During the Galactic Civil War, Elscol Loro distinguished herself as a Human female resistance leader, as well as a New Republic starfighter pilot. Hailing from the Colonies planet Cilpar, she became involved with the Cilpari Resistance, fighting against the Imperial occupation of her homeworld. After her husband, Throm Loro, was killed by Imperial forces, Loro assumed leadership of the Resistance. At this time, she was joined by Groznik, a Wookiee who, upon Throm's passing, transferred his life debt to her, becoming her steadfast protector and companion. Despite her intense animosity towards the Empire, Loro harbored suspicions of the New Republic, believing that a traitor within the Resistance had led them to collude with Cilpar's Imperial government. In 4 ABY, shortly following the Battle of Endor, the unit Rogue Squadron of the New Republic arrived on Cilpar. Loro initially imprisoned the Rebels, but after they assisted her in deposing Moff Boren Tascl and exposing the traitor, she began to trust them.
Following the liberation of the planet, Wedge Antilles extended an invitation for Loro to join Rogue Squadron. She accepted, however, her time with the squadron proved to be brief. After Groznik died during Rogue Squadron's mission to Mrlsst, Loro's behavior became increasingly defiant. She disregarded Antilles's commands and took unnecessary risks, endangering both herself and her wingmates. After the squadron's mission to Tatooine, Antilles and Loro came to the understanding that Rogue Squadron was not the right fit for her. She departed from the New Republic and formed her own resistance group, partnering with Sixtus Quin, a former operative of Special Intelligence, and his team, along with others who shared her hatred for the Empire but were unwilling to align with the Republic.
In the subsequent years, Loro's organization focused on Imperial worlds, working to incite successful uprisings by training local populations to overthrow their planetary governments. In 7 ABY, Rogue Squadron resigned from the New Republic Defense Force to conduct an unsanctioned operation aimed at freeing Thyferra from the control of Director of Imperial Intelligence Ysanne Isard. Given Loro's group's expertise in such missions, Antilles contacted her, and she agreed to provide assistance in overthrowing Isard. During the Battle of Thyferra at the campaign's conclusion, Loro spearheaded a team that stormed Xucphra Corporate Headquarters and captured Minister of Trade Fliry Vorru. However, Isard managed to evade capture by feigning her own demise.

During the Imperial era, Elscol Loro, a Human female, resided in Tamarack, a town situated on the planet Cilpar within the [Colonies](/article/colonies-legends] region of the galaxy, alongside her parents and sister. By 1 ABY, Elscol entered marriage with Throm Loro, who was affiliated with the Alliance to Restore the Republic, a resistance movement engaged in a civil war against the ruling Galactic Empire. During this conflict, Throm participated in the liberation of an Imperial base on the forest moon of Endor, where he rescued Groznik, a Wookiee who was being held captive, thereby earning Groznik's unwavering loyalty. Subsequently, accompanied by Groznik, Throm returned to Cilpar to oppose Moff Boren Tascl, the planet's Imperial governor, and together with Elscol, they assumed leadership of the local anti-Imperial resistance group. Despite maintaining connections with the Rebellion, the Cilpari Resistance operated independently, receiving minimal support from the Alliance.
Loro's husband met his death while battling Imperial forces at the Battle of the Cliffs. After his failure to return, Loro spent two days searching for him, ultimately discovering his body. Groznik, who had been present at Throm's death, transferred his life debt to Throm's widow, becoming her constant companion and protector. Despite her profound grief, Loro endeavored to conceal her sorrow and continued the fight against Tascl, assuming complete command of the Cilpari Resistance. Upon learning of the death of Emperor Palpatine at the Battle of Endor in 4 ABY, Tascl retaliated by destroying two Cilpari settlements that served as bases for the Resistance, including Tamarack. This attack resulted in the loss of numerous family members and supporters of the resistance fighters, including Loro's sister and parents, whose home suffered a direct hit. Rejecting the notion that any of her people had betrayed their location, Loro placed blame on their contact within the Alliance, the only other individual aware of her organization's whereabouts. Given that the Rebels had been in negotiations for Tascl's surrender prior to the attack, Loro concluded that the two sides had conspired against the Cilpari Resistance.

