complete his mission for the Emperor. His death and the loss of his expertise in the dark side were mourned by several Sith Lords, including Darth Acina.
Fulminiss was a powerful Force-sensitive Human with red eyes, cybernetic implants beneath his eyes, and a sickly grey complexion. He wore gray and red hooded robes with black and purple markings. Fulminiss was a cruel individual who enjoyed inflicting death on a massive scale. Many of his contemporaries considered the Sith Lord an enigmatic genius, and he willingly used his knowledge and talents to exterminate entire species without remorse. Fulminiss paid little attention to Valen-Da during his mission to Voss, allowing the Mystic to leave clues and messages for Tala-Reh and the Hero of Tython to pursue him.
Fulminiss, a highly respected Sith sorcerer with decades of experience, was a master of both Sith magic and alchemy. His knowledge of the dark side, particularly in Sith magic and alchemy, was unparalleled. The Emperor frequently requested Fulminiss's talents, and members of the Empire's ruling Dark Council often paid large sums to acquire his research notes and reports for their own studies. In battle, Fulminiss wielded a purple lightsaber and used the Force to overwhelm his opponents with nightmares and fear. A skilled Sith sorcerer, Fulminiss also experimented with merging technology and Sith alchemy, using the resulting combinations to drive creatures insane or alter their physical form, considering the Harrower assassins his favorite creation. Fulminiss could also summon storms of pure Force energy capable of destroying entire cities.
Fulminiss was first introduced in the 2011 BioWare video game Star Wars: The Old Republic, serving as a primary antagonist in the Jedi Knight class storyline on Voss. The means by which Fulminiss became aware of Sel-Makor is unclear. The Emperor encountered Sel-Makor shortly before sending Fulminiss to Voss, but it is not explained whether Fulminiss learned about the entity from the Emperor, Valen-Da, or another source. Fulminiss is also mentioned in Rise of the Hutt Cartel, the 2013 Digital Expansion to The Old Republic, as the creator of the Seeds of Rage. His death is mentioned by Darth Acina, and the Seeds are the subject of seeker droid missions for both the Republic and the Empire.
