During the Imperial Era, specifically in the fifth year of Emperor Palpatine's rule, there was an Imperial Security Bureau lieutenant named Jenkes stationed on Lothal. He also managed a gladiator fighting ring on the planet of Nyriaan. Because of his profession, he knew Gronson "Shifty" Takkaro, a Dug who worked as a bookmaker. Jenkes later became an agent within the Galactic Empire, specifically the Imperial Security Bureau.
Approximately nine years after this, Jenkes was reassigned to Lothal, a planet located in the Outer Rim. There, he was under the command of ISB Lieutenant Herdringer. Jenkes subsequently murdered Herdringer, his superior officer, and then assumed Herdringer's identity. Jenkes, utilizing his position as an ISB official, partnered with "Shifty" Takkaro to organize an unlawful event called Gladiator Night, operating under the alias "the Commissioner." Five years before the Battle of Yavin, Bossk, a Trandoshan bounty hunter, journeyed to Lothal in pursuit of a bounty on Takkaro. Takkaro had angered senator Hack Fenlon of the Imperial government and fled the Ahakista system while on bail. Jenkes, aiming to shield both his friend and their illicit activities, contracted Angrigo, a Duros assassin, and the Kratchell twins to eliminate Bossk. However, Bossk, aided by an unexpected ally, Ezra Bridger, a young resident of Lothal, thwarted Jenkes' scheme. Following his exposure, Jenkes was apprehended and executed by the Imperial authorities stationed on Lothal. Afterward, Commandant Cumberlayne Aresko sent Bossk a long box made of plastoid containing Jenkes' remains.
Prior to Bossk's, the Trandoshan bounty hunter's arrival on Lothal by nine years, Jenkes oversaw a gladiator arena located on the planet of Nyriaan. In his profession, he became acquainted with Gronson "Shifty" Takkaro, a criminal Dug who served as his bookmaker. Later, he enlisted in the Imperial Security Bureau (ISB) and was assigned to Lothal, a world in the Outer Rim. At some point, he killed his commanding officer, Lieutenant Herdringer, by shoving him into the path of a speeder bus, thus assuming his identity.
While stationed on Lothal, Jenkes operated an illegal sporting event known as Gladiator Night, generating income from credit chips collected through ticket sales. Within the criminal world, the lieutenant was known by the alias "Commissioner." The Commissioner outsourced the sale of tickets to Ferpil Wallaway, the Xexto owner of a pawnshop and skilled pickpocket, and his human associate, Ezra Bridger, a young orphan who earned a living as a con artist and through various odd jobs. None of Jenkes' associates, including his stormtroopers and his RA-7 protocol droid, were aware of his illicit activities.
Five years before the Battle of Yavin, Bossk traveled to the Outer Rim planet of Lothal to claim a bounty on "Shifty" Takkaro, who had violated his bail conditions in the Ahakista system and had provoked Hack Fenlon, an Imperial senator. Using Herdringer's identity, Jenkes communicated with Bossk, reluctantly permitting the Trandoshan bounty hunter to pursue his target. Unbeknownst to Bossk, Jenkes dispatched Squad Five, a squad of stormtroopers, to monitor Bossk's movements. He also alerted "Shifty" Takkaro and his three accomplices, Angrigo, the Duros assassin, and two Niktos referred to as the Kratchell twins, about Bossk's presence.
When Bossk and his local guide, Bridger, entered Ake's Tavern, Angrigo and the Kratchell twins launched an attack. During the ensuing conflict, Bossk eliminated the three assassins and captured the Dug criminal. However, they were subsequently ambushed by Jenkes' stormtroopers but managed to escape on a stolen speeder bike. During the escape, Bossk was compelled to abandon "Shifty" Takkaro, who was subsequently apprehended by Squad Five. Later, at his office near Capital City's spaceport on Lothal, Jenkes received news of the escape and the deaths of the three assassins from the stormtrooper TK-5331. Jenkes then commanded all Imperial forces on Lothal to hunt down and eliminate Bossk and his accomplice for alleged "crimes" against the Empire.
Subsequently, Jenkes received a report from his RA-7 protocol droid at his office. The first item mentioned that Squad Seven had arrested two miners attempting to flee a labor camp. The second item indicated that his meeting with Cumberlayne Aresko, the Imperial officer and Commandant, had been rescheduled for the following day. The third item mentioned that a surveillance droid had detected unusual activity at Monad Outpost. When Jenkes questioned the droid about the third item, RA-7 reported that a large gathering of civilians had begun to congregate near the decommissioned docking bays. Jenkes recognized that these civilians were awaiting the illegal Gladiator Night events but maintained his cover by informing RA-7 that the surveillance droid had witnessed a secret Imperial project. He arranged for the surveillance droid to undergo a memory wipe.
