Coruscant Security Force


The Coruscant Security Force (CSF), also known as the Coruscant Police, and later rebranded as the Imperial police, functioned as the primary law enforcement service responsible for maintaining peace and order on Coruscant, the galactic capital planet. Its duties encompassed patrolling the planet-spanning city, upholding legal statutes, ensuring citizen safety, undertaking criminal investigations, and providing overall security measures. The Coruscant Security Force's ranks were filled with sentient police officers distinguished by their blue uniforms, which featured their rank insignia and the Coruscant police emblem displayed prominently on their left arms. Their standard equipment included a blaster pistol for ranged combat, complemented by a baton and stuncuffs for close-quarters control and apprehension. Officers assigned to the treacherous lower levels were designated as underworld police. These officers, clad in protective leather and metal armor in shades of gray and yellow, were notably tougher and more physically imposing than their droid and sentient counterparts operating in the upper echelons of the city. The Coruscant Police operated under a hierarchical rank structure, encompassing positions such as lieutenant, captain, and prefect, enabling officers to ascend to supervisory roles. Specialized police detectives, tasked with leading criminal investigations, were commonly referred to as inspectors.

To effectively patrol the expansive cityscape, the Coruscant Security Force relied heavily on police droids, which were significantly more prevalent than sentient officers, particularly in the higher districts of Galactic City. The GU-series Guardian police droid, in particular, was a mainstay for patrol duties and investigative support, while police probes were deployed to detect and report criminal activities. The Coruscant Security Force's operations primarily involved foot patrols, supplemented by the use of various airspeeders. Among these, the Panther police interceptors were the most common, accommodating two officers or droids and a secure compartment for prisoners. Additionally, the BARC speeder was frequently utilized for patrol and rapid response purposes. The introduction of the patrol transport enhanced the officers' visibility and firepower, while also facilitating the deployment of larger units from its troop bay. To aid the Coruscant Police, Jedi investigators, members of the Jedi Order with expertise in the criminal underworld, leveraged their connection to the Force to assist in solving crimes.

With the beginning of the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems, the elite clone shock troopers of the Coruscant Guard, a component of the Grand Army of the Republic, were deployed to reinforce security on Coruscant. Renowned for their unwavering loyalty, the Coruscant Guards served as peacekeepers and protectors of the Galactic Senate and Supreme Chancellor, gradually replacing the Senate Guard. Nevertheless, the Coruscant Security Force retained primary responsibility for policing Coruscant and investigating crimes throughout the Clone Wars. They were involved in several high-profile incidents, including the murder investigation of Senator Onaconda Farr, whose killer, Lolo Purs, was apprehended by Lieutenant Tanivos Exantor Divo, and the pursuit of Jedi Padawan Ahsoka Tano, who managed to escape from the Republic military base where she was imprisoned for the suspected murder of Letta Turmond. Tano was eventually located by underworld police and subsequently re-captured by Republic forces. Following the formation of the Galactic Empire, the Coruscant Police gradually retired its police droids, with officers patrolling the streets alongside Imperial stormtroopers. In the aftermath of the Battle of Endor, widespread demonstrations erupted across the city. Police forces attempted to restore order, indiscriminately firing blaster cannons into the crowds from their police speeders. Rioting quickly escalated, and stormtroopers were overwhelmed as blaster fights between police and civilians spiraled into civil war throughout the capital. Ultimately, the planet fell under the control of the New Republic.

Description

Overview

Coruscant cops in the underworld

The Coruscant Security Force, abbreviated as "CSF" and also recognized as the Coruscant Police, served as the law enforcement service tasked with upholding order and tranquility on Coruscant, the galactic capital planet. Its mandate included conducting routine patrols of the planet-wide city, investigating serious offenses such as murder and kidnapping, preventing harm to citizens, and executing arrests based on warrants or in response to ongoing criminal activity. It comprised both sentient police officers and mechanical droid units specifically programmed for law enforcement functions. Officers had opportunities for advancement and could hold supervisory positions such as sergeant, lieutenant, captain, and prefect. They could also serve as detectives, often referred to as inspectors. Klatooinians employed by the CSF often served as CSF bruisers, providing muscle and intimidation.