Shortly after the destruction of Tamarack, the New Republic, the Alliance's successor, dispatched [Rogue Squadron](/article/rogue_squadron-legends], a starfighter unit, to Cilpar with orders to escort a supply convoy to the planet Mrlsst. Unable to locate the convoy, Rogue Squadron established a base to the west of the city Kiidan while attempting to establish contact with either the Cilpari Resistance or "Targeter," the codename for Winter, a Rebel operative on the planet. Mistaking the new arrivals as allies of Tascl, Loro led a squad to the Rebel base and apprehended Dllr Nep, Plourr Ilo, and Derek Klivian, pilots from Rogue Squadron, along with their commanding officer, Captain Wedge Antilles. Ignoring Antilles's claims of innocence, the captive Rebels were loaded into the Cilpari's tank and transported to Tamarack, where Loro showed them the devastation caused by Tascl's attack. Upon arrival, they discovered the body of Gates Harnik, a local grocer who had been providing supplies to the Rebels, hanging from a street light. After Loro's people took down and cremated the body, Loro began searching through the wreckage of her parents' home, hoping to find any surviving holograms. Although she remained distrustful, Loro permitted Antilles to assist her, and together they uncovered a "Starlight by Moonlight" music ball that Throm had given her on their third anniversary.
Before the group could leave Tamarack, Moff Tascl's forces, led by his All Terrain Scout Transport, entered the city with the intention of capturing them. Pursued by Tascl, Loro led her troops and the captive Rebel pilots to seek refuge in an ancient temple located in the nearby forest. As the Imperials closed in, Antilles requested that Loro return his pilots' weapons. Despite her initial reluctance, a direct hit on the temple from an Imperial walker convinced her to cooperate with the Rebels. Antilles instructed Klivian and Ilo to fire upon a pile of rubbish outside the temple, igniting the built-up gases from the decomposing waste, destroying the closest Imperial walker, and creating a diversion that allowed Loro and the others to escape into the forest. As the Imperials resumed their pursuit, Nep contacted Rogue Squadron's astromech droids and arranged for them to deliver the Rebels' X-wing fighters to their location. Rogue Squadron utilized their starfighters to repel the Imperials, enabling the Cilpari to reach their vehicles and escape.
The Cilpari met with the Rebels at Rogue Squadron's base. Finally beginning to trust Antilles, Loro agreed to resupply Rogue Squadron in exchange for their assistance against Tascl. Loro, Groznik, and Vance Rego guided Antilles and Nep to another ancient temple, which the Cilpari Resistance was using as a supply depot. While the group loaded supplies into their landspeeders, an X-wing flew overhead to warn them of an approaching Imperial patrol, prompting Loro to order her people to withdraw. Rego suggested that Loro ride with him, but unwilling to let Antilles out of her sight, she chose to travel with the Rebel pilot. The pair were pursued by a flight of TIE fighters, but the intervention of Groznik and ground support resulted in the destruction of two of the Imperial fighters, causing the remainder to retreat.
Upon returning to Rogue Squadron's base, Loro, Rego, and the Rogues discussed the apparent information leak that had once again led the Imperials to their location. Convinced that the Rebels were not her enemies, Loro agreed to assist them in contacting Targeter and dispatched Rego to meet with the Rebel agent. When Rego returned, he claimed that his meeting with Targeter had been interrupted by Imperial stormtroopers, who had captured Targeter—whom both he and the Imperials believed to be Princess Leia Organa—and Wes Janson, a Rogue Squadron pilot who had been separated from his wingmates upon arriving on Cilpar. With the arrival of a Star Destroyer in orbit, Loro and Antilles resolved to collaborate in rescuing the captives, with Loro leading a ground assault on Tascl's stronghold in Kiidan while Rogue Squadron provided air support.

Loro departed in a truck accompanied by Rego and Groznik, but the Wookiee exited the vehicle to proceed through the trees independently when they stopped to retrieve a spacetrooper suit that Rego had hidden along their route. After resuming their journey, the truck came under attack by a pair of TIE fighters, but the Imperials veered off without destroying the vehicle. When Rego suggested that the TIEs had likely gone to reinforce Tascl's other forces against Rogue Squadron, Loro became suspicious of his extensive knowledge of Tascl's maneuvers. Realizing that Rego was the Imperial spy, Loro drew her blaster, but Rego knocked the weapon from her grasp. However, before Rego could overpower Loro, Groznik swung down from the trees, pulling Rego from the moving vehicle and lifting Loro to safety just moments before the now driverless truck crashed. After meeting up with other members of the Cilpari Resistance, Loro led them in the assault on Tascl's palace. Taking Targeter as his hostage, Tascl attempted to escape to the orbiting Star Destroyer, but Loro and Groznik intercepted him as he attempted to board his shuttle. Groznik easily overpowered Tascl, but Loro stopped the Wookiee from killing the Moff, arguing that he should be brought to justice for his crimes. With Tascl in custody, his Imperial allies withdrew from Cilpar.

