Phee Genoa, a human female operating as a pirate, was affiliated with Ciddarin Scaleback, the Mantellian information broker, during the Imperial Era's initial years. Scaleback regarded Genoa as the most reliable pirate she knew. At some point in her life, the Belmont diadem came into her possession.
Sometime between 19 BBY and 18 BBY, Genoa encountered Clone Force 99, also known as "the Bad Batch," a squad of clone deserters. Observing their unique composition, Genoa briefly flirted with Tech, one of the members. Following the Bad Batch's journey to Serolonis, the young clone Omega located a compass within a junkyard. Upon examining the compass, Phee Genoa utilized her droid MEL-221 to decipher coordinates leading to Skara Nal within the uncharted Kaldar Trinary system. In the company of the clones, Genoa journeyed to the system, guided by the compass to what appeared to be a dead end on a mountainside. With the assistance of Wrecker, one of the clone deserters, she uncovered a concealed entrance, venturing into ancient passages that ultimately led them to the Heart of the Mountain, a precious crystalline artifact. However, its removal revealed it to be a key for activating a perilous ancient walker and superweapon. After the walker obliterated the mountain and started to scorch the surrounding area with a superlaser, endangering their ship, the Marauder, Genoa was persuaded to return the Heart to its original position while the clones fought a Chell that had infiltrated the area. After barely succeeding, a reaction occurred, melting the artifact and permanently deactivating the walker.
Around 18 BBY, Genoa escorted Clone Force 99 to Pabu, the world she had adopted as her home. On a remote island, she introduced the clones to Shep Hazard, the mayor, and his daughter Lyana. During a sea surge that struck the island, Genoa, aided by the Bad Batch, assisted residents in evacuating to Upper Pabu. As the clones were compelled to depart the island for a secret mission to Eriadu, Genoa hinted at her affections for Tech, requesting that he refrain from seeing any other pirate or smuggler during his absence, both unaware of the fate that awaited him.
Upon the Bad Batch's return to Pabu, having discovered that the Empire was targeting Omega due to her elevated M-count, Genoa aided them by inquiring about M-counts. She later contacted the Bad Batch via hologram, informing them of her discovery that several class one bounty hunters were pursuing the M-count targets. Genoa also assisted them in locating Fennec Shand.
Subsequently, Genoa landed on an airless moon to replenish the fuel reserves of her starship, the Providence. While she and MEL visited the station's shop, CX-2, a Clone X trooper, stealthily boarded her ship, implanting a computer spike into the navigation computer before retreating to his vessel undetected. Genoa sensed movement but was distracted by Olly informing her of the outstanding payment. Genoa departed the moon, oblivious to the fact that CX-2 had decrypted her navicomputer's data concerning Pabu. CX-2 relayed his intelligence to Hemlock, who promptly dispatched forces to Pabu with the objective of capturing Omega and destroying the Marauder.
Genoa's arrival at Pabu occurred shortly after Omega's capture. She informed the Bad Batch that she had arrived unnoticed by utilizing the hidden cavern. Subsequently, she transported them to Erebus to liberate Edmon Rampart, the former Vice Admiral, from imprisonment and leverage him to ascertain the location of Mount Tantiss. Upon reaching Erebus, she activated the Providence's "stealth mode" by shutting down the engines and descended into the planet's atmosphere. Genoa landed near the perimeter of the Imperial labor camp, enabling the Batch to infiltrate the HCVw A9 turbo tank where Rampart was being held. After freeing Rampart, the clones carried an unconscious Rampart onto the Providence while Genoa destroyed a Low Altitude Assault Transport gunship. They escaped just as the Transport toppled over the cliff. Genoa was later sighted on Pabu following the liberation of Tantiss.
Phee Genoa's debut was in "Spoils of War," the inaugural episode of Star Wars: The Bad Batch Season 2, with Wanda Sykes providing the voice. The character's initial unveiling occurred in a trailer released on December 7, 2022.
Genoa has been characterized as a fusion of Han Solo from the Star Wars original trilogy, Jack Sparrow from the Pirates of the Caribbean film series, and the pirate Anne Bonny. Brad Rau, the supervising director and executive producer, stated that Genoa was conceived to challenge Scaleback within the series. The creators had Genoa place her feet on Cid's desk during her introduction to exemplify her character. Rau noted that Sykes infused Genoa's voice acting with considerable bravado. Sykes was envisioned early on to voice the character, consequently making her real-world persona inspire Genoa's character tone.
The "Entombed" scene, where Phee and Omega discover the Heart of the Mountain within Skara Nal, served as a reference to the 1981 film Raiders of the Lost Ark, also produced by Lucasfilm. When Phee attempts to retrieve the Heart, the scene largely mirrors the iconic moment of Indiana Jones attempting to seize the Chachapoyan Fertility Idol from the Temple of the Chachapoyan Warriors while being observed by his guide Satipo, with The Bad Batch episode featuring Phee assuming Jones's pose and Omega assuming Satipo's pose.