The planet was divided into various patrol sectors, such as police sector 417. On the surface levels of Coruscant, the GU-series Guardian police droid, the Coruscant variant of the widely deployed police droids, were a much more common sight than their sentient counterparts, primarily patrolling the expansive upper regions of Galactic City. The planet's deep lower levels were patrolled by the underworld police, who utilized a recruitment test to identify individuals skilled in facial recognition and memorization, among other abilities. Despite the efforts of the underworld cops, the lower levels remained a dangerous hub of violence and crime, with the police maintaining only a fragile semblance of order.

Jurisdiction over the Senate District generally fell under the purview of the Senate Guard, the elite soldiers of the Galactic Senate responsible for protecting senators and the Supreme Chancellor for centuries. However, investigations into crimes such as murder and kidnapping remained the responsibility of the Coruscant Security Force. Members of the Jedi Order with experience in the criminal underworld, known as Jedi investigators, occasionally assisted the police with investigations. Due to their connection to the Force, the Jedi could often gather evidence and solve crimes more efficiently than even the most seasoned detectives in the Coruscant Police.

During the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems, an elite division of clone shock troopers called the Coruscant Guard was formed and stationed on Coruscant as peacekeepers. Led by Clone Commander Fox, the Coruscant Guard gradually assumed responsibilities previously held by the Senate Guard and Coruscant Police. Shock troopers patrolled alongside the Coruscant Security Force, conducted riot control, guarded critical government buildings and infrastructure, and protected the Supreme Chancellor and the Senate. When necessary, Commander Fox had the authority to commandeer Coruscant Police resources to enhance security or execute missions.

Equipment

The Coruscant police uniform predominantly featured shades of navy blue, gray, and yellow. Higher-ranking officers such as lieutenants wore navy blue tunics and pants, black boots, and a yellow utility belt with a silver buckle and a shoulder strap that attached to the belt. Stripes on the sleeves indicated rank, and a yellow band worn on the left arm displayed the police symbol.

Cops in the lower levels wore heavy leather and metal armor in dark gray with yellow shoulder pads to protect them from the harsh and cut-throat environment of the Coruscant underworld. The armor covered their faces revealing only mechanical eye coverings. Their uniforms gave them a presence of anonymity and authority. It also had the effect of gaining them a mystic reputation as few knew if they were humanoid, droids, or something else. However, Klatooinians hired as CSF bruisers did not wear helmets despite donning the same armor.

Coruscant police officers, as well as their droid counterparts, were armed with blaster pistols as well as batons as melee and self-defense weapons, and stuncuffs, to place on persons who were under arrest. While police officers and police droids both patrolled in the upper and lower levels on foot, to police the vast skylanes of the city, the Coruscant Security Force utilized a variety of airspeeders. The most commonly used vehicle for patrol and pursuit was the Panther police interceptor which had a compartment for two officers or droids in the front and a barricaded section in the back for Prison. Additionally, the BARC speeder was adapted from its military origins to be used as a patrol craft, easily navigable in the planet's narrow skylanes.

The introduction of the patrol transport, a smaller, sleeker version of the military grade Republic gunship, gave the Coruscant Police increased capabilities in both armament and presence. The gunship had spotlights and tracking equipment, fixed laser canons and dual mounted turrets which did not cause as much collateral damage as military weapons, and a troop bay from which police officers could be transported and rapidly deployed in larger numbers.

The Guardian police droids were the Coruscant Security Force's most visible element on the upper levels of the city during the waning years of the Galactic Republic. Sleek and polished, the police droids were incorruptible and without fatigue and thereby better able to patrol the vast reaches of the upper city planet than any force of sentients could. Their programming allowed them to cause harm to others to arrest the suspects if a law was being broken or a citizen was in danger. However, the droids' rigid thinking could also be outsmarted, making them more suited to police the upper levels of the city planet than the violent and unpredictable lower levels patrolled by the underworld police.