After the liberation of the planet, Antilles extended an invitation to Loro to join Rogue Squadron. After some initial hesitation, Loro decided it was time to move on; she accepted the offer and departed Cilpar, accompanied by Groznik, when Rogue Squadron received orders to withdraw. Loro flew in Tycho Celchu's X-wing while he piloted the squadron's shuttle. Rogue Squadron then rendezvoused with the convoy and proceeded to Mrlsst. However, as the convoy arrived, it was attacked by the Interdictor-class Star Destroyer Dominator. While the other Rogues fought the Star Destroyer's TIE fighters and TIE interceptors, Antilles and Loro broke away to engage the capital ship. Following Antilles's instructions, Loro targeted the same point as him. When the pair fired their proton torpedoes, they overwhelmed the Star Destroyer's deflector shields and destroyed its gravity well projector. The Star Destroyer was forced to retreat, allowing the convoy to land on the planet.
The New Republic tasked Antilles with negotiating for the Phantom Project, a cloaking device developed at the Mrlsst Trade and Science Academy that Captain Loka Hask was also trying to secure for the Empire. While he began the negotiations, the other Rogues went to The Soundmound, a local music venue owned by Antilles's old friend Mirax Terrik. However, Loro declined to join her wingmates. When Antilles returned that evening, he found Loro and Groznik in their temporary quarters, where an emotional Loro was watching a hologram of her and Throm. Antilles expressed concern for her well-being, but Loro assured him that she needed to be alone.
The following morning, Koyi Komad, a Twi'lek student, took Loro, Groznik, Nep, and Terrik on a tour of the Mrlsst Academy, showing them the spot where the Jedi Knight Taj Junak had been burned alive by the Empire. Later, the Rogues visited Janson at the Central Academic Hospital, where he was recovering from injuries sustained on Cilpar. Komad interrupted the visit to warn them that Antilles had been arrested for allegedly stealing datacards related to the Phantom Project and that stormtroopers were on their way to take the other Rogues into custody. Taking Janson with them, the Rogues fought their way out of the hospital and fled to safety among the fringe communities inhabiting the upper levels of the nearby greenstalk forests.

Komad led the group to Nasta, a slicer, who was able to prove that the footage implicating the Rogues had been altered by the pro-Imperial Ante-Endor Association. The organization had subsequently lost the datacards to a group of battle droids controlled by Rorax Falken, a professor at the Mrlsst Academy. While Celchu, Ilo, and Klivian went to rescue Antilles, Terrik and Nep went to locate Falken's asteroid laboratory and retrieve the datacards. Loro and Groznik provided cover for the pair as they departed in Terrik's ship, the Pulsar Skate. Shortly after the freighter's departure, they were approached by the apparent Force ghost of Taj Junak, who called out to Groznik. Concerned for her friend's safety, Loro drew her blaster and fired at the apparition, but to no effect. The ghost—which was actually a hologram created by Falken—then removed its cloak to reveal the face of Loro's husband. Loro was shocked to see Throm, but the ghost instructed Groznik to gently incapacitate her. Still loyal to Throm, Groznik obeyed and struck Loro, leaving her unconscious as he departed with the hologram for Falken's laboratory.
Antilles, Celchu, Ilo, and Klivian later discovered the unconscious Loro. As Loro explained what had happened, a group of TIE bombers began strafing the Academy. Rogue Squadron quickly boarded their X-wings and engaged the Imperial fighters, but the Imperials withdrew and headed towards Falken's laboratory. Hask's forces were boarding the asteroid to retrieve the Phantom Project plans, unaware that the project was a fake, designed by Falken to elicit money from the Empire. Nep and Terrik escaped along with some of Falken's students, but both Groznik and Falken were killed. Loro and the rest of Rogue Squadron arrived in time to save the Pulsar Skate as it came under attack from TIE fighters, before Antilles ordered Nep and Terrik to remotely activate the gravitic polarization beam installed in the laboratory, destroying both the asteroid and Hask's Interdictor Star Destroyer. Although the Imperials were defeated, Loro was left to mourn the loss of another friend.

