Hailing from Cilpar, a planet within the Colonies, Loro became a member of the Cilpari Resistance, fighting against Imperial control of her homeworld. After Throm Loro, her husband, was killed by Imperial forces, she assumed leadership of the Resistance. At this time she was joined by Groznik, a Wookiee, who became her constant protector after transferring his life debt to her upon Throm's passing. Despite her intense animosity towards the Empire, Loro harbored suspicions about the New Republic, believing they were collaborating with Cilpar's Imperial government due to a traitor within the Resistance. Shortly after the Battle of Endor in 4 ABY, Rogue Squadron, a New Republic unit of starfighters, arrived on Cilpar. Initially, Loro imprisoned the Rebels, but she eventually trusted them after they aided her in overthrowing Moff Boren Tascl and exposing the traitor.
Following the planet's liberation, Wedge Antilles extended an invitation to Loro to join Rogue Squadron, which she accepted. However, her time with the squadron was short-lived. After Groznik's death during Rogue Squadron's mission to Mrlsst, Loro's behavior became increasingly disobedient. She disregarded Antilles's orders and engaged in reckless actions that endangered both herself and her wingmates. Subsequently, Throm, accompanied by Groznik, returned to Cilpar to combat Boren Tascl, the Moff serving as the planet's Imperial governor. Together, he and Elscol assumed leadership of the local anti-Imperial resistance movement. Despite having connections with the Rebellion, the Cilpari Resistance operated independently and received minimal support from the Alliance.
Loro's husband met his death while battling Imperial forces at the Battle of the Cliffs. Upon his failure to return, Loro spent two days searching for him before discovering his body. Groznik, who was present at Throm's death, transferred his life debt to Throm's widow, becoming her constant companion and protector. Shortly after the destruction of Tamarack, the New Republic, the Alliance's successor, dispatched Rogue Squadron, a unit of starfighter pilots, to Cilpar to escort a supply convoy to the planet Mrlsst. Unable to locate the convoy, Rogue Squadron established a base west of the city Kiidan while attempting to contact either the Cilpari Resistance or "Targeter," the codename for Winter, a Rebel operative on the planet. Suspecting the new arrivals were allied with Tascl, Loro led a squad to the Rebel base, where they apprehended Dllr Nep, Plourr Ilo, Derek Klivian, and Wedge Antilles, their commanding officer holding the rank of Captain. Despite Antilles's claims of innocence, the captive Rebels were loaded into the Cilpari's tank and transported to Tamarack, where Loro showed them the devastation caused by Tascl's attack. Upon arrival, they discovered the body of Gates Harnik, a local grocer who had been supplying the Rebels, hanging from a street light. After Loro's people took down the body and cremated it, Loro sifted through the remains of her parents' home, searching for any surviving holograms. Although she remained distrustful, Loro allowed Antilles to assist, and together they unearthed a "Starlight by Moonlight" music ball that Throm had gifted her on their third anniversary.
Before the group could leave Tamarack, Moff Tascl's forces, spearheaded by his All Terrain Scout Transport, entered the city to capture them. Pursued by Tascl, Loro led her troops and the captive Rebel pilots to seek refuge in an ancient temple situated in the nearby forest. As the Imperials closed in, Antilles requested the return of his pilots' weapons. Despite her initial reluctance, a direct hit on the temple from an Imperial walker convinced her to cooperate with the Rebels. The Cilpari rendezvoused with the Rebels at Rogue Squadron's base. Finally beginning to trust Antilles, Loro agreed to resupply Rogue Squadron in exchange for their assistance against Tascl. Loro, Groznik, and Vance Rego guided Antilles and Nep to another ancient temple, which the Cilpari Resistance used as a supply depot. While the group loaded supplies into their landspeeders, an X-wing flew past to warn them of an approaching Imperial patrol, prompting Loro to order her people to withdraw. Rego suggested that Loro ride with him, but unwilling to let Antilles out of her sight, she chose to travel with the Rebel pilot. The pair were pursued by a flight of TIE fighters, but the intervention of Groznik and ground support destroyed two of the Imperial fighters, causing the rest to retreat.
