Coruscant's provisional government


The temporary administration on Coruscant was put in place following the demise of the Galactic Empire. This occurred on the planet of Coruscant, and it was formed from the pre-existing local authorities and regime present on Coruscant. Mas Amedda, who was the Grand Vizier, was chosen to head this in-between government. He kept his position because of his role in bringing the Galactic Civil War to a close. Observers from the New Republic were assigned to watch over this temporary administration in its operations aftermath.

During the Imperial era, Coruscant served as the main center for both political and cultural activities in the galaxy. However, following the death of Galactic Emperor Sheev Palpatine in 4 ABY, the planet descended into civil war, with citizens in rebellious acts fighting against Imperial forces in many areas of Coruscant. During this time of conflict, Grand Vizier Mas Amedda, who was the designated successor to the Emperor, was imprisoned within the Imperial Palace by forces loyal to Fleet Admiral Gallius Rax. Rax then took control, declaring himself the Counselor to the Empire.

After the Battle of Jakku, Amedda represented the Galactic Empire at the signing of the Galactic Concordance, a peace agreement that officially ended the war in 5 ABY. Following this, the New Republic permitted the establishment of a provisional government on Coruscant, with Amedda serving as its symbolic leader.

History

Origins

The capital of the Galactic Empire was Coruscant, an ecumenopolis located in the Core Worlds region of the galaxy.

For millennia, the galaxy's political influence was heavily concentrated on the Core World of Coruscant. This location, considered the original homeworld of humanity, evolved into a major galactic center of cultural diversity, spanning from the age of the Galactic Republic through the reign of the Galactic Empire. Following the death of Galactic Emperor Sheev Palpatine during the Battle of Endor in 4 ABY, the Empire fragmented into various political and military groups, such as the domain of Governor Ubrik Adelhard in the Anoat sector. Simultaneously, the Alliance to Restore the Republic took advantage of their victory at Endor by reforming into the New Republic. As these events unfolded, the authority of the Empire gradually weakened across the galaxy.

Chaos and civil war ensued across Coruscant in the aftermath of Emperor Palpatine's death.

After Palpatine's passing, Coruscant was plunged into a civil war as Imperial and Rebel forces fought for control of the Federal District and other key government areas. Grand Vizier Mas Amedda attempted to arrange his surrender to the New Republic. He secretly engaged with a Republic delegation on Velusia in the final months of the war, seeking amnesty for his involvement in the Emperor's government. However, neither Chancellor Mon Mothma nor Senator Leia Organa were satisfied with only Amedda's surrender. They insisted that he deliver the entire Galactic Empire into their hands. These demands left the Grand Vizier in disbelief; despite his official position, he lacked the power to compel the Empire to surrender.

Upon his return to Coruscant, Amedda considered suicide, realizing that the Republic would not accept a treaty unless he could guarantee the Empire's complete surrender. As Amedda's influence diminished, Fleet Admiral Gallius Rax effectively seized control of the government, styling himself as the Counselor to the Empire. His supporters on Coruscant took Amedda into custody and placed him under house arrest within the Imperial Palace, turning the Grand Vizier into a symbolic figure for Rax's propaganda efforts.

Formation

A provisional government replaced the Imperial regime on Coruscant after the Empire's capitulation to the New Republic.

Within a year after the Emperor's passing, the Republic decisively defeated the Empire at the Battle of Jakku, resulting in Counselor Rax's death. Although some Imperial holdouts continued their resistance, the Galactic Civil War officially ended in 5 ABY. With the Galactic Empire's collapse, a provisional government was established on Coruscant, headed by Mas Amedda during the transition. The Grand Vizier had represented the remaining Imperial government at the signing of the peace treaty, known as the Galactic Concordance, on [Chandrila](/article/chandrila]. In turn, the New Republic allowed Amedda to lead a provisional government on Coruscant, but only as a powerless figurehead.

The terms of the Concordance dictated that control of Coruscant should shift from Imperial hands, with a provisional government set up to govern during the interim period. Consequently, New Republic observers were assigned to oversee the operations of the provisional government.

Despite Amedda's designation as the provisional leader, the people of Coruscant celebrated the New Republic's triumph over the Galactic Empire and the official end of the Galactic Civil War. In contrast to the aftermath of the Battle of Endor, the Coruscanti were now permitted by the provisional government to celebrate publicly. The New Republic fostered this festive atmosphere across Coruscant and other planets throughout the galaxy, using it as a means to distinguish the New Republic Era from the oppressive rule of the Empire.

Legacy

Coruscant joined the New Republic but had lost its status as the galactic capital.

Eventually, the provisional government was succeeded by Coruscant's integration into the New Republic, granting it representation in the Galactic Senate as a member world of the emerging democracy. In the later years of the New Republic, Coruscant became part of a political group advocating for a stronger military and a more centralized government, known informally as the Centrists. Around the time of the Napkin Bombing in 28 ABY, Coruscanti political interests were represented by Senior Senator Arbo and Junior Senator Orris Madmund, both of whom supported the Centrist faction's objectives. Senator Arbo was particularly known for his hawkish views and his support for the New Republic Defense Force.

Organization

Coruscant's provisional government was a post-war government led by Mas Amedda and overseen by the New Republic.

The provisional government on Coruscant was essentially powerless, with Mas Amedda, the former Grand Vizier of the Galactic Empire, serving as its de facto leader. Although Amedda was permitted to continue governing the former Imperial capital due to his role in surrendering the Empire and ending the Galactic Civil War, New Republic overseers on Coruscant ensured that he functioned only as a symbolic figurehead for the provisional government.

At the time of the provisional government's establishment, Coruscant was in a state of disarray, experiencing a decline in public order and the planetary civil war that followed Emperor Palpatine's death. Following the signing of the Galactic Concordance, the provisional government lacked the authority to suppress the Coruscanti who celebrated the Empire's defeat. Under the supervision of the New Republic, the provisional government allowed the civilian population to openly celebrate in the streets of Imperial City without fear of retribution.