The blue-gray droids had masculine programming and were humanoid in shape with a head that formed into a cylindrical helmet. Just like their humanoid counterparts police droids carried blasters, batons, and stuncuffs and responded to calls either on foot or in BARC speeders and Coruscant police speeders. Most often the police droids were the first responders to situations. They created perimeters, questioned witnesses, and collected evidence before handing the cases over to organic police officers and investigators.

However, as the Clone Wars drew to a close the aging police droids were gradually phased out of service, replaced by clone troopers, and under the Empire, the Imperial stormtroopers. Police probes were used as well, mostly to monitor and spot crimes when they occurred. They then alerted the nearest security forces and follow the suspects till they were apprehended.

History

A stolen lightsaber

In 22 BBY, Senator Padmé Amidala of the Galactic Republic Senate became the victim of an attempted assassination, Supreme Chancellor Sheev Palpatine requested the Jedi Council assigned Jedi Knight Obi-Wan Kenobi and his padawan, Anakin Skywalker, to protect her. However, Skywalker felt that the job of protecting the Senator should be the job of the local security forces on Coruscant so that the Jedi could investigate the assassination attempt itself. A second attempt on her life later on was thwarted by the Jedi whose investigation led them to discovering Count Dooku as behind the assassination order and that he was building a droid army for the Confederacy of Independent Systems on the planet Geonosis. The Republic attacked with the Grand Army of the Republic, composed of clone troopers, and with the First Battle of Geonosis, the Clone Wars began.

A time later with the Republic and the Jedi focusing their attentions less on local law enforcement and more towards war, the criminal underworld took advantage of the situation, working with the Separatists to undermine the Republic government on Coruscant. To help counter this Jedi Knight Anakin Skywalker with his new padawan, Ahsoka Tano, went to Coruscant's Slum district G17 to arrest arms dealer Car Affa. As Skywalker entered the bar to arrest Affa and the patrons fled, a thief knocked over Tano, taking her lightsaber in the process. Ahsoka was unable to find the thief and with Affa in Skywalker's custody, the Jedi returned to the Temple.

Hesitant to tell her master her lightsaber was stolen, Tano turned to elder Jedi Master Tera Sinube. Sinube was well known in Coruscant law enforcement and was an expert in the workings of Coruscant's criminal underworld. He was renowned for solving complicated cases faster than the most experienced Coruscant police detectives. Agreeing to assist Tano, their investigation led them to a well known killer, Nack Movers. Upon their arrival at the apartment of his girlfriend, Ione Marcy, they found Movers dead with Marcy huddling in the corner. Tano pursued the suspected murderer, Cassie Cryar, who had Tano's lightsaber. Master Sinube, suspecting more to the story, notified the Coruscant Security Force and requested their assistance at the scene.

While waiting for the arrival of the police, Sinube questioned Marcy and discovered inconsistencies with her story of Mover's death. As the Coruscant Police droids entered the apartment, Sinube accused Marcy of being in league with Cryar, ordering the police droids to arrest her. Marcy ran through her apartment balcony with the police droids in pursuit and jumped into her waiting speeder fleeing before the droids could grab her. Master Sinube, however, had placed a tracking device on Marcy and he requested to borrow a police BARC speeder from the police droids to which they consented. He then picked up Tano, who had lost track of Cryar while pursuing her across the Coruscant skylane, and using the tracker the Jedi located the two suspects at a Coruscant train station.

Arriving on the station platform Ahsoka ran towards Marcy and Cryar as she shouted to the nearby police droids to stop the suspects. Four police droids moved in, telling them they were under arrest. Two of the droids seized Marcy and placed her in restrains while their counterparts attempted to grab Cryar. However, she activated Tano's lightsaber, cut down the police droids and ran with Tano in pursuit. As a train left the station, Cryar forced her way inside and Tano followed. Cryar took two passengers hostage and attempted to leave with them as it entered the next station. As the doors opened she was confronted by Master Sinube who used his lightsaber to disarm Cryar and knocked her down before three police droids rushed into the compartment and took Cryar into custody.

