Fehlaaur'aitel'loro

Fehlaaur'aitel'loro, often shortened to Fehlaaur, was a Chiss diplomat serving the Chiss Ascendancy. As a gesture of unity between their governments, the Ascendancy assigned him as their liaison to the Fel Empire and placed him within the Imperial Diplomatic Corps. In the year 127 ABY, upon learning of the impending conflict brewing between the Empire and the Galactic Alliance, the Ascendancy sought to bring Fehlaaur back home. However, Emperor [Roan Fel](/article/roan_fel], wanting to maintain the Ascendancy's allegiance, elevated Fehlaaur to the position of Moff, thereby granting him membership in the Moff Council, and further promoted him to director of the Imperial Diplomatic Corps.

As the Sith–Imperial War drew to a close, Fehlaaur was among the Moffs who witnessed Dark Lord of the Sith Darth Krayt's deposition of Roan Fel and his subsequent seizure of the throne. Throughout the ensuing Second Imperial Civil War, Fehlaaur remained a member of the Moff Council, serving Krayt's Empire. In 137 ABY, Krayt instructed the Moffs to dedicate their resources to locating former Jedi Cade Skywalker, a descendant of the renowned Grand Master Luke Skywalker. Once the Sith successfully captured Skywalker, the Moffs received orders to resume their previous duties. Dissatisfied with this dismissal, Grand Admiral Morlish Veed commanded Fehlaaur and the other Moffs to gather all possible information about Skywalker, seeking to ascertain the former Jedi's whereabouts, whether alive or dead.

After the seeming demise of Darth Krayt at the hands of Skywalker and his allies, Fehlaaur joined the High Moff Council in a meeting to discuss intelligence indicating that Emperor Fel, now in exile, had planned a clandestine meeting with the Jedi on the planet Agamar. Veed's plan was for the Empire to capture Fel during this meeting, and he directed the Moffs to prepare their forces for immediate deployment. Fehlaaur and Moff Yage were placed in command of the First Sith Imperial Strikeforce, leading the mission to apprehend Fel. Following Krayt's return to power, Fehlaaur was appointed Director of Imperial Intelligence and participated in the assault on the Hidden Temple belonging to the Jedi Order.

Biography

Sith–Imperial War

Fehlaaur and the Moff Council at the attack on Emperor Fel.

As a demonstration of unity between the Chiss Ascendancy and the Fel Empire, the Chiss diplomat Fehlaaur'aitel'loro, most often called Fehlaaur, was assigned to the Imperial Diplomatic Corps after he journeyed from the Chiss homeworld of Csilla to the Imperial capital on Bastion as a diplomatic representative.

In 127 ABY, after the Galactic Alliance's Ossus Project—a scheme to have the Yuuzhan Vong terraform planets ravaged by their invasion of the galaxy—was sabotaged, the Empire took advantage of the resulting loss of confidence in the Galactic Alliance to try and regain its status as the galaxy's dominant power. When the Chiss Ascendancy received this news, they attempted to recall Fehlaaur to Csilla, wishing to avoid their people being involved in the coming conflict. To keep the Ascendancy tied to the Empire, Emperor Roan Fel appointed Fehlaaur as a Moff, giving him a seat on the Moff Council, and promoted him to director of the Imperial Diplomatic Corps.

At the conclusion of the Sith–Imperial War, following the Massacre at Ossus, where the One Sith, allies of the Empire, decimated the Jedi Order, Fehlaaur was among the Moffs present when Dark Lord of the Sith Darth Krayt deposed Roan Fel and seized control of the throne. However, the Moff Council was unaware that the Human Krayt killed to take the throne was not Roan Fel, but a decoy. The real Fel had escaped and was heading to Bastion to establish a government-in-exile. As the new Galactic Emperor, Krayt demanded that High Moff Morlish Veed pledge his loyalty, followed by Fehlaaur and the rest of the council.

Second Imperial Civil War

Fehlaaur and Rulf Yage

In the wake of the Sith–Imperial War, during the subsequent Second Imperial Civil War, Fehlaaur continued his service on the Moff Council. In 137 ABY, Krayt tasked the Moffs with finding a descendant of the famous Grand Master Luke Skywalker, the former Jedi Cade Skywalker, whom Krayt sought for his healing abilities. After Krayt successfully captured the former Jedi, his Sith Lord subordinate Darth Maladi contacted the Moff High Council in their meeting chambers on Coruscant, ordering the Moffs and their respective agencies to return to their previously assigned duties.