Sometime later, Winter was assigned to the planet Tatooine to investigate the circumstances surrounding the death of Lirin Banolt, a conman, amidst a gang war triggered by the demise of Jabba the Hutt, the local crime lord. Rogue Squadron was sent to provide assistance, with the cover story of attending a reception at Huff Darklighter's estate to commemorate the anniversary of the death of his son, Biggs Darklighter, a Rogue Squadron pilot. Antilles selected Loro and Celchu to accompany him and Winter to the reception, tasking the remaining Rogues with investigating the gang war. Still grieving over Groznik's death, Loro was reluctant to attend the party and socialize with people she considered former Imperial collaborators. However, Antilles insisted that their presence was necessary for the mission and instructed her to set aside her personal feelings.
Kapp Dendo, Winter's partner, arranged for the other members of Rogue Squadron to attack the reception as a diversion while Winter stole a datacard relevant to her investigation from Darklighter's safe. Before they could arrive, another group of raiders attacked the party and began firing on the assembled guests in their own attempt to steal the datacard. Loro grabbed a blaster from a fallen security guard and shot one of the raiders, causing him to fall from his speeder bike, which then collided with a raider landspeeder, destroying both vehicles. As Loro charged towards the attackers, Antilles spotted a landspeeder approaching her from behind. Antilles tackled Loro to the ground just in time to avoid a blaster bolt and, grabbing her dropped weapon, destroyed the speeder as it passed. Having obtained the datacard, the raiders began to retreat, with Loro and Antilles pursuing them in one of the guests' landspeeders. However, the raiders led Loro and Antilles into an ambush, forcing the Rebels to abandon their vehicle before it was destroyed. Moments later, Celchu and Winter arrived in another speeder and rescued their comrades, causing the remaining raiders to flee.
Rogue Squadron soon discovered that the datacard had been stolen by Firith Olan, a Twi'lek. The datacard contained information leading to an Imperial weapons cache, which Olan intended to use to win the gang war, and Eidolon Base, a secret facility built by Sate Pestage, the Imperial Grand Vizier. Rogue Squadron took their X-wings to stop Olan, but arrived too late to prevent him from locating the weapons cache. As they approached the krayt dragon cave containing the cache, several TIE interceptors emerged to engage them. Ignoring Antilles's instructions, Loro broke away from the enemy fighters and flew into the cave, using a pair of torpedoes to destroy the cache before blasting through the roof of the cave to escape the explosion. Antilles ordered Loro to regroup with her wingmates, and Rogue Squadron took off in pursuit of Olan's freighter. However, as the squadron chased Olan out of the planet's atmosphere, a squadron of Imperial TIE fighters approached and attacked Olan's remaining interceptors, prompting Antilles to order his squadron to disengage. Despite Loro's protests that they could not allow Olan to escape, the group returned to Mos Eisley.

Olan made his escape to Ryloth, the homeworld of the Twi'leks, while being chased by Imperial Captain Marl Semtin aboard the Victory-class Star Destroyer named Harrow. In short order, Antilles, Winter, and Celchu readied a freighter to pursue Olan. Due to her recent act of disobedience, Antilles decided to bring Loro along, intending to keep a close watch on her. Upon their arrival at the spaceport of Kala'uun, the Rebels discovered that Cazne'olan, the leader of the Olan Clan, had refused to grant Olan sanctuary. With both the New Republic and the Empire in pursuit of Olan, Cazne'Olan orchestrated a competition between them, with Olan as the prize for the victor. Winter and Antilles were defeated by Sixtus Quin and Septaas, operatives from Imperial Special Intelligence. However, during the race, Semtin aided Olan in his escape, and the two absconded to Eidolon Base on Tatooine. Abandoned by their commanding officer, Quin's squad felt betrayed and chose to accompany the Rebels back to Tatooine in order to help bring about Semtin's downfall.