Upon returning to Rogue Squadron's base, Loro, Rego, and the Rogues discussed the apparent leak that had once again led the Imperials to their location. Convinced that the Rebels were not her enemies, Loro agreed to help them contact Targeter and dispatched Rego to rendezvous with the Rebel agent. Upon Rego's return, he claimed that his meeting with Targeter had been interrupted by Imperial stormtroopers, who had captured Targeter—whom both he and the Imperials believed to be Leia Organa, a Princess—and Wes Janson, a Rogue Squadron pilot who had been separated from his wingmates upon arriving on Cilpar. With the arrival of a Star Destroyer in orbit, Loro and Antilles resolved to collaborate in rescuing the captives, with Loro leading a ground assault on Tascl's stronghold in Kiidan, while Rogue Squadron provided air support.

Loro departed in a truck with Rego and Groznik, but the Wookiee exited the vehicle to proceed through the trees independently when they stopped to collect a spacetrooper suit that Rego had hidden along their route. After resuming their journey, the truck came under attack from a pair of TIE fighters, but the Imperials veered off without destroying the vehicle. When Rego suggested that the TIEs had diverted to reinforce Tascl's other forces against Rogue Squadron, Loro grew suspicious of his excessive knowledge regarding Tascl's maneuvers. Realizing that Rego was the Imperial spy, Loro drew her blaster, but Rego disarmed her. However, before Rego could overpower Loro, Groznik descended from the trees, throwing Rego from the moving vehicle and rescuing Loro moments before the now driverless truck crashed. After regrouping with other members of the Cilpari Resistance, Loro led them in the assault on Tascl's palace. Using Targeter as a hostage, Tascl attempted to flee to the orbiting Star Destroyer, but Loro and Groznik intercepted him as he attempted to board his shuttle. Groznik easily subdued Tascl, but Loro intervened before the Wookiee could kill the Moff, arguing that he should be tried for his crimes. With Tascl in custody, his Imperial allies withdrew from Cilpar.

Following the planet's liberation, Antilles extended an invitation for Loro to join Rogue Squadron. After initial hesitation, Loro decided it was time for a change; she accepted the offer and departed Cilpar, along with Groznik, when Rogue Squadron received orders to withdraw. Loro flew in Tycho Celchu's X-wing, while he piloted the squadron's shuttle. Rogue Squadron rendezvoused with the convoy and proceeded to Mrlsst. Upon arrival, the convoy was attacked by the Dominator, an Interdictor-class Star Destroyer. While the other Rogues fought the Star Destroyer's TIE fighters and TIE interceptors, Antilles and Loro broke away to engage the capital ship. Following Antilles's instructions, Loro targeted the same point as him; when the pair launched their proton torpedoes, they overwhelmed the Star Destroyer's deflector shields and destroyed its gravity well projector. The Star Destroyer was forced to retreat, and the convoy successfully landed on the planet.
The New Republic tasked Antilles with negotiating for the Phantom Project, a cloaking device developed at the Mrlsst Trade and Science Academy, which Captain Loka Hask was also attempting to secure for the Empire. When Antilles returned that evening, he found Loro and Groznik in their temporary quarters, where Loro was emotionally watching a hologram of her and Throm. Antilles expressed concern for her well-being, but Loro assured him that she needed to be alone.
The following morning, Koyi Komad, a Twi'lek student, led Loro, Groznik, Nep, and Terrik on a tour of the Mrlsst Academy, pointing out the location where Taj Junak, a Jedi Knight, had been burned alive by the Empire. Later, the Rogues visited Janson at the Central Academic Hospital, where he was recovering from injuries sustained on Cilpar. Their visit was interrupted by Komad, who warned them that Antilles had been arrested for allegedly stealing datacards related to the Phantom Project and that stormtroopers were en route to take the other Rogues into custody. Taking Janson with them, the Rogues fought their way out of the hospital and sought refuge among the fringe communities inhabiting the upper levels of the nearby greenstalk forests.

