Watcher Three was the identification code used by a Human male Imperial Intelligence officer during the period known as the Cold War, as indicated by his call sign. His prior role before joining Imperial Intelligence involved overseeing HoloNet security for the Ministry of Logistics. Watcher Three remained in communication with agent Ula Vii, an Intelligence operative working under the command of Supreme Commander [Stantorrs]((/article/stantorrs) within the structure of the Galactic Republic. In the year 3642 BBY, Watcher Three contacted Imperial agent Cipher 9, informing them that the pursuit of Darth Jadus had been suspended by Imperial Intelligence because the onset of the Galactic War had taken precedence; he also ordered the agent to return to Headquarters for a debriefing by Keeper.
In the year 3643 BBY, an Imperial agent was summoned back to Dromund Kaas from a successful assignment on Nal Hutta to address a growing terrorist threat. Following the agent's meeting with Keeper and Darth Jadus, Watcher Three engaged the agent in conversation, detailing the organizational structure of Intelligence. Shortly after, the agent successfully prevented the terrorists from causing a blackout in Kaas City, which occurred shortly before "The Eagle", the terrorist leader, destroyed the Dominator, Jadus's flagship, with the Dark Lord aboard. Subsequently, the agent received a promotion to Cipher Nine, tasked with hunting down and dismantling the Eagle's network.
Later, after Nine had successfully eliminated the Eagle, Watcher Three met with the agent on Nal Hutta to analyze the Eradicator super weapon that the terrorists had developed.
In 3642 BBY, subsequent to the events of Eradication Day, Watcher Three, acting on the orders of the new Keeper, formerly known as Watcher Two, recalled Nine from their shore leave to Dromund Kaas.
After Nine infiltrated Ardun Kothe's SIS team, the agent returned to the home world, claiming to be on official business. Unbeknownst to Watcher Three, Nine was secretly accessing Intelligence archives to find information about the Castellan restraints used to brainwash them, creating a fake power outage to conceal their actions. Upon Nine's exit from the archives, Watcher Three insisted that the agent remain for questioning due to being un-monitored, but Nine threatened him to remain silent.
Around 3641 BBY, as the war between the Republic and Empire strained Intelligence's new genetically enhanced Watchers to their limits, Watcher Three bid farewell to Nine before the Cipher Agent departed to investigate the Star Cabal, first by introducing Watcher Seven.
By the time Nine reached Belsavis, Watcher Three participated in a holo-conference with Keeper to relay any available information to the agent. Suspecting that the conspirators constructed Megasecurity Ward 23 to conceal something significant, Nine was tasked with going undercover as an escaped convict and recruiting four skilled inmates to breach the door to Belsavis. Nine later contacted Watcher Three after securing the services of SCORPIO, the former protector of Megasecurity Ward 23, who provided information she possessed about the Star Cabal, including visitor logs and technology inventories. Suddenly, their transmission was interrupted when Pashon Cortess launched an attack on Nine's ship in a bold attempt to avenge his family. After Cortess was dealt with and communications were restored, Watcher Three cautioned Cipher Nine that the conspirators were aware of the agent's identity and would likely dispatch anyone with a grievance against them. He then handed the briefing over to Keeper, who assigned Nine to investigate the Tytun Rings for conspirator communications.

Nine subsequently returned to Dromund Kaas, enabling the Watchers to compile a holo-recording of Hunter meeting with unidentified conspirators, where they discussed a grand, albeit risky, plan. Unbeknownst to them, the recording contained a trap capable of overwhelming a genetically enhanced mind, rendering Keeper and the other enhanced Watchers comatose, thus severely impairing Intelligence's operations. Consequently, Watcher Three was left with the responsibility of managing numerous field agents without handlers, as well as being the sole assistant to Cipher Nine. He dispatched the agent to Voss to pursue a lead that Keeper had been investigating.
After Nine successfully obtained new information about the Star Cabal, Watcher Three, acting on orders from the Sith, recalled the agent back to HQ. Upon Nine's arrival, Watcher Three was in the process of being Force choke by Lord Razer and was released when the Sith noticed the agent. Razer announced that due to Intelligence wasting time chasing conspiracies and failing to contribute to the war effort, the Dark Council was dismantling the organization and reassigning its operatives to military units and Sith Lords. Following Razer's arrest of Kaliyo Djannis and departure, Watcher Three apologized to Nine for failing to prevent this catastrophe.