During an assault on Eidolon Base, Loro joined her fellow Rogues, assisting in repelling enemy TIE interceptors while Quin's squad breached the facility. Concerned that Semtin's Star Destroyer in orbit might initiate an orbital bombardment of the area, Loro suggested targeting the capital ship. Antilles, however, instructed her to stay with her wingmates and concentrate on the TIE interceptors. Ignoring these orders, Loro disengaged from the fight and set a course for the Harrow. After destroying the TIE fighters that attempted to intercept her, Loro piloted her X-wing into the Harrow's hangar and launched a pair of proton torpedoes. These torpedoes obliterated the ship's magnetic containment-bubble generator, leading to a devastating decompression that incapacitated the Imperials on the ground. The Rebels successfully secured Eidolan Base, resulting in the deaths of both Olan and Semtin. Although Loro's actions had ensured the Harrow's inability to interfere, she had endangered Ilo by abandoning her squadron during the battle, leading to Ilo's X-wing being struck and forced into a crash landing. Unable to allow Loro's insubordination to further jeopardize the Rogues, Antilles expelled her from the squadron. Loro concurred that Rogue Squadron was not the right fit for her and departed from the New Republic military to continue her fight against the Empire in her own way.
Before Loro's departure from Rogue Squadron, Antilles made arrangements for her to receive a portion of the Imperial weaponry stored at Eidolon Base. Eagerly, Loro began the process of establishing a new anti-Imperial group, uniting with Quin and his Special Intelligence team, along with others who opposed the Empire but were hesitant to join the New Republic. In her final report to Rebel Command, Loro detailed that her cell was investigating a potential hyperlane connecting the Outer Rim Territories with the Core Worlds, believing that control of this route could significantly alter the course of the war. Over the following years, the group targeted Imperial-controlled planets, working to overthrow their planetary governments. While Loro's group directly engaged Imperial forces in combat, their primary focus was on turning the populations of target worlds against their Imperial occupiers and fostering support for local resistance movements, providing them with training, weapons, and other forms of assistance. By 7 ABY, Loro asserted that her team had been instrumental in liberating numerous worlds.

In 7 ABY, the galactic capital of Coruscant fell to the New Republic. Ysanne Isard, the Director of Imperial Intelligence, fled to Thyferra, the world renowned for its bacta production, where she backed a coup that resulted in the Xucphra Corporation seizing control of the bacta cartel, with Isard being appointed as both Chief Operating Officer and Head of State. News of the coup on Thyferra reached Loro, and her group had already begun formulating plans to liberate the planet when Antilles contacted her. The New Republic Provisional Council had declined to interfere in Thyferra's internal political affairs, prompting Antilles and the majority of Rogue Squadron to resign their commissions in order to initiate an unsanctioned operation aimed at liberating Thyferra. Recognizing that his group lacked the necessary expertise to overthrow a planetary government, Antilles sought Loro's assistance.
Using the codename "Blade," Loro and Quin journeyed to Rogue Squadron's base, the space station Yag-prime located in the Yag'Dhul system, where they commenced planning their campaign. Loro understood that any rebellion against Xucphra would be easily suppressed as long as Isard maintained four Star Destroyers to defend Thyferra. While Rogue Squadron devised a strategy to draw the Star Destroyers away, Loro intended to travel to Thyferra to assess potential targets and establish contact with the Ashern, a group of native Vratix who opposed the Human rulers of their world. Rogue Squadron successfully captured the Thyferran Bacta Tanker Mimban Cloudrider, enabling Loro, Quin, Mirax Terrik, Corran Horn (a Rogue Squadron pilot), and Iella Wessiri (a former agent of New Republic Intelligence) to infiltrate Thyferra disguised as its crew.
Shortly after landing at a Thyferran spaceport, Horn was identified by a stormtrooper guard, leading to a firefight. Loro's group came under heavy fire from stormtroopers positioned on elevated platforms but were rescued by Ashern reinforcements led by Bror Jace, a former Rogue Squadron pilot and a member of Zaltin Corporation, Xucphra's rival. Jace escorted Loro and the others to an Ashern facility, where Horn received bacta treatment for injuries sustained during the fight. Meanwhile, Loro immediately began evaluating potential targets. Once Horn recovered, he, Terrik, and Jace returned to join Rogue Squadron, leaving Loro, Quin, and Wessiri to take Jace's place working alongside the Ashern.