Komad led the group to Nasta, a slicer, who proved that the footage implicating the Rogues had been altered by the pro-Imperial Ante-Endor Association. Subsequently, the organization had lost the datacards to a group of battle droids controlled by Rorax Falken, a professor at the Mrlsst Academy. While Celchu, Ilo, and Klivian went to rescue Antilles, Terrik and Nep set out to locate Falken's asteroid laboratory and recover the datacards. Loro and Groznik provided cover for the pair as they departed in Terrik's ship, the Pulsar Skate. Moments after the freighter's departure, the apparent Force ghost of Taj Junak approached them, calling out to Groznik. Concerned for her friend's safety, Loro drew her blaster and fired at the apparition, to no effect. The ghost, which was actually a hologram created by Falken, then removed its cloak to reveal the face of Loro's husband. Loro was stunned to see Throm, but the ghost instructed Groznik to gently incapacitate her. Still loyal to Throm, Groznik obeyed and struck Loro, leaving her unconscious as he departed with the hologram for Falken's laboratory.
Antilles, Celchu, Ilo, and Klivian later discovered the unconscious Loro. As Loro explained what had happened, a group of TIE bombers began strafing the Academy. Rogue Squadron quickly boarded their X-wings and engaged the Imperial fighters, but the Imperials withdrew and headed towards Falken's laboratory. Hask's forces were boarding the asteroid to retrieve the Phantom Project plans, unaware that the project was a fake, designed by Falken to extract money from the Empire. Nep and Terrik escaped along with some of Falken's students, but both Groznik and Falken were killed. Loro and the rest of Rogue Squadron arrived in time to save the Pulsar Skate as it came under attack from TIE fighters, before Antilles ordered Nep and Terrik to remotely activate the gravitic polarization beam installed in the laboratory, destroying both the asteroid and Hask's Interdictor Star Destroyer. Although the Imperials were defeated, Loro was left to mourn the loss of another friend.

Some time later, Winter was assigned to Tatooine to investigate the circumstances surrounding the death of Lirin Banolt, a conman, amid a gang war triggered by the demise of Jabba the Hutt, the local crime lord. Rogue Squadron was sent to assist her, ostensibly to attend a reception at Huff Darklighter's estate commemorating the anniversary of his son Biggs Darklighter, a Rogue Squadron pilot. Antilles selected Loro and Celchu to accompany him and Winter to the reception, tasking the remaining Rogues with investigating the gang war. Still grieving Groznik's death, Loro was reluctant to attend the party and socialize with individuals she viewed as former Imperial collaborators. However, Antilles insisted that their attendance was crucial for the mission's success and instructed her to set aside her personal feelings.
Kapp Dendo, Winter's partner, arranged for the other members of Rogue Squadron to attack the reception as a diversion while Winter stole a datacard relevant to her investigation from Darklighter's safe. Before they could arrive, another group of raiders attacked the party and began firing on the assembled guests, attempting to steal the datacard themselves. However, the raiders led Loro and Antilles into an ambush, forcing the Rebels to abandon their vehicle before it was destroyed. Moments later, Celchu and Winter arrived in another speeder and rescued their comrades, causing the remaining raiders to flee.
Rogue Squadron soon discovered that the Twi'lek Firith Olan had stolen the datacard. The datacard contained information leading to an Imperial weapons cache, which Olan intended to use to win the gang war, and Eidolon Base, a secret facility built by Sate Pestage, the Imperial Grand Vizier. Rogue Squadron took their X-wings to stop Olan, but arrived too late to prevent him from locating the weapons cache. As they approached the krayt dragon cave containing the cache, several TIE interceptors emerged to engage them. Ignoring Antilles's instructions, Loro broke away from the enemy fighters and flew into the cave, using a pair of torpedoes to destroy the cache before blasting through the cave's roof to escape the explosion. Antilles ordered Loro to regroup with her wingmates, and Rogue Squadron pursued Olan's freighter. However, as the squadron chased Olan out of the planet's atmosphere, a squadron of Imperial TIE fighters approached and attacked Olan's remaining interceptors, prompting Antilles to order his squadron to disengage. Despite Loro's protests against allowing Olan to escape, the group returned to Mos Eisley.

