Lio Partagaz was a male human who held the rank of major within the Imperial Security Bureau. Stationed at the ISB Central Office on the Imperial capital planet of Coruscant, he oversaw the ISB board. Partagaz's primary focus was the early detection of potential threats to Imperial security, intervening before they could escalate. He was known for his rigorous questioning of his subordinates regarding their reports. During one such ISB board meeting, Blevin, a subordinate, reported on an ambush on Ferrix. Soon after, Partagaz intervened in a dispute between Blevin and lieutenant Dedra Meero, who sought access to the raw data from the Ferrix incident, suspecting a coordinated rebel operation based on stolen Imperial technology.
Subsequently, an Aldhani garrison payroll was stolen by a rebel infiltration team. This event prompted the Empire to implement the Public Order Resentencing Directive, placing the ISB in charge. Meero, still fixated on the Ferrix incident, successfully persuaded Partagaz to grant her control of that sector. The ISB then began coordinating its efforts to identify the "Axis" of the rebels, unaware that this individual was Luthen Rael.
Biography
Chairing a meeting of supervisors
In 5 BBY, the male human Lio Partagaz, a major in the Galactic Empire's Imperial Security Bureau, presided over a gathering of eighteen Investigations personnel, collectively known as the ISB board. This meeting took place in the ISB Central Office on the Imperial capital planet of Coruscant, where they reviewed and discussed their respective reports. Partagaz engaged with ISB Supervisor Grandi regarding the allocation of funds requested for the Ryloth sector. Grandi explained that the resources would be used for monitoring anti-Imperial activities, prompting Partagaz to demand specific details by the end of the day. Following this, the major questioned Lagret about the unfolding conflict on Arvala-6, receiving an explanation that Lagret's memorandum of solutions to storage problems with those displaced by the conflict was not yet completed, as his staff was waiting an assessment from Arvala's ministerial director.

Shortly thereafter, the major inquired about the fundamental purpose of the Imperial Security Bureau, receiving an answer from Lieutenant Dedra Meero that he considered inadequate. After defining the Bureau as the entity responsible for treating the "sickness" of disorder within the Empire, the major sought further details on the ambush on Ferrix that Lieutenant Supervisor Blevin had reported. Partagaz then requested Lonni Jung to elaborate on the requests for increased protection for traffic heading to the Abrion sector. Jung clarified that these requests were a proactive measure due to a surge in construction shipments destined for the planet Scarif. After a dispute between lieutenant supervisor Blevin and Dedra Meero concerning information related to the Ferrix incident, Partagaz intervened to mediate the conflict, advising Meero to submit her sectors' quarterly report and expressing his admiration for her detention statistics from Sev Tok.
Later efforts
Soon after, Partagaz convened an emergency meeting of all ISB supervisors and their assistants, instructing them to remain at their posts, notify their staff and families, and submit their Star Sector and Planetary Emergency Retaliation plans by midnight. A few days following this announcement, the major attended a meeting led by ISB Colonel Wullf Yularen, who conveyed the decisions made by Emperor Sheev Palpatine in response to a robbery on the planet Aldhani perpetrated by rebels. Palpatine's directives ensured that every ISB supervisor present at the meeting would have access to resources from the Imperial Army and Imperial Navy.
Shortly thereafter, Partagaz conducted another ISB meeting, during which he addressed another report from Jung, which contained three theories attempting to explain the unrest in the sectors surrounding Jung's. At Jung's request, Partagaz instructed him to prepare a survey of all hyperspace lanes leading to Ord Mantell and leave it on the major's desk the following day. Noticing Supervisor Blevin's apparent eagerness, the major inquired if he had good news. However, Blevin instead accused Meero of expanding her authority beyond her designated sectors. The ISB major allowed Meero to defend herself, and she revealed that a collection of evidence suggested that the theft of Imperial military equipment across the galaxy was part of a coordinated project carried out by several rebel groups. Accepting her explanation, Partagaz reassigned the Morlana sector to Meero, considering it a distraction for Blevin. Following the meeting, at the major's request, Dedra walked with him briefly, being advised to watch her back.

Partagaz later attended another of Yularen's meetings, during which he approved of Dedra's request of material to capture and locate Andor to the colonel, as he considered that knowing so little about Andor's employer, "Axis," was troubling. On Ferrix, Meero interrogated Bix Caleen, a local, and communicated her findings—which did not identify "Axis"—to Partagaz. The major believed Andor's mother, Maarva Andor, could be communicating with her son, but Meero clarified that it was unlikely, as her forces were watching Maarva. Shortly after, the ISB captured a rebel pilot part of Neo-Separatist Coalition and believed Anto Kreegyr did not know of the pilot's disappearance. Supervisor Dedro suggested that they could have the pilot and their ship drift carefully into traffic, which Partagaz approved. The major then asked for a meeting with military intelligence about Spellhaus. Shortly afterward, Partagaz watched as the pilot drew the other rebels to a trap. Jung advised him to take an interest in the pilot's appearance in space, as Kreegyr may have been watching and he would suspect that if ISB did not become interested in the rebel ship and its pilot, that they had done something to them, which Partagaz confirmed. Partagaz later ordered Meero to find Axis during a meeting with Jung, Lagret, and other ISB members.
Personality and traits
Partagaz possessed fair skin and gray hair. He was known for his level-headedness, a quality that made him an effective mediator among the supervisors. His extensive experience was highly valued by his subordinates. While he strictly enforced the ISB's standards of quality, he was open to considering new ideas if they were adequately supported. He would even offer compliments or encouragement for productive behavior, even if it deviated from established norms.
Equipment
The major was typically seen wearing a white Imperial officer's uniform, complete with silver-colored epaulets on his shoulders, a pair of code cylinders, and a rank insignia plaque displaying five blue squares.

Portrayed by Anton Lesser, Partagaz was first revealed in the teaser trailer for the Andor television series, which debuted during Star Wars Celebration Anaheim 2022 on May 26 of that year. The character made his first on-screen appearance on September 28 of 2022 in the fourth episode of Andor, directed by Susanna White.