Seeking to strike a high-profile target, Loro conceived a plan to assassinate Aerin Dlarit, an influential member of Xucphra Corporation who served as a symbolic leader of the Thyferran Home Defense Corps, at his family's estate. Wessiri objected to the plan, advocating for an attack on a legitimate military target instead. While Loro agreed to refrain from harming Dlarit's family as a gesture of mercy, she firmly believed that Dlarit's death would destabilize Xucphran society and demonstrate to the population that those who supported Isard's regime would not escape accountability. Loro assembled a team of twelve volunteers for the mission, including Wessiri, Quin, and three of his former Special Intelligence comrades. Utilizing information on patrol routes and sensor placement obtained from Zaltin satellites and planetary computers, Loro planned a route to the estate that traversed a nearby mountain range and passed through the forest at its base, using the darkness to conceal their approach. Loro's route allowed the group to bypass all but one patrol, which Quin's troopers silently eliminated. Upon reaching the estate, the group bypassed the door lock and entered, securing the ground floor without incident. Moving to the main floor, they discovered Dlarit asleep at his desk. Loro instructed her team to set up a holocam to record his execution for later distribution. However, Wessiri convinced Loro that there was more to be gained by humiliating Dlarit. With the holocam in place, the group woke Dlarit, stripped him naked, recorded the incident, and then exited the estate using the same route they had arrived. The release of the footage caused significant embarrassment to the Thyferran Home Defense Corps and led their Imperial allies to view them as incompetent.
As the Bacta War escalated, the actions of Loro's group contributed to the recruitment of many more Vratix to the Ashern cause. The group frequently relocated, seeking refuge among the Vratix to evade Isard's forces. Initially, Isard refrained from deploying stormtroopers against them to avoid upsetting the population. However, shortly after Rogue Squadron destroyed Isard's Victory II-class Star Destroyer Corrupter and Captain Sair Yonka defected to Antilles's cause with the Imperial II-class Star Destroyer Avarice, Isard dispatched TIE fighters and Home Defense Corps troops to attack the Vratix village where Loro's group was staying. With no weapons capable of stopping the enemy starfighters, Loro and Wessiri attempted to flee the village while diverting the approaching troopers' fire away from the escaping Vratix. The pair killed several of the Thyferran soldiers, but soon found themselves surrounded as another squad moved in. However, they were rescued by the arrival of a squad of Ashern warriors, who killed the remaining Home Defense Corps troops.
In retaliation for the Ashern attacks, Isard began rounding up a thousand Vratix each day and announced her intention to execute them after thirty days, repeating the process if the Ashern did not cease their activities. Loro and Wessiri maintained contact with Rogue Squadron to inform them of the situation, and Antilles decided that the time had come to strike at Thyferra directly. Antilles allowed Isard's agents to discover the location of Rogue Squadron's base, and Isard dispatched the Executor-class Star Dreadnought Lusankya and the Imperial II-class Star Destroyer Virulence to destroy it. Loro initially planned to assassinate Isard by crashing a lift-truck bomb into Xucphra Corporate Headquarters, timing the explosion to coincide with Rogue Squadron's expected arrival, forty-eight hours after the departure of the Star Destroyers. However, Wessiri convinced her that they could not risk turning Isard into a martyr, and Loro instead assembled a squad to storm Isard's headquarters and capture her. Simultaneously, Quin would lead a second team to liberate the captive Vratix.
Isard's ships were lured into a trap at Yag'Dhul, and the Virulence was captured by Antilles's forces. The Lusankya fled back to Thyferra, pursued by Rogue Squadron, the Avarice, and the Virulence. As the battle commenced in orbit, the Ashern launched their assault on Xucphra Corporate Headquarters, with Loro and Wessiri each commanding a team for the raid. After Wessiri's team cleared a path into the building, Loro's team secured the stairwells before assisting Wessiri, who had Minister of Trade Fliry Vorru cornered on the fifth floor. As Loro and four of her team approached the room where Vorru was hiding, the door burst open, and Vorru opened fire, killing her guards before throwing his blaster out the door and surrendering. Loro wanted to execute Vorru for his crimes, but Wessiri placed her hand on Loro's blaster to stop her, arguing that Vorru had to stand trial. When Vorru indicated that he would strike a deal to save himself, Loro shot him in the throat. However, Wessiri had set her weapon to stun; Vorru survived, and Wessiri suggested that Rogue Squadron could arrange for him to be imprisoned in the spice mines of Kessel to prevent him from escaping justice. Meanwhile, Isard tricked the New Republic forces into believing that she was attempting to escape aboard a shuttle, causing Celchu to destroy it before it could leave the system. With Isard presumed dead, the Lusankya surrendered to the Rogues. Loro, Quin, and Wessiri later joined Rogue Squadron for a victory celebration in the officers' mess on the Lusankya. Isard was eventually killed by Wessiri in 9 ABY as she attempted to retake the Lusankya at the Bilbringi Shipyards.