Olan made his escape to Ryloth, the homeworld of the Twi'leks. In hot pursuit was Imperial Captain Marl Semtin aboard the Victory-class Star Destroyer known as the Harrow. Eager to pursue Olan, Winter, Antilles, and Celchu swiftly readied a freighter. Given Loro's recent act of defiance, Antilles chose her to round out the crew, intending to keep a close watch on her. Upon their arrival at the spaceport of Kala'uun, the Rebels were informed that Cazne'olan, the leader of the Olan Clan, had denied Olan sanctuary. With both the Empire and the New Republic in pursuit of Olan, Cazne'Olan orchestrated a contest between the two factions, with Olan serving as the grand prize. Winter and Antilles were defeated by the Imperial Special Intelligence agents Sixtus Quin and Septaas. However, during the competition, Semtin facilitated Olan's escape, and the two absconded to Eidolon Base on Tatooine. Feeling abandoned by their commanding officer, Quin's squad felt a sense of betrayal and chose to accompany the Rebels back to Tatooine, offering their assistance in bringing about Semtin's downfall.

In the ensuing years, the group targeted Imperial-controlled worlds, working to topple their planetary governments. Loro's group actively engaged in combat against Imperial forces, but their primary focus was on turning the populations of targeted worlds against their Imperial occupiers and fostering support for local resistance movements, to which they provided training, weapons, and assistance. By 7 ABY, Loro asserted that her team had been instrumental in liberating numerous worlds.

In 7 ABY, the capital of the galaxy, Coruscant, fell to the New Republic. Ysanne Isard, the Director of Imperial Intelligence, fled to Thyferra, a world renowned for its bacta production. There, she backed a coup that resulted in the Xucphra Corporation seizing control of the bacta cartel, and Isard was appointed as both Chief Operating Officer and Head of State. News of the coup on Thyferra reached Loro, and her group had already begun formulating plans to liberate the planet when Antilles contacted her. The New Republic Provisional Council had declined to intervene in Thyferra's internal political affairs, prompting Antilles and the majority of Rogue Squadron to resign their commissions in order to launch an unsanctioned operation aimed at freeing Thyferra. Recognizing that his group lacked the necessary experience to overthrow a planetary government, Antilles sought Loro's assistance.
Operating under the codename "Blade," Loro, accompanied by Quin, journeyed to Rogue Squadron's base, the space station Yag-prime situated in the Yag'Dhul system, where they commenced planning their campaign. Loro understood that any uprising against Xucphra would be easily suppressed as long as Isard had four Star Destroyers defending Thyferra. While Rogue Squadron devised a strategy to lure the Star Destroyers away, Loro intended to travel to Thyferra to assess potential targets and establish contact with the Ashern, a group of native Vratix who opposed the Human rulers of their world. Rogue Squadron successfully captured the Thyferran Bacta Tanker Mimban Cloudrider, enabling Loro, Quin, Mirax Terrik, Rogue Squadron pilot Corran Horn, and former New Republic Intelligence agent Iella Wessiri to infiltrate Thyferra disguised as its crew.
Shortly after their arrival at a Thyferran spaceport, Horn was identified by a stormtrooper guard, leading to a firefight. Loro's group found themselves under heavy fire from stormtroopers positioned on elevated platforms but were rescued by Ashern reinforcements led by Bror Jace, a former Rogue Squadron pilot and member of Xucphra's rival Zaltin Corporation. Jace escorted Loro and the others to an Ashern facility, where Horn received bacta treatment for injuries sustained during the fight. Meanwhile, Loro promptly began evaluating potential targets. Once Horn had recovered, he, Terrik, and Jace returned to join Rogue Squadron, leaving Loro, Quin, and Wessiri to take Jace's place in collaborating with the Ashern.