Mandalorian intrigue

In 21 BBY, the Coruscant Security Force responded to a shooting in Sector GL5 which started a large scale manhunt and turned into a galactic incident. Duchess Satine Kryze of the New Mandalorians had arrived on Coruscant to speak out against the Republic Senate sending troops to the planet Mandalore to bring and end to the Mandalorian splinter group called Death Watch. During the debate, Chancellor Palpatine played a message from Deputy Minister Jerec stating Mandalore was in a civil war and needed Republic military intervention.

With Deputy Minister Jerec killed by a Death Watch attack and no way for her to verify his statements, Kryze met in a shadowy alley of Coruscant with her contact in the Republic Ministry of Intelligence, Davu Golec. Golec gave Kryze a datadisc containing Deputy Minister Jerec's full statement which had been edited before being played to the Senate. It was at that moment that a Death Watch assassin fired a shot, killing Golec, and Kryze pulled out her blaster.

The shot alerted a Coruscant police probe which arrived on the scene as a crowd gathered. The police probe identified a shooting had taken place but seeing Kryze with a blaster over the deceased Golec, it identified her as the suspect. Police droids arrived on the scene seconds later and informed Kryze she was under arrest. Shocked but maintaining her innocence, Kryze fled the scene with the police in pursuit.

The police probe informed nearby Coruscant Guard shock troopers who joined the police in the foot pursuit. Running into a crowed, Kryze fired a stun bolt with her blaster, disabling the police probe tracking her and sending it to the ground. The police droids tripped over the disabled probe and fell to the ground with the riot troopers also stumbling over them. The moment of confusion allowed Kryze to blend into the onlookers and she ducked into an alley.

The troopers, however, spotted Kryze turning the corner and it was at that moment an individual in a speeder with a similar cloak as Kryze left the alley in his speeder. Believing the individual to be Kryze, the riot troopers communicated to the police units that she was fleeing the scene heading towards Section IG-44. Two Coruscant Police droids on BARC speeders picked up the chase, with more following, but it was too late as Kryze avoided capture by staying in the alley. Both the Coruscant Police and Coruscant Guards continued the search for Kryze, questioning the locals if they had seen her and Vice Chair Mas Amedda made a public statement demanding Kryze turn herself in to Republic law enforcement.

Kryze meanwhile requested help from an old friend, Jedi Master Obi-Wan Kenobi, and agreed to meet him in Monument Plaza. Avoiding the Coruscant Police and troopers searching the park for her, Kryze handed the data disc to Kenobi, and after escaping a brief fight with the Death Watch assassin, the two made their way to the Senate Building. There Kryze turned herself in to the Senate Guards on duty and Kenobi gave the data disc to Senator Amidala who then played the full recording of Jerec to the Senate. In it Jerec affirmed Mandalore's ability to deal with Death Watch and with this, the Senate voted to not occupy the planet, Kryze was vindicated, and the police murder investigation into her was closed.

Kidnapping the Papanoidas

Shortly thereafter in 21 BBY, the Trade Federation initiated a blockade of the planet Pantora in an effort to secretly force them to join the Separatists while publicly demanding they pay their debts so that trade could resume. The situation escalated and the Coruscant Security Force became involved when the daughters of the Pantoran Chairman Papanoida, Chi Eekway and Che Amanwe, were kidnapped. The police were called and an inspector, Lieutenant Tanivos Exantor Divo, arrived at Papanoida's apartment to begin his investigation.

The abduction of Pantoran Senator Riyo Chuchi's acquaintance prompted Jedi Padawan Tano to notify her master, Anakin Skywalker, and Senator Amidala. Skywalker responded to Tano that the situation fell outside the Jedi's purview, designating it as a Coruscant Police matter. Amidala, suspecting Separatist involvement, questioned the police's capability to handle the situation, leading Skywalker to permit Tano's independent investigation. Tano then conferred with Chairman Papanoida, his son Ion, and Senator Chuchi, offering unofficial assistance. Papanoida accepted Tano's offer, and following her suggestion, she and Chuchi departed to ascertain if the daughters were aboard one of the Federation battleships enforcing the Pantoran blockade. Meanwhile, Papanoida and his son proceeded to their residence to monitor the police's investigative progress.

