Wooley, a clone trooper within the 212th Attack Battalion, fought for the Grand Army of the Republic during the Clone Wars. He, along with other clones, was at one time captured by the Separatists and held as a prisoner on the planet Krystar. Commander Cody, accompanied by Boil and Waxer, eventually freed them. Later, he participated in the Battle of Ryloth, aiding in the liberation of the town Nabat.
Wooley was the designation given to a clone trooper who was made on the planet of Kamino using the genetic material of the bounty hunter Jango Fett. He went on to serve the Galactic Republic throughout the Clone Wars.
Early in the Clone Wars, Wooley, together with a number of other clones, was captured by Separatist forces and transported to Krystar. Their fate was to be sold to a Trandoshan hunter. Waxer and Boil eventually located Wooley and his fellow prisoners, successfully liberating them and facilitating their escape to General Kenobi's shuttle. Later in the conflict, Wooley was a member of the Grand Army of the Republic's Ghost Company, which was part of the 212th Attack Battalion, under the command of Jedi General Obi-Wan Kenobi and Commander Cody.
Following the destruction of the Outer Rim garrison on Ryloth, which was under the leadership of Jedi General Ima-Gun Di and Clone Captain "Keeli," by the Separatist Droid Army, Wooley and Ghost Company were dispatched to reclaim the planet. They were accompanied by elements of the Republic Navy commanded by Jedi General Anakin Skywalker and Admiral Wullf Yularen, as well as forces from the 91st Mobile Reconnaissance Corps under Jedi General Mace Windu.
After Skywalker's forces successfully broke through the Separatist Ryloth blockade, three Acclamator-class transgalactic military assault ships, transporting the 212th Attack Battalion and the 91st Mobile Reconnaissance Corps, transitioned from hyperspace and headed towards the planet's surface. Ghost Company members boarded five LAAT/i gunships from a transport ship and landed on the outskirts of the city of Nabat. Their mission was to liberate the city. This landing occurred after Separatist J-1 proton cannons targeted the Republic transports, severely damaging one assault ship and destroying three gunships.

After Ghost Company successfully breached the outer defenses and established a forward operating base, Wooley was with Commander Cody when Jedi General Kenobi instructed him to gather his best soldiers for a scout mission. Commander Cody selected troopers "Boil" and "Waxer" to accompany him, and Wooley followed. After patrolling Nabat, Cody divided his team, assigning Boil and Waxer to patrol the southern sector, while he and Wooley investigated the courtyard. Eventually, Cody and Wooley discovered that the Twi'lek inhabitants of Nabat were being used as human shields near the proton cannons. Remaining concealed, Wooley commented on the difficulty of reaching the cannons, but Cody insisted that there was always a solution.

Eventually, Wooley and Cody rejoined the rest of the company and shared their findings with Kenobi. Boil and Waxer, however, did not return on time, forcing the company to proceed without them. The company was then attacked by gutkurrs unleashed by Separatist Commander TX-20, but Kenobi managed to confine the creatures in an alley. Following the attack, Boil and Waxer emerged from an underground passage with Numa, a Twi'lek child they had encountered during their patrol. With her assistance, Kenobi formulated a strategy to defeat the Separatist forces in the village and rescue the civilians.
Ghost Company, including Commander Cody and Wooley, created a diversion while Waxer, Boil, and Kenobi freed the prisoners and destroyed the proton cannons. Eventually, Republic forces and Twi'lek civilians overcame the Separatist forces, destroying TX-20. This allowed Jedi General Mace Windu and the other assault ships to land and deploy Republic forces, ultimately liberating Ryloth.
Wooley was equipped with white phase I clone trooper armor for missions and employed a DC-15A blaster rifle in combat.
Wooley's debut occurred in "Innocents of Ryloth," the twentieth episode of the first season of the animated TV series Star Wars: The Clone Wars, which aired on March 6, 2009. In the webisode "The Clones Are Coming," included on the Blu-ray release of The Clone Wars film's, Wooley was initially mentioned during the film's Battle of Christophsis when a clone trooper called out to him for a medic. This reference to Wooley was ultimately omitted from the final cut of the film.
