Mok Shaiz, an Ithorian male, held the position of governor for the city of Mos Espa and the surrounding elevated lands on the planet Tatooine. Shaiz's base of operations was city hall in Mos Espa, where he had a Twi'lek majordomo, several guards, and a desk clerk attending to his needs. Visitors could only meet with him by appointment within his city hall chambers.
Following the death of the crime lord Jabba the Hutt in 4 ABY, his majordomo, Bib Fortuna, stepped into the power vacuum. As a result, Mos Espa found itself divided among three crime families: the Trandoshans, the Aqualish, and the Klatooinians. Fortuna, not as powerful as Jabba had been, had to form shaky alliances, and he made payments to Shaiz.
Around 9 ABY, the former bounty hunter Boba Fett, with the help of Master Assassin Fennec Shand, killed Fortuna and seized control of his palace. Unbeknownst to Fett, the Pyke Syndicate had bribed Shaiz, and the Mayor promised them the territory that Fett now controlled. As Fett attempted to recreate the Hutt's criminal empire as his own, collecting tributes from Jabba's former associates, Shaiz sent his majordomo to Fett's palace. Although Fett and Shand anticipated a tribute payment from Shaiz himself, the majordomo only conveyed his employer's greetings, informing the new Daimyo that the Mayor was busy with important matters and expected Fett to pay tribute to Shaiz. Fett refused to give any tribute to the Mayor, but he let the majordomo leave alive. Before departing, the majordomo warned them that Shaiz might not take Fett's response well, suggesting that another delegation could be sent soon.
After assassins from the Order of the Night Wind attacked Fett and Shand, they captured one of the assassins, who claimed the Mayor had sent him. Consequently, Fett and Shand brought the prisoner to city hall, where the majordomo tried to prevent them from entering, claiming Shaiz was unavailable for the rest of the week. Despite this, Fett forced his way into the Mayor's office as the majordomo apologized to Shaiz.
As the majordomo presented Fett with a reward at the Mayor's request, Fett stated that he was no longer a bounty hunter, but Shaiz questioned this. Fett insisted that he would accept the payment in place of the tribute he had expected from Shaiz, warning that the Mayor only held power at the Daimyo's discretion. Shaiz, unfazed, suggested that Fett reconsider who was truly behind the Night Wind attack, arguing that he had no reason to attack and that he served at Fett's pleasure, although the crime lord remained unconvinced. Shaiz offered Fett advice as his tribute, along with the payment given earlier, telling him that running a family was more complex than bounty hunting; when Fett pressed him, the Mayor advised the Daimyo to visit Madam Garsa Fwip's Sanctuary, where Fett learned that his claim was being challenged by the Hutts known as the Twins, a brother and sister who were Jabba's cousins.
