Taneel became apprehensive, fearing they were overstepping their bounds, when the suggestion arose to demand Palpatine initiate peace negotiations to bring an end to the ongoing conflict.
During the Battle of Coruscant in 19 BBY, when Palpatine was abducted and subsequently rescued, Taneel stood among a gathering of senators who welcomed him upon his return to Coruscant. Shortly thereafter, before the petition was formally presented in the senate and as the Clone Wars drew to a close, she was present at the Galaxies Opera House. Soon after, Palpatine made his proclaiming of himself as Galactic Emperor.

Originating from the planet Neelanon, Terr Taneel, a human, functioned as a senator within the Galactic Republic during the armed struggle against the Confederacy of Independent Systems, commonly referred to as the Clone Wars. Representing the Senex sector in the Galactic Senate, she held a position on a committee closely connected to Supreme Chancellor Sheev Palpatine. As the war neared its conclusion, Taneel took part in discussions held at Cantham House, the private estate of Senator Bail Organa situated on the Republic capital, Coruscant. Organa, along with Senator Padmé Amidala, sought out other senators who shared their apprehension that Palpatine might not relinquish his emergency powers once the conflict ended. This group eventually became known as the Delegation of 2,000, and they formulated plans to present their demands to Palpatine in the form of the Petition of 2,000.
Taneel was included in a group comprising members of the Loyalist Committee and other carefully selected senators, including Mon Mothma, Fang Zar, and Giddean Danu. Organa invited them to Cantham House to refine the precise wording of the petition. When Mothma outlined their demands, which included the relinquishment of emergency powers, the abolishment of the Sector Governance Decree, and the initiation of peace talks with the Separatists, Taneel questioned whether the peace talks were a step too far, considering the widespread support for the war within her sector. She feared that some might perceive them as obstructing a certain victory. Amidala then reminded Taneel of the significant death toll resulting from the conflict, emphasizing that the longer it persisted, the more opportunities Palpatine would have to exploit loopholes, enabling him to amend the constitution.

Approximately a month following this discussion in 19 BBY, Palpatine was abducted by the Separatists, only to be rescued by the Jedi Order during the Battle of Coruscant. Taneel expressed relief and joined the assembled crowd who greeted the Chancellor upon his arrival at one of the Senate Office Building's landing platforms. He was returning from Separatist captivity, escorted by Jedi Knight Anakin Skywalker. As Palpatine disembarked from a Util-313 speeder bus, the crowd surged forward to welcome him before accompanying him back into the building.
Later, Taneel was present at the Galaxies Opera House while Palpatine attended a performance of the Mon Calamari ballet Squid Lake. She engaged in conversation with another human within one of the opera house's corridors when Skywalker hurried past her on his way to meet with Palpatine. Shortly thereafter, the Petition of 2,000 was presented during a full session of the Senate. However, when the war concluded soon afterward, Palpatine declared himself Galactic Emperor of a newly established Galactic Empire rather than relinquishing his powers. Within a day, sixty-three signatories of the petition were apprehended by the Empire.
During the Clone Wars, Taneel harbored suspicions regarding Palpatine, and her concerns about his accumulation of power led her to align with Organa and his allies. However, she expressed reservations about certain aspects of their proposed demands. The senator possessed above-average intelligence and diplomatic skills, but her strength, speed, and combat abilities were below average. She lacked Force-sensitive abilities.

Taneel was brought to life by Amanda Lucas, the eldest daughter of director George Lucas, in the 2005 film Star Wars: Episode III Revenge of the Sith. This film marked the third and final installment of the Star Wars prequel trilogy. In April 2003, George Lucas engaged in discussions with costume designer Trisha Biggar regarding the creation of four female Senatorial outfits, including one for Amanda and another for her sister Katie. Ultimately, Katie was cast as Chi Eekway Papanoida, while Amanda assumed the role of Terr Taneel.
