Esteemed as the Jedi's most hallowed ground, it carefully preserved the oldest existing Jedi texts of the time, some rumored to trace back to the Order's founding. Despite its significance, the Jedi High Council convened there for at least one communal meditation during the Clone Wars. Later, during the Imperial Era, it served as the seat of power for Galactic Emperor Sheev Palpatine, where it is believed he presided with Darth Vader and his court of advisors and those seeking favors.

In the Imperial Era, a curved partition created a distinct area that served as the Emperor's private quarters. A prominent feature of the main area was a substantial table surrounded by oversized chairs, one of which featured a high back and control panels integrated into its armrests. The room was also adorned with artworks and statues, including a delicate bronzium sculpture of Sistros Nevet, strategically placed to capture the light of Coruscant's sun. Some of these items, including a bas-relief panel depicting an ancient battle, were relocated from the Emperor's office in the Imperial Executive Building. A circular balcony above the main level contained tall cases filled with texts and data storage devices.

Near the war's end, Yoda, while in meditation, perceived the voice of Qui-Gon Jinn, who manifested his presence by levitating Yoda. This event caused Yoda to be distracted during a subsequent Council meeting, leading the other members to worry if the war's pressures were affecting him.
Yoda confided in the Council about his experience, which they found hard to believe. Nevertheless, they agreed to meditate with him to validate his account. Despite a full day of joint meditation, they failed to perceive anything. Kenobi suggested that Yoda was simply stressed by the war, but Ki-Adi-Mundi voiced concerns that Yoda might be vulnerable to Sith influence.
During Wilhuff Tarkin's audience with the Emperor, they deliberated on the Imperial Senate and the future of the former Separatist systems. Tarkin advocated for military force to quell resistance against the Empire. He also expressed his support for readmitting Separatist worlds into the Empire, but only after they had earned that privilege. After briefly discussing the Sentinel Base attack, Tarkin proposed the necessity of oversector control to reduce the reliance on Coruscant by commanders in outlying systems. Furthermore, Tarkin reiterated his suspicion that the attackers of Sentinel Base had somehow bypassed the local HoloNet relay station.
Following a briefing on the theft of the Carrion Spike, Vice Admiral Rancit theorized that the ship's thieves were the same individuals responsible for the earlier attack on Sentinel Base. In response, the Emperor instructed Rancit to redirect Imperial forces in the Belderone system to assist Tarkin and Lord Vader.
While Tarkin and Vader pursued the insurgents, the Emperor presided over another assembly of the Joint Chiefs. A protocol droid, 11-4D, connected an appendage into an interface port that routed holofeeds to the meeting from the former Jedi communications center. The droid also followed the Emperor's directives to darken the windows. The intelligence officers had requested a meeting at the Imperial Palace, but Sidious declined. He also refused to attend their meeting virtually, instead dispatching Mas Amedda and Ars Dangor in his place.
During the meeting, Rancit suggested reallocating more Imperial forces to bolster Imperial installations along the Perlemian Trade Route and Hydian Way. The Council also discovered that Teller's insurgents had attacked the TaggeCo mining operations on Lucazec and were broadcasting holovids of their assaults on the HoloNet. When the Emperor inquired if 11-4D had deciphered the situation, the droid confirmed it had and reported that the holovid was being transmitted by the Carrion Spike. Consequently, Sidious dispatched reinforcements to aid Tarkin and Vader, including one of Vader's black Eta-2 Actis-class light interceptors.
As Tarkin led Imperial forces against Teller's insurgents in a space battle near the Gulf of Tatooine, Darth Sidious contemplated his ambition for galactic control. Following the defeat of Teller's insurgency, Tarkin and Vader dedicated the next three weeks to relentlessly tracking down Teller's collaborators and contacts. The two briefed the Emperor, who then appointed Tarkin as Grand Moff and Governor of the Outer Rim Territories. The Emperor also restructured the Ruling Council following Rancit's execution. He also reintegrated Naval Intelligence into Imperial Intelligence.