Dissatisfied with being so easily dismissed, Grand Admiral Veed inquired with Fehlaaur about what information the Diplomatic Corps and the Chiss possessed regarding Skywalker. Fehlaaur informed the council that neither the Diplomatic Corps nor the Ascendancy had any knowledge of Skywalker, causing fellow Moff Rulf Yage to accuse the Ascendancy of withholding information. Fehlaaur avoided confrontation, dismissing the claim instead. Unhappy with their diminished power under the Sith, the Moffs attempted to place blame on Moff Nyna Calixte—the Director of Imperial Intelligence—for their current predicament. Calixte responded by reminding them that they had all chosen to ally with the Sith, and that they had all wanted the war. However, Fehlaaur pointed out that Roan Fel had not, and the Moffs were now suffering the consequences. Veed, having grown tired of the arguing, ordered the Moffs to find out everything they could about Skywalker, seeking to know where the Sith were holding the former Jedi, dead or alive.

After Cade Skywalker and his allies succeeded in their mission to kill Darth Krayt, and Veed—who believed Krayt to be alive, but in stasis—was made Regent of the Empire by Darth Wyyrlok, Fehlaaur and the High Moff Council met in their chambers on Coruscant to discuss reports that Emperor Fel, now in exile, was planning to secretly meet with the Jedi on Agamar. Veed planned for the Empire to capture Fel at the meeting and put the exiled Emperor on trial to end the Bastion resistance. Fehlaaur, assuming the intelligence had been acquired by Nyna Calixte, asked her where the information had come from. However, Veed himself had obtained the intelligence and refused to reveal his source. The Regent ordered Fehlaaur and the other Moffs to prepare their forces for immediate departure before dismissing them.

Moffs Yage and Fehlaaur were given command of the First Sith Imperial Strikeforce, with Fehlaaur serving under Yage as the task force's Lieutenant Commander. Commanding from aboard the Pellaeon-class Star Destroyer War Hammer, Fehlaaur and Yage led the the strikeforce on the mission to capture Roan Fel. Yage was unhappy with the number of Sith that composed the First Sith Imperial Strikeforce, commenting to Fehlaaur that he had become a leader of monsters. The mission was ultimately unsuccessful, as Emperor Fel was able to escape; however, the Sith forces were able to capture Fel's daughter, Marasiah Fel.

Director of Imperial Intelligence

After Lord Krayt returned and Moff Calixte was exposed as a traitor to the Sith Empire, Fehlaaur replaced Calixte as Director of Imperial Intelligence. After learning that the Hidden Temple of the Jedi Order was located on Taivas, Darth Krayt planned an attack on the temple, and Fehlaaur joined the fleet for the battle. As the Sith–Imperial fleet began its assault on the Jedi compound, they discovered that the planet's rock formations generated a build-up of charge that deflected energy, causing the Sith fleet to lose fighters to friendly fire. Fehlaaur was blamed for the lack of prior knowledge of these rock formations, as his operatives had failed to warn the Sith commanders of them, though the Chiss blamed the situation on the state Moff Calixte had left Imperial Intelligence in. With the aid of Lord Krayt's Sith troopers, Krayt's forces were able to win the battle against the combined forces of the Jedi, Alliance Remnant, and the Empire-in-exile, though in the process Moff Geist was killed by friendly fire while Moff Yage defected to Roan Fel's side, following his daughter's footsteps.

Personality and traits

Moffs Veed and Fehlaaur

Fehlaaur was a Chiss with blue skin, black hair, and red eyes. Fehlaaur was quite detached and mild-mannered in comparison to his fellow Moff Council members. Unlike the other Moffs on the council, Fehlaaur remained cautious and did not give in to his emotions. When Moff Yage accused the Ascendancy of withholding information, Fehlaaur did not engage in a confrontation, instead pointing out that there was no evidence to support the claim. Fehlaaur, along with Moff Konrad Rus of the Imperial Mission, helped maintain balance within the council, often serving as a counterpoint to the more aggressive Moffs.

As a diplomat for the Chiss Ascendancy, Fehlaaur was a polyglot, capable of speaking Basic, Bothese, Cheunh, and High Galactic.

Behind the scenes

Fehlaaur made his initial appearance in the first issue of Star Wars: Legacy, Broken, Part 1, which was released in June 2006. In this appearance, he was an unnamed Moff present during the attack on Emperor Fel. His name, Fehlaaur, was revealed in the fifteenth issue of the series, Claws of the Dragon, Part 2, which came out in August 2007. Both issues were written by John Ostrander and Jan Duursema, with Duursema also providing the pencils. He was later featured in the series' supplement, numbered zero-and-a-half, and was included in the 2008 reference book The Complete Star Wars Encyclopedia. Fehlaaur's full Chiss name, Fehlaaur'aitel'loro, along with gameplay statistics, were provided in the Legacy Era Campaign Guide, released in March 2009. Fehlaaur reappeared in the third issue of the Legacy sequel series, Star Wars: Legacy—War.

Fehlaaur's name and appearance were inspired by a fan who donated $2,700 at the 2006 Child's Play charity dinner to have his likeness appear in a Star Wars comic.