At their apartment, Lieutenant Divo, supported by a trio of police droids, had already scoured the Chairman's dwelling but discovered no indicators of forced removal. He updated Papanoida with a concise account of the unsuccessful search, assuring him of the police's control over the situation. Nevertheless, during their examination of Papanoida's apartment, the police overlooked the displaced Icon of the Moon Goddess, thus missing the minuscule blood traces left by the abductors beneath the statue. Upon repositioning the idol, Chairman Papanoida noticed the blood after the police had departed. Subsequent analysis identified the blood as belonging to Greedo, a Rodian bounty hunter hailing from Tatooine.

Growing impatient with the police's sluggish progress, Papanoida and Ion journeyed to Tatooine themselves, where they located Greedo. In a shootout at a cantina, they managed to find and rescue Chi Eekway. Simultaneously, Senator Chuchi and Padawan Tano reached the blockade, engaging with Trade Federation representatives. There, they uncovered the Federation's orchestration of the kidnapping to coerce Papanoida. They successfully liberated Che Amanwe and, in the process, persuaded the Federation to lift the blockade. With Papanoida's daughters safely back with him, the investigation reached its conclusion.

War and politics

In 21 BBY, as the Clone Wars continued, discussions between the Republic and Separatists began, and the Republic Senate was prepared to vote in favor of the Separatist's peace proposal. At that moment, several demolition droids, acting under Count Dooku's orders, infiltrated Coruscant's central power distribution grid, situated deep beneath the Senate District, and initiated a bombing. The explosion caused the generator to fail, cutting off power to a significant part of the capital, including the Senate Building.

Police droids, weapons drawn

As darkness descended and a series of explosions erupted from an energy surge, panic and chaos broke out across Coruscant's streets and aerial traffic lanes. The bombing was confirmed as an act of Separatist aggression, leading the Senate to vote in response to deregulate the banking sector, allowing for an increase in clone trooper numbers. By the following morning, order had been somewhat restored, although heavy smoke still lingered over the city from the explosions.

By that evening, the power had been restored, but the government enforced mandatory blackouts as a precautionary measure. Concurrently, the Senate initiated discussions on a military spending bill. Senators who opposed the bill began to receive threats, and exploiting the cover of the blackouts, several senators were assaulted and beaten by bounty hunters Chata Hyoki and Robonino, hired by Count Dooku to intimidate them. Undeterred, Senators Padmé Amidala and Onaconda Farr, himself a victim of assault, visited the apartment of Senator Christo to persuade him to vote against the bill, but they were unsuccessful.

Upon leaving Christo's residence, Amidala was ambushed in an alley by Robonino and Hyoki. Hearing her screams and the commotion, two Coruscant Security Force droids hurried to the scene. The police droids, aiming their blasters, commanded the bounty hunters to surrender their weapons. As they moved to apprehend the thugs, Hyoki fired a wrist blaster multiple times into the torso of the closest police droid. Simultaneously, Robonino leaped onto the second droid, overpowering it and smashing its head against the ground. Witnessing the incapacitation of the police droids, Amidala fled and commandeered a speeder bike from a nearby couple to escape the bounty hunters.

Hyoki pursued Amidala and managed to attach a grappling cable to the speeder as she took off. Robonino followed in his own speeder, and the chase weaved through Coruscant's streets. As Amidala struggled with Hyoki for control of the speeder while Robonino rammed her, they passed two police droids maintaining a position on a street corner in a Coruscant police speeder. The droids immediately initiated pursuit, and Amidala finally managed to momentarily evade the two bounty hunters. As she turned a corner, several police speeders surrounded her, bringing the chase to a halt. Amidala demanded the arrest of the thugs, but not seeing Robonino or Hyoki, the police only noted that the speeder was stolen and placed Amidala under arrest. She was later released from custody after the situation was clarified, but the two thugs had already left the area.

