Morlimur Snugg, a Snivvian superintendent, was employed on the InterGalactic Banking Clan's Cybloc Transfer Station. In 19 BBY, after the renegade Sith Lords Maul and Savage Opress raided the station, Snugg communicated details of the robbery to Jedi Masters Obi-Wan Kenobi and Adi Gallia. The Jedi had arrived at the station because it had sent out a distress signal.
Hailing from Cybloc XII, Morlimur Snugg was a Snivvian who served as the superintendent on the InterGalactic Banking Clan's Cybloc Transfer Station. This station was situated within the Cybloc system of the Outer Rim Territories. As part of their campaign of terror across the Outer Rim, Maul and his brother Savage Opress, both Sith Lords, raided the station in 19 BBY. The Nightbrothers obliterated multiple squads of police droids and made off with a significant quantity of credit chips, in addition to Snugg's cargo ship. Jedi Masters Obi-Wan Kenobi and Adi Gallia journeyed to the station to look into a distress signal that had been transmitted from there after the assault.

The two Jedi had a meeting with Snugg in one of the main offices of the station. During this meeting, the warehouse supervisor told them about the Zabraks' robbery and that the stolen credits were untraceable. Snugg inquired if the perpetrators were rogue Jedi, but Kenobi denied this. The superintendent then asked Kenobi to activate his lightsaber, and after observing the blue blade, Snugg mentioned that the attacked droids had reported Maul's and Opress's sabers as being red. Kenobi informed Snugg that the pair were Sith and emphasized the urgency of finding them before they struck again. Consequently, Snugg informed the Jedi that the pair had taken his freighter, and the surviving droid from the raid had overheard a reference to the Sertar sector. Having obtained a lead, Kenobi and Gallia departed for the sector, leaving Snugg to examine the office.

Morlimur Snugg, who was skilled in logistics and bureaucracy, maintained order on the Cybloc Transfer Station and was a no-nonsense individual. He had pale skin, red eyes, and brown hair, and his height was 1.88 meters (equivalent to 6 feet, 2 inches). Snugg mistakenly believed Maul and Opress were rogue Jedi because he had limited experience with the Jedi and Sith.

Morlimur Snugg made his debut in "Revival," the premiere episode of Star Wars: The Clone Wars' fifth season, which was broadcast on September 29, 2012. Jim Cummings provided the voice for the character, who was simply credited as "Warehouse Supervisor."
The 2021 reference book Star Wars: The Clone Wars: Character Encyclopedia - Join the Battle!, authored by Jason Fry, officially named the character "Morlimur Snugg" within the new Star Wars canon. The name was first used in Fry's 2013 young reader's book The Clone Wars: Darth Maul: Shadow Conspiracy from Star Wars Legends, which adapted "Revival" along with other episodes from The Clone Wars' fifth season featuring Darth Maul.

A slide featuring concept art of Snugg by Carlos Sanchez was part of the Trivia Gallery for "Revival" in the Episode Guide on StarWars.com. The slide indicated that the script for the episode described Snugg as having a "slight build with a frontier twang." In the end, the character became a Snivvian and was given the same attire as the "Blue Snaggletooth" Kenner action figure, which was exclusively available with the 1978 cantina playset through the Sears catalog.
A preliminary character concept for Snugg in The Clone Wars showed that the character's head and lower body were based on the Snivvian Katt Mol, who appeared in the third season episode "Padawan Lost." However, Snugg's upper body, hands, and boots were newly created assets.
The initial concept art presented three potential designs for the Snivvian supervisor. The first was a straightforward rendition of the Blue Snaggletooth toy, which was the design ultimately used in the finished episode. The second design included a communication device above Snugg's left breast and other technological elements to give him a "warehouse feel," while the third featured shin guards and a yellow vest, as well as a different device attached to his waist.