Loro assembled a team of twelve volunteers for the mission, including Wessiri, Quin, and three of his former Special Intelligence comrades. Utilizing information on patrol routes and sensor placement obtained from Zaltin satellites and planetary computers, Loro devised a route to the estate that traversed a nearby mountain range and passed through the forest at its base, utilizing the cover of darkness to conceal their approach. Loro's chosen route enabled the group to evade all but one patrol, which Quin's troopers quietly eliminated. Upon reaching the estate, the group bypassed the door lock and entered the building, securing the ground floor without incident. Ascending to the main floor, they discovered Dlarit asleep at his desk. Loro instructed her team to set up a holocam to record his execution for later dissemination. However, Wessiri convinced Loro that there was more to be gained by humiliating Dlarit. With the holocam in position, the group awakened Dlarit, stripped him naked, and recorded the incident before departing from the estate via the same route they had arrived. The release of the footage caused considerable embarrassment to the Thyferran Home Defense Corps and led their Imperial allies to view them as incompetent.
As the Bacta War intensified, the actions of Loro's group played a role in recruiting more Vratix to the Ashern cause. The group frequently relocated, seeking refuge among the Vratix in an attempt to evade Isard's forces. Initially, Isard refrained from deploying stormtroopers against them to avoid upsetting the population. However, shortly after Rogue Squadron destroyed Isard's Victory II-class Star Destroyer Corrupter and Captain Sair Yonka defected to Antilles's cause with the Imperial II-class Star Destroyer Avarice, Isard dispatched TIE fighters and Home Defense Corps troops to attack the Vratix village where Loro's group was staying. With no weapons capable of stopping the enemy starfighters, Loro and Wessiri attempted to flee the village while diverting the approaching troopers' fire away from the fleeing Vratix. The pair eliminated several of the Thyferran soldiers, but soon found themselves surrounded as another squad advanced. However, they were rescued by the arrival of a squad of Ashern warriors, who killed the remaining Home Defense Corps troops.
In retaliation for the Ashern attacks, Isard began rounding up a thousand Vratix each day and announced her intention to execute them after thirty days, repeating the process if the Ashern did not cease their activities. Loro and Wessiri maintained contact with Rogue Squadron to inform them of the situation, and Antilles determined that the time had come to strike at Thyferra itself. Antilles allowed Isard's agents to discover the location of Rogue Squadron's base, and Isard dispatched the Executor-class Star Dreadnought Lusankya and the Imperial II-class Star Destroyer Virulence to destroy it. Loro initially planned to assassinate Isard by crashing a lift-truck bomb into Xucphra Corporate Headquarters, timing the explosion to coincide with Rogue Squadron's anticipated arrival, forty-eight hours after the departure of the Star Destroyers. However, Wessiri convinced her that they could not risk turning Isard into a martyr, and Loro instead assembled a squad to storm Isard's headquarters and capture her. Simultaneously, Quin would lead a second team to liberate the captive Vratix.
Isard's ships fell into a trap at Yag'Dhul, and the Virulence was captured by Antilles's forces. The Lusankya retreated back to Thyferra, pursued by Rogue Squadron, the Avarice, and the Virulence. As the battle commenced in orbit, the Ashern initiated their assault on Xucphra Corporate Headquarters, with Loro and Wessiri each leading a team for the raid. After Wessiri's team cleared a path into the building, Loro's team secured the stairwells before moving to assist Wessiri, who had Minister of Trade Fliry Vorru cornered on the fifth floor. As Loro and four of her team approached the room where Vorru was hiding, the door burst open, and Vorru opened fire, killing her guards before throwing his blaster out the door and surrendering. Loro intended to execute Vorru for his crimes, but Wessiri placed her hand on Loro's blaster to prevent her, arguing that Vorru had to stand trial. When Vorru hinted that he would strike a deal to save himself, Loro shot him in the throat. However, Wessiri had set her weapon to stun; Vorru survived, and Wessiri suggested that Rogue Squadron could arrange for him to be imprisoned in the spice mines of Kessel to deny him the opportunity to evade justice. Meanwhile, Isard deceived the New Republic forces into believing that she was attempting to escape aboard a shuttle, leading Celchu to destroy it before it could exit the system. With Isard presumed dead, the Lusankya surrendered to the Rogues. Loro, Quin, and Wessiri later joined Rogue Squadron for a victory celebration in the officers' mess on the Lusankya. Isard was ultimately killed by Wessiri in 9 ABY as she attempted to reclaim the Lusankya at the Bilbringi Shipyards.
