Javroth Meers was a human who fought with Saw Gerrera's partisans. After the Milvayne Authority arrested Meers for assault, Meers incapacitated an officer, took their uniform, and broke free. In 1 BBY, this individual was among the partisans who captured the rebel Jyn Erso and her comrades in Jedha City located on the moon called Jedha.
The prisoners were escorted back to Gerrera's base, which was located in the Catacombs of Cadera on Jedha, where Meers accompanied Erso to Gerrera. Subsequently, the Imperial Death Star's superlaser demolished Jedha City, and Meers was among the partisans who ran from the catacombs to evade the resulting destructive wave.

Javroth Meers, a human, served within the ranks of Saw Gerrera's partisans as they waged their campaigns against the Galactic Empire. Following Meers's arrest for assault by the Milvayne Authority—a law enforcement agency operating from the planet Milvayne situated in the Inner Rim Territories—the individual made an escape by knocking out an officer and stealing their uniform.
By the time 1 BBY arrived, Meers had become a member of the partisan forces stationed with Gerrera inside the Catacombs of Cadera on the moon of Jedha. After a partisan ambush targeting Imperial forces in Tythoni Square within Jedha City, Meers, along with a group of partisans under the leadership of the Tognath Benthic, apprehended the rebel operatives Jyn Erso and Cassian Andor, as well as the Guardians of the Whills, namely Chirrut Îmwe and Baze Malbus, in a separate square. Meers approached Andor from behind and forced him to the ground. After Erso revealed that she was the daughter of Galen Erso, an old ally of Gerrera, Benthic instructed that bags be placed over the prisoners' heads before they were escorted to the catacombs. Meers then assisted in pulling Andor up from the ground after he had been bagged.

Upon reaching the catacombs, Meers and another partisan escorted a bound Jyn through the structure to Gerrera, eventually handing her off to Benthic once they encountered the group's leader. As Gerrera and Jyn were in conversation, the Empire's Death Star battle station unleashed its superlaser upon Jedha, obliterating Jedha City and generating a shockwave that surged toward the catacombs. The partisans within began to flee, with Meers exiting the structure alongside the prisoner Bodhi Rook as Benthic directed everyone toward the available starships. While Benthic and a few other partisans successfully evaded the blast, many others perished.
As a symbol of defiance, Meers donned stolen Milvayne Authority armor, which included a black and white helmet, a padded, brown blast tunic, brown pants, black boots, and a black utility belt. The tunic featured webbing on the right shoulder and a black armor plate on both sides. The partisan also carried a blaster rifle.
Javroth Meers made their initial appearance in the Anthology Series film Rogue One: A Star Wars Story and its accompanying junior novelization authored by Matt Forbeck, both of which were released simultaneously on December 16, 2016. The character was subsequently identified in the 2023 reference book Star Wars: Dawn of Rebellion: The Visual Guide, penned by Pablo Hidalgo and Emily Shkoukani. The character's attire mirrors that of Tam Posla, a character conceived for the film but ultimately excluded from the final cut. Posla was portrayed by concept artist Matt Allsopp, with costume designer Glyn Dillon allowing Allsopp to select the design before refining it.