The following day, Alderaan Senator Bail Organa was en route to deliver a speech in the Senate when Hyoki and Robonino attacked him in the parking garage. The senator activated an emergency button, and the Coruscant Security Force responded immediately, along with several Alderaan Guards. The bounty hunters opened fire, and the police and guards returned fire. Robonino attempted to flank the group, but a second police speeder arriving in the hangar collided with him, rendering him unconscious. The police and guards then engaged Hyoki as Organa attempted to escape, but Hyoki shot the senator's speeder, causing Organa to crash. Several guards managed to approach Hyoki, forcing him to surrender.

Murders in the Senate

In the immediate aftermath of the Coruscant power generator bombing, the Senate continued its debate on reducing military spending. Following a speech by Senator Amidala advocating for the bill, its supporters—including Senators Mon Mothma and Bail Organa, along with Farr's assistant, Lolo Purs—retreated to Amidala's office. While enjoying refreshments, Farr suddenly choked and died. The Coruscant Security Force was summoned and responded to investigate the suspicious death, with Lieutenant Tan Divo assigned as the lead investigator. Samples were taken of the drinks, and the forensics report concluded that a poison had been administered to the Senator, thus classifying the death as a homicide.

Following the Senator's funeral, Farr's political allies were summoned to Supreme Chancellor Palpatine's office in the Senate Office Building. There, Divo revealed that Farr had not died of natural causes but had been murdered. Amidala suggested that Farr had been killed by someone angered by the proposed military spending reduction bill. Divo dismissed this idea and instructed the senators to stay out of his investigation.

Unconvinced by Divo's assurances, Amidala decided to pursue her own theory. She began by questioning Farr's political adversaries, Senators Mee Deechi and Halle Burtoni. Deechi disclosed that he had Farr followed to uncover compromising information and that the night before his death, Farr had attended a clandestine meeting at the Coruscant docks. Despite reminders from her friends that Divo had ordered them to refrain from interfering in the investigation, Amidala went to the docks with Organa. There, they were ambushed and shot at, although they could not identify the attacker. The disturbance alerted Coruscant police forces, who responded and secured the crime scene.

Upon arriving at the scene himself, Divo expressed his frustration with Amidala's actions, stating that she had not only failed to inform him of her lead at the docks but had also complicated his job by alerting the killer to the fact that the investigation was closing in. During the conversation, Amidala began to suspect that Deechi might have been responsible for the attempt on her life, as he was the one who had informed her about the docks. Despite Divo's attempts to slow her down, she ignored him, and the frustrated inspector followed her and Organa back to Deechi's office. There, they discovered Deechi stabbed to death in his chair.

To ensure the safety of those involved in the case, including Senators Amidala and Organa, as well as Farr's assistant Lolo Purs, Divo gathered them at the Senate Building and informed them that they would be placed under the protection of Coruscant Police and Senate Guard forces. However, Lolo Purs refused and left the room. Divo questioned the remaining individuals about who else knew that Amidala and Organa were going to the docks. In response, Amidala stated that Senator Burtoni was the only other person who had been aware.

Despite Divo's efforts to locate Burtoni, she was nowhere to be found. Divo returned to the senators in time for Purs to burst in and claim that Burtoni had attacked her. Divo ordered the Senate Guards and police droids to find Burtoni, and they conducted a search, initially without success. Eventually, they managed to capture her and bring her to the Chancellor's office, where several individuals involved with the case, including Amidala and Organa, as well as Chancellor Palpatine, were waiting.

Initial questioning by Divo led Burtoni to deny any involvement in both Farr's murder and the attack on Purs. Divo then revealed that a forensics report indicated that the poison used to kill Farr, one that was lethal only to Rodians, was Kaminoan-made. With this evidence, Divo ordered Burtoni taken away. However, at that moment, Amidala realized that since the poison must have been in everyone's drink, Purs should have died as well, as she was also Rodian. Amidala then remembered that Purs had not drunk anything and mentioned this out loud.

Purs, feeling exposed, drew a small blaster and took Amidala hostage. When asked why by Amidala, Purs responded that she had killed Farr because of the war he had brought to Rodia and that a new and morally stronger leader was needed. Because Deechi had known about the meeting, Purs felt that he had to be eliminated as well. Her confession validated Divo's original theory of the case, as it had been a mistake from Farr's past that had led to his murder. During the conversation, Divo, unnoticed by Purs, discreetly activated the police droids outside of the Chancellor's office. They surprised Purs at the door, allowing Amidala to break free and knock her unconscious. The police droids and Divo then took Purs into custody.