Elscol Loro was a sharp young woman, notable for her light skin, dark brown eyes, and reddish-brown hair. Possessing a strong fighting spirit, Loro had already been actively involved in resisting the Imperials on her home planet before stepping into the role of leader for the Cilpari Resistance following the death of her husband. She was a skilled pilot of both starfighters and landspeeders, in which she was especially effective against Imperial targets. Loro was proficient in insurgency tactics and mission planning. She ensured her people were properly prepared for missions with detailed, professional mission briefings, and frequently took personal command of combat missions. Loro was a capable shot with a blaster.

The war against the Empire exacted a heavy toll on Loro; her parents and sister were killed by Imperial forces, as was her husband. Loro felt Throm's loss deeply but kept her feelings hidden from others, with the exception of Groznik, who became a faithful companion and with whom she would somberly reminisce about her husband. Loro trusted those who served under her in the Resistance and refused to believe that any of them was the source of the leak which led to the deaths of her parents. Already suspicious of the Rebel Alliance's motives, Loro came to suspect them of collaborating with Moff Tascl. After the arrival of Rogue Squadron on Cilpar, Loro slowly came to trust the Rebels and worked with them to defeat Tascl. Antilles recognized Loro's skills and offered her the chance to join Rogue Squadron; Loro was unsure about a career as a fighter pilot, but saw the offer as a way to escape Cilpar. Despite making a fresh start, however, Loro continued to struggle to come to terms with Throm's death and her grief only intensified following Groznik's death over Mrlsst. She kept her fellow Rogues at arms length, refusing to accept their help, and began disobeying orders and taking increasingly reckless risks, believing that her death would allow her and Throm to be together again. When her actions put the lives of her wingmates in danger, Antilles fired her from Rogue Squadron. Loro eventually came to realize that her death would not bring Throm back. Although she continued to mourn, she no longer allowed her feelings to overwhelm her.
While serving with Rogue Squadron, Loro was reluctant to attend a party with people she saw as Imperial collaborators. Her attitude towards those who supported the Empire became more severe over the years and, by the Bacta War, Loro believed that apathy among the population was tantamount to support for the Empire. If the Empire was to be defeated, Loro believed that citizens needed to be made to take notice of the war and choose to actively oppose the Empire. She was prepared to assassinate non-military targets and considered the deaths of innocents to be acceptable if it helped to make her point. While Loro had once stopped Groznik from killing Moff Tascl, arguing that he should stand trial for his crimes, she later became happy to kill any she judged as guilty. Iella Wessiri had to stop Loro from executing Fliry Vorru on Thyferra and dissuade her from destroying Xucphra Corporate Headquarters to kill Ysanne Isard.
Elscol Loro was a character conceived by Michael A. Stackpole for the comic book series X-Wing: Rogue Squadron. Her first appearance was in X-Wing Rogue Squadron 1, released on July 1, 1995, with illustrations by Allen Nunis and Andy Mushynsky. As the series hinted at a potential romantic connection between Loro and Antilles, Stackpole and Ryder Windham, an editor at Dark Horse Comics, contemplated killing Loro at the conclusion of the planned twelve-issue run. However, they ultimately decided against this, deeming it too predictable, and instead opted for Antilles to dismiss her from Rogue Squadron at the end of X-Wing Rogue Squadron 12, which was published in September 1996. Loro's departure to form her own resistance group led to her subsequent appearance in Stackpole's 1997 novel, X-Wing: The Bacta War.