RA-7 then reported that the Lothal spaceport authority had received a freighter from Nyriaan requesting permission to land at Capital City's spaceport. While officially transporting livestock, the freighter was actually carrying two alien gladiator champions: Borbig Drob, a Houk, and Warjak, a Feeorin, who were slated to be the main contestants of the illegal Gladiator Night at Monad Outpost. Jenkes had also placed a wager on Warjak, the Feeorin, to win the fight. Jenkes authorized the freighter to land and arranged for the two gladiators to be transported to Monad Outpost in an unmarked Imperial transport. Given that RA-7 had inadvertently uncovered his criminal operations, the ISB lieutenant made a mental note to either erase the droid's memories or destroy it at a later time.
Later, Bossk and Ezra Bridger visited the local Imperial posting agency at Capital City's spaceport. While examining Herdringer's records, they discovered that he was deceased and that Jenkes had murdered the real Herdringer and stolen his identity. Bossk also discovered that "Shifty" Takkaro, the Dug criminal, had served as Jenkes' bookmaker during his gladiatorial arena days on Nyriaan. Unbeknownst to Bossk and Ezra, Jenkes' RA-7 droid was monitoring the Imperial Enforcement DataCore and promptly informed the ISB lieutenant that his personal and military records had been accessed. Jenkes then dispatched Squad Three, a squad of stormtroopers, to eliminate the Trandoshan, with orders to kill on sight.
However, Bossk and Ezra evaded the stormtroopers, along with two Ranat and Nimbanel bounty hunters who were attempting to collect the Imperial bounty on Bossk. After escaping the Imperials, Bossk and Ezra decided to travel to Monad Outpost, a former mining town, where Jenkes was organizing Gladiator Night the following night. Bossk also deduced that Jenkes was the mysterious Commissioner. En route to Monad, Bossk and Ezra visited Ferpil Wallaway, the Xexto pawnshop owner who worked for Jenkes and had employed Ezra to sell his tickets.
Meanwhile, Jenkes decided to eliminate Ferpil after determining that Ezra, Bossk's local guide, was connected to the Xexto pawnshop owner. To conceal his criminal activities, Jenkes resolved to kill Ferpil and instructed his RA-7 droid to summon an unmarked armored speeder. Before departing, he also attempted to cover his tracks by destroying the protocol droid. He then enlisted the services of the two stormtroopers who had brought the armored speeder, informing them that they were embarking on a classified mission. Upon arriving at Ferpil's pawnshop, he murdered the Xexto merchant and seized the proceeds from the Gladiator Night tickets in a luggage case. Bossk and Ezra arrived too late to save the Xexto pawnbroker, but the Trandoshan bounty hunter managed to plant a magnetic tracer beacon on his speeder.
Upon reaching Monad Outpost, Jenkes and his stormtrooper escorts proceeded to the arena's box office. As the stormtroopers were unaware of his criminal activities, Jenkes informed them that he had received a report about an illegal gladiatorial fight and gambling operation at the mining outpost. He asserted that he was determined to identify the perpetrator behind this "outrage." When one of the stormtroopers suggested requesting Imperial reinforcements, Jenkes dismissed the idea, claiming that such a discovery would embarrass the Imperial authorities on Lothal. Instead, he told his subordinates that they could handle it independently and that they would arrest the event's organizers.
After entering the box office, Jenkes murdered the Ishi Tib who was counting the proceeds from the ticket sales. Jenkes justified his murderous act by claiming that the Ishi Tib was reaching for a weapon. He then instructed his stormtroopers to load the credit chips into carts that would be transported onto his unmarked speeder. Once the stormtroopers had served their purpose, Jenkes had intended to shoot them with his blaster pistol to eliminate any witnesses. Before Jenkes could execute this plan, they were ambushed by Bossk and Ezra, who swiftly overpowered the stormtroopers using Bossk's mortar gun. Following a brief verbal exchange with Bossk, Jenkes fled into the arena. Bossk and Ezra pursued him, but Jenkes shot the Trandoshan bounty hunter through his right thigh.
In an attempt to impede Bossk, Jenkes seized a comlink from the arena's Pa'lowick master of ceremonies and falsely claimed that Bossk was a dangerous fugitive wanted by the Empire. Bossk thwarted Jenkes' attempt to frame him by using Ezra's stolen comlink to issue a challenge to the arena's competitors: Borbig Drob and Warjak. After decisively defeating the two competitors in hand-to-hand combat, Bossk revealed that Jenkes was, in fact, the "Commissioner" and that he had been planning to steal the spectators' credit chips. Furthermore, Bossk exposed Jenkes' involvement in the murders of Herdringer, Wallaway the pawnbroker, and the Ishi Tib manning the box office. Jenkes attempted to escape the arena but was stopped by Ezra, who fired a slingshot at him. Shortly thereafter, Jenkes was arrested by the local Imperial authorities, who had raided the arena.
Following the events at Monad Outpost, Jenkes was executed under the orders of Aresko and Myles Grint, the Taskmaster, who assured Bossk that he would never hear from the disgraced ISB lieutenant again. The Trandoshan bounty hunter was also permitted to reclaim Jenkes' remains in a plastoid box. An official HoloNet News report stated that Bossk had uncovered an illegal sporting event at Monad Outpost but omitted any mention of Jenkes, whose criminal activities were deemed an embarrassment to the Imperial authorities on Lothal.