Pursuing a Jedi

As the war progressed into 19 BBY, negative sentiments toward the Jedi became more widespread, escalating to a violent incident when the Coruscant Security Force responded to what was believed to be the assassination of Jedi Master Obi-Wan Kenobi on a Coruscant street by Rako Hardeen, a bounty hunter. Hardeen evaded the police, although he was later apprehended by Jedi Knight Anakin Skywalker. However, unbeknownst to the police and most of the Jedi, the event was a deception to enable Kenobi to go undercover and disrupt a Separatist plot to kidnap Chancellor Palpatine.

Anti-Jedi sentiment reached a new low with an explosion at a Jedi Temple hangar, resulting in the deaths of six Jedi, several clone troopers, and maintenance crews. The investigation, conducted by crime scene analysis droid Russo-ISC and Jedi Anakin Skywalker and Ahsoka Tano, revealed that Letta Turmond, the wife of Temple employee Jackar Bowmani, had fed him volatile nano-droids that detonated, killing Bowmani and causing the bombing at the Temple. Turmond was arrested and detained at the Republic military base. When Tano visited her, Turmond was killed using a Force choke, making Tano appear to be the murderer. Although unknown to everyone, the real killer was rogue Jedi Barriss Offee. Nevertheless, Tano was arrested by the Coruscant Guard and placed in a cell.

However, Tano managed to escape, unknowingly aided by Barriss Offee. During the escape, several Coruscant Guards were killed by a lightsaber, leading the pursuing troopers to believe it was Tano. Consequently, the Jedi Council ordered Tano's arrest. The Coruscant Police were informed that she had last been seen fleeing to the lower levels, and the underworld police units were placed on high alert.

Tano temporarily avoided detection by using a cloak to conceal her identity. At one point, two officers boarded a Coruscant train on which Tano was traveling and began checking passengers' IDs. As Tano attempted to exit the train at the next station, she encountered three more officers on the platform. The officers identified Tano and moved to arrest her. Tano used the Force to push the officers away, throwing one back onto the platform. He signaled ahead to other units as the train departed the station, and the remaining four officers gave chase.

Evading passengers, Tano fled through the train cars. A civilian attempted to restrain her, and the police officers briefly managed to overpower her. However, Tano fought them off during the scuffle and opened a door of the train. She then jumped onto the adjacent platform as the train passed. Believing herself safe, Tano began walking away slowly. Three officers standing on the platform noticed her and ordered her to stop. Tano fled from the station toward an open turbolift door. The police, realizing they were about to lose their quarry, opened fire on her with their blasters, but Tano had already entered a lift and escaped the officers' shots.

The search continued, and shortly thereafter, two police officers on Level 1315 spotted an explosion at a warehouse. They alerted a search group composed of Jedi Knight Anakin Skywalker, Jedi Master Plo Koon, and Coruscant Guard troopers, all of whom responded and were able to capture Tano at the warehouse. Tano was put on trial but exonerated by Skywalker, who discovered that the true traitor was Barriss Offee.

Rule of the Empire

By the conclusion of the Clone Wars, the aging police droids were gradually replaced in patrol duties as clone troopers became increasingly visible in enforcing law and order. Shortly after the Battle of Coruscant in 19 BBY, the Jedi discovered that Supreme Chancellor Palpatine was, in fact, a Sith Lord who had orchestrated the Clone Wars from the start. They attempted to arrest him but failed when Anakin Skywalker intervened, succumbing to the dark side of the Force and becoming Darth Vader. Palpatine initiated Order 66, declaring the Jedi enemies of the state to be executed by the clone troopers. Palpatine proclaimed himself Emperor, and the Republic transformed into the Galactic Empire.

