In the aftermath of the Ferrix incident, Blevin attended an ISB supervisors' assembly headed by Major Partagaz, where he presented a report on the event and was assigned the task of the Galactic Empire revoking the corporative independence of Preox-Morlana.
Blevin was entrusted with overseeing six distinct sectors in addition to supervising senator Mon Mothma, acting as the handler for the deeply embedded operative Kloris who was disguised as her personal driver. Partagaz considered him a valuable asset to the ISB.

During the Galactic Empire's reign, Blevin, a male human, served in the Empire's Imperial Security Bureau (ISB), achieving the lieutenant rank within the Investigations branch. He was the ISB Supervisor responsible for six sectors, including the Morlana sector. In 5 BBY, an incident occurred on the planet Ferrix, a part of the Morlana sector, where Corporate Security suffered several deaths and a civilian was killed in a failed attempt to apprehend the suspected murderer Cassian Andor on a warrant. Upon hearing of the event, Blevin gathered details concerning the Ferrix situation and included it in the agenda for an upcoming meeting with other ISB supervisors and their commander, Major Partagaz.
At the meeting, Partagaz discussed various items with the supervisors before inquiring about the Ferrix incident from Blevin. The lieutenant supervisor provided a summary of the known facts, mentioning the casualties and damage, as well as the recovery of a stolen Imperial N-S9 Starpath Unit by an ensign at the scene. Partagaz inquired about the responsible party, to which Blevin responded that the identity was unknown and informed the major that he would conduct further investigation after the meeting. Blevin's superior then informed him that they would confer before his departure.
Following his discussion with Partagaz, Blevin traveled to the planet Morlana One, the location of the Corporate Security Headquarters. The Empire had seized control of the corporation, clearing out the headquarters and reassigning its personnel. The supervisor singled out Chief Inspector Hyne at his office, along with Deputy Inspector Syril Karn, who had initiated the mission to Ferrix against Hyne's directives, and Sergeant Linus Mosk, who co-led the team of corpos deployed to apprehend Andor. Blevin instructed the three officers to surrender their comlinks, weapons, scandocs, and to proceed to a transfer center for the issuance of inventoried personal belongings.

Furthermore, the supervisor directed the trio to holo-certify receipt of items and confirmation of the ISB After Action Report, which detailed their involvement and culpability in the Ferrix incident. Hyne attempted to pose a question, but the supervisor silenced him, adding that the three officers would not waste Imperial time by reading the reports. The chief inspector protested that he was not involved in the Ferrix incident, to which Blevin sarcastically agreed. Approaching the officers, the supervisor criticized their incompetence surrounding the incident, responding with disdain when Mosk raised his hand. Turning to Karn, he sarcastically congratulated the deputy inspector on causing the end of Corporate independence.
Meanwhile, Lieutenant Supervisor Dedra Meero, a recent addition to her position, had developed an interest in the Starpath Unit recovered on Ferrix, linking it to one stolen from the Steergard Naval Yard, which fell under her jurisdiction. She dispatched her aide, ISB Attendant Heert, to request all information on Ferrix from Blevin's office. However, upon receiving the request, Blevin rejected it. Consequently, Meero visited his office to address the matter personally. Blevin responded that he was occupied and suggested she schedule an appointment. After Blevin argued that Ferrix was in his sector and not Meero's, his colleague asserted that she had jurisdictional access as a Starpath Unit stolen from one of her sectors was part of the case. Blevin accused Meero of attempting to insert herself into his case to advance her career. After he confirmed that he was denying her request, she informed him that she would escalate the matter to Partagaz.

Blevin and Meero convened with Partagaz in the meeting chamber, where the latter continued to argue for jurisdictional access, while her colleague dismissed it as her desire to expand her portfolio, suggesting she focus on security at her own bases. Meero believed the theft from the Steergard Naval Yard was connected to rebel activity, referencing other cases linked by similar methods and stolen items. However, Partagaz deemed the information insufficient to classify the incidents as rebel activity, advising her to remain within her sector. Consequently, the major dismissed Blevin.

Blevin traveled to Ferrix, where the Empire was establishing its presence in the local city and overseeing the repair of damages from the incident with local laborers. While he observed repair work on the city's Rix Road, Imperial Captain Vanis Tigo was evacuating residents from a hotel. The supervisor summoned his associate, inquiring if the hotel would serve as a suitable headquarters. However, the captain instead requested a promotion to Prefect, disregarding the lack of a pay increase. Blevin sarcastically remarked that Tigo could wear a ball gown if he wished and instructed his colleague to have the headquarters operational before the supervisor's next staff meeting. He then departed from the captain and proceeded down Rix Road. Upon returning to ISB headquarters, Blevin requested weekly reports on the Ferrix situation and a budget adjustment from a group of his attendants. When he inquired about news in his absence, an attendant mentioned the Finkly Conference and the advancement of Blevin's speech.
Shortly thereafter, an infiltration team successfully executed a heist at an Imperial installation on the planet Aldhani, stealing approximately eighty million credits from a vault containing the entire sector's payroll. As a result of the theft, Partagaz summoned the supervisors and other staff to the meeting chamber. Blevin stood among the assembled personnel as the major ordered the preparation of every Star Sector and Planetary Emergency Retaliation plan in the building for presentation by midnight.
Following the incident on Aldhani, Emperor [Palpatine](/article/darth_sidious] personally granted the ISB additional powers to enhance the Empire's security. Dedra Meero utilized these emergency powers to request a Multi-Sector Data Blend from the ISB's datatape vault, effectively granting her access to data from sectors outside her jurisdiction, including Blevin's. Blevin raised this issue during a supervisors' forum session, noting that Meero's actions violated Imperial regulations. Partagaz allowed Meero to explain herself, to which she responded by revealing that she had used the blend to gather tangible material evidence of a pattern between thefts of Imperial equipment across multiple sectors. Partagaz accepted her explanation and decided to remove the Morlana sector from Blevin's jurisdiction and reassign it to Meero, deeming it a "distraction" for Blevin.
Blevin later communicated with Kloris, the driver of Senator Mon Mothma who was planted as a spy.
Blevin donned a white Imperial officer's uniform featuring two code cylinders and a rank insignia plaque displaying three blue squares.
Blevin's debut occurred in "Aldhani," the fourth episode of Tony Gilroy's live-action Disney+ series Andor's first season, directed by Susanna White and released on September 28, 2022. Ben Bailey Smith portrayed the character, who was also featured in the show's teaser trailer on May 26 of that year.
In 2020, Smith auditioned for what he believed to be a military drama titled Pilgrims, where he was informed that his role involved "a sergeant major reprimanding some soldiers." Several days later, he was notified of his successful casting and the project's true identity as Star Wars. Due to studio confidentiality, Smith only received scripts for his scenes, with context provided on the day of filming. The scripts were labeled Pilgrims, and false names were displayed on the dressing rooms. The daily production sheets were also fabricated. To prevent drone photography, actors were required to wear large cloaks when traveling from their dressing rooms to the set. Smith struggled with the lines, which included sci-fi terminology, fictional planet names, and fictional laws, and he was uncertain about the character's actual subject matter.
