After enduring devastating setbacks inflicted by the First Order, General Leia Organa has dispatched her operatives throughout the galaxy seeking allies, safe havens, and firepower—and her premier spy, Vi Moradi, may have discovered all three on a remote planet at the edge of the galaxy.
Batuu, a world characterized by verdant forests, treacherous mountains, and colossal, fossilized trees, represents the outermost reaches of explored space, the last inhabited planet before the uncharted expanse of Wild Space. The outlaws, smugglers, and adventurers who struggle to survive in Black Spire Outpost, the planet's largest settlement, are there to evade scrutiny and avoid unnecessary entanglements. Vi, a Resistance operative evading the First Order, is far from welcome. And when a transport carrying stormtroopers arrives in pursuit, determined to capture her, she is at a loss as to where to seek assistance.
To prevail, Vi must find the compassionate heroes concealed within a world that redefines the concept of scum and villainy. With the aid of a disloyal trooper and her sharp-tongued droid, she sets about assembling a motley crew of outcasts and rebels, embarking on a quest to ignite the flame of resistance on Batuu—before the First Order extinguishes it altogether.
On D'Qar, Vi Moradi continues to recover both physically and mentally from her interrogation on the Absolution by Captain Cardinal, whom she saved following his almost-fatal confrontation with Phasma. Before departing for Takodana, General Leia Organa entrusts Vi Moradi with a new assignment: to establish a new Resistance base on the planet Moradi has pinpointed, and to enlist Archex—formerly Cardinal—to aid her. Before Moradi can depart for Batuu the following day, Organa broadcasts an announcement that Hosnian Prime and the Hosnian system have been obliterated by the First Order. Moradi's mission is temporarily suspended.

Four months following the Battle of Crait, Moradi's mission is reinstated. Accompanied by the PK-Ultra worker droid Pook, she retrieves Archex from his mandatory recuperation on Cerea, and they set off for Batuu. Upon arrival, their spacecraft is caught in the crossfire between two smuggler vessels, leading to a forced crash landing in the forest. While they are unconscious, their ship is looted by the gang of the local crime boss, Oga Garra. A local Batuuan woman, Salju, discovers them and offers assistance. She guides Moradi on a tour of Black Spire Outpost and secures her employment at Savi & Son Salvage to earn funds to reclaim her equipment and establish a Resistance base. Through her new job, Moradi encounters Ylena and Savi's Gatherers, but she fails to convince them to join the Resistance. Due to limited movement caused by injuries inflicted by Phasma, Archex is forced to remain hidden in the forest, leaving him feeling ineffective.
Moradi is summoned by one of Garra's enforcers to meet the crime boss inside her cantina. Garra informs her that if she locates an artifact within the ruins and returns it to Garra, Moradi can recover her possessions. Moradi secures Garra's agreement that the Resistance can also utilize the ruins as a base. Meanwhile, the First Order is alerted to the Resistance presence on Batuu, and General Hux dispatches Lieutenant Wulfgar Kath and twenty stormtroopers to investigate the planet. Kath harbors a grudge against Moradi and Archex after failing to prevent their escape from the Absolution.
Garra offers to inform Kath about the Resistance if Kath brings her the artifact from the ruins. Kath and two troopers enter the ruins, tailing Moradi as she navigates the ancient security systems. Vi neutralizes two troopers, but she is poisoned in the process. Moradi is rescued by a farm boy named Dolin and his truffleboar Waba. Dolin takes her to his grandmother Grana, and they nurse her back to health, but when Moradi persuades Dolin to join the Resistance, Grana rejects her grandson.
Moradi hands over the artifact to Garra and recovers most of her belongings, except for her long-range comm array, which she urgently needs to update General Organa on her situation. The following day, Moradi ventures into town to purchase a comm array and defends a Chadra-Fan named Kriki who is being mistreated by her employer. Kriki chooses to join the Resistance, assisting Moradi with her errands and repairing the new base within the ruins, the design of which is being planned by Archex. Later on, Moradi recruits a drunken but charismatic loudmouth named Zade Kalliday, who aids in managing the recruitment of Resistance personnel. Shortly after, while Moradi is fetching lunch, she witnesses stormtroopers harassing two elderly women seeking information about Moradi. When she intervenes to defend the women, she is overpowered by the two troopers, who take her captive.
After enduring torture by Kath, Moradi is rescued by her new allies. By this point, several stormtroopers have been killed, leaving only twelve. Moradi and her three recruits devise a plan to compel the First Order to leave Batuu despite being outnumbered. She utilizes a stolen First Order comm link to infiltrate their network and send a message to the Resistance, requesting that Organa send supplies and personnel, but Organa informs her that none are available and expresses her confidence in Moradi. Dolin also returns to his village to recruit for the upcoming attack, but his grandmother disowns him. With no other options, the group proceeds with their plan.
Moradi feigns capture and is once again interrogated by Kath. She exploits Kath's pride to initiate a boxing match, allowing Kriki to board the ship and program it to transmit a message indicating that the Resistance is no longer on Batuu before the ship self-destructs. Meanwhile, Dolin is met by Ylena, who brings blasters from Savi's, and by numerous young people from his settlement who decided to join the cause after the First Order killed two villagers. When Dolin receives the signal, the group storms the transport to further distract Kath and his troops while Kriki works inside the transport; however, they only take down a few while incurring heavy losses as they are not trained soldiers. Just when all hope seems lost, a man in red-painted stormtrooper armor and a black cape emerges from the clearing. It is Archex, dressed as his former persona, Captain Cardinal.
Archex offers himself as Kath's prisoner, knowing Kath will not depart the planet unless he has something to present to his superiors. Kriki succeeds; after the ship departs with Kath and Archex on board, the message is sent, and the ship explodes. A week later, a fully recovered Moradi meets with Garra, who provides Moradi with a long-range comms array as gratitude for eliminating the First Order. Moradi informs Organa that the base has been established and that she can begin using it as a fleet waypoint.
Several weeks later, Moradi is training her numerous new recruits when she receives an alert from the Resistance that Kylo Ren and the 709th Legion are en route. She looks up to see a star destroyer entering the atmosphere and informs her recruits that it is time to fight.