Elscol Loro was a bright young woman characterized by her light skin, dark brown eyes, and reddish-brown hair. Possessing a fierce fighting spirit, Loro was already actively engaged in resisting the Imperials on her home planet before assuming leadership of the Cilpari Resistance following the death of her husband. Loro was adept at insurgency tactics and mission planning. She ensured that her people were thoroughly prepared for missions by providing detailed and professional briefings, and she frequently took personal command of combat operations. Loro was a skilled marksman with a blaster and an accomplished pilot of both landspeeders and starfighters, demonstrating particular effectiveness against Imperial targets.

The war against the Empire exacted a heavy toll on Loro; her parents and sister were killed by Imperial forces, as was her husband. Loro felt Throm's loss deeply but kept her feelings hidden from others, with the exception of Groznik, who became a faithful companion and with whom she would somberly reminisce about her husband. Loro trusted those who served under her in the Resistance and refused to believe that any of them was the source of the leak which led to the deaths of her parents. Already suspicious of the Rebel Alliance's motives, Loro came to suspect them of collaborating with Moff Tascl. After the arrival of Rogue Squadron on Cilpar, Loro slowly came to trust the Rebels and worked with them to defeat Tascl. Antilles recognized Loro's skills and offered her the chance to join Rogue Squadron; Loro was unsure about a career as a fighter pilot, but saw the offer as a way to escape Cilpar. Despite making a fresh start, however, Loro continued to struggle to come to terms with Throm's death and her grief only intensified following Groznik's death over Mrlsst. She kept her fellow Rogues at arms length, refusing to accept their help, and began disobeying orders and taking increasingly reckless risks, believing that her death would allow her and Throm to be together again. When her actions put the lives of her wingmates in danger, Antilles fired her from Rogue Squadron. Loro eventually came to realize that her death would not bring Throm back. Although she continued to mourn, she no longer allowed her feelings to overwhelm her.
During her time with Rogue Squadron, Loro hesitated to attend a gathering with individuals she perceived as collaborators with the Empire. Her stance towards those who supported the Empire grew increasingly severe over the years, and by the time of the Bacta War, Loro believed that indifference among the population was equivalent to supporting the Empire. Loro was convinced that, for the Empire to be defeated, citizens needed to be compelled to acknowledge the war and actively oppose the Empire. She was willing to assassinate non-military targets and considered the deaths of innocents to be acceptable if it served to advance her cause. While Loro had once prevented Groznik from killing Moff Tascl, arguing that he should be brought to justice, she later became willing to kill anyone she deemed guilty. Iella Wessiri had to prevent Loro from executing Fliry Vorru on Thyferra and dissuade her from destroying Xucphra Corporate Headquarters in an attempt to kill Ysanne Isard.
Elscol Loro was a character conceived by Michael A. Stackpole for the comic book series X-Wing: Rogue Squadron. Her debut appearance was in X-Wing Rogue Squadron 1, which was released on July 1, 1995, featuring illustrations by Allen Nunis and Andy Mushynsky. As the series hinted at a potential romantic connection between Loro and Antilles, Stackpole and Ryder Windham, the editor at Dark Horse Comics, contemplated killing off Loro at the conclusion of the planned twelve-issue run. However, they ultimately decided against this, deeming it too predictable. Instead, they opted to have Antilles dismiss her from Rogue Squadron at the end of X-Wing Rogue Squadron 12, which was published in September 1996. Loro's departure to establish her own resistance movement subsequently led to her appearance in Stackpole's 1997 novel, X-Wing: The Bacta War.