With the police droids decommissioned, the underworld cops became the Coruscant Security Force's primary patrol and response force. Forensic services were provided by crime scene analysis droids, while in-depth investigations were managed by the newly formed Imperial Security Bureau. Shortly after Order 66 and the Imperial attack on the Jedi Temple, three Coruscant Security Force officers responded to a warehouse near the Temple to investigate an unusual energy reading. Unbeknownst to them, the energy reading was caused by Chief Librarian Jocasta Nu, who had set up an ambush for the officers by rigging her ship to explode upon discovery. Additional Coruscant Security Force officers responded under the command of a captain, along with Imperial shock troopers and an ISB major who assumed control of the investigation.

The police discovered markings indicating that the exploded ship belonged to a Jedi, and the ISB major notified the newly appointed Dark Lord of the Sith, Darth Vader. After meeting with the major and confirming the presence of a Jedi at the Temple, Lord Vader ordered shock troopers and the Coruscant Security Force to seal the Temple, preventing anyone from entering or leaving until he had cleared it. The Coruscant Guard deployed two full companies, and the Coruscant Security Force deployed a contingent of its police officers. Following a confrontation between Jocasta Nu and Darth Vader, Nu was taken into custody by the shock troopers aboard a Coruscant Police gunship. However, Nu revealed to the shock troopers that Vader was the former Jedi Skywalker. Vader then killed the shock troopers and Nu and destroyed the police gunship to protect his secret.

As the Empire tightened its grip, the Coruscant Police not only continued their law enforcement duties but also became an extension of Imperial power. Police officers frequently conducted patrols alongside Imperial stormtroopers. Additionally, the police gunships, originally designed for security forces on Coruscant, were modified for use as patrol craft on other Imperial worlds, such as Lothal. The Empire's ruthlessness also extended to the police themselves. Five years after the Empire's establishment, Prefect Phoca Soot, who oversaw police operations on Level 1331, was summoned to the Imperial Palace by Darth Vader. There, Vader held court for several Coruscanti criminals, instructing them to leave Coruscant or face imprisonment. To emphasize his point, Vader surprised everyone present by executing Prefect Soot, who had been on the payroll of the Droid Gotra, allies of the Crymorah Syndicate.

In 9 BBY, members of the new Stinger Mantis crewBode Akuna, Gabs, Bravo, Koob, and Lizz—disguised themselves as members of the Coruscant underworld police escorting wanted Jedi Knight Cal Kestis as part of their mission to retrieve military intel from Senator Daho Sejan. The crew, excluding Kestis and his explorer droid BD-1, maintained their disguises throughout the mission, interacting with various Imperial stormtroopers and droids. During this time, the local Imperial patrols had been utilizing Imperial probe droids to assist in their surveillance, specifically using them to scan the case containing Kestis' lightsaber.

Civil unrest

With the Republic's ideals discarded, the Rebel Alliance was established to fight against the Empire. Species that joined the Alliance were targeted by Imperial forces, who were deployed into the lower levels of Coruscant to enforce the relocation of the Mon Calamari. However, when Coruscant Security Forces and stormtroopers commenced the relocation efforts, particularly in the Old Market Sector, the Mon Calamari resisted. The ensuing riots were brutally suppressed by the police and stormtroopers.

Following the destruction of Alderaan by the Death Star during the year 0 BBY, whispers of the event began to spread amongst the Alderaanian people, with the majority residing on Level 3204. Memorial services were conducted, which quickly escalated into displays of anger and outrage as images surfaced, validating the destruction of Alderaan. These gatherings morphed into rioting that went on for days before the Coruscant Security Force, along with Imperial stormtroopers, were deployed to quell the unrest. Upon entering the streets, the troops immediately opened fire with their blaster rifles, resulting in numerous fatalities, including Reffe, who was in the middle of delivering an anti-Empire speech. The terrified crowds scattered. The next day, the Coruscant police force apprehended anyone found in the streets. Subsequently, stormtroopers initiated door-to-door searches, claiming that Rebel operatives had been recruiting local residents and that Alderaanians were being taken in for interrogation.

Sometime after the Alderaanians had been relocated, a Coruscant underworld police officer was patrolling with a stormtrooper when they entered a cantina on Level 1997. The stormtrooper, recognizing two young Alderaanians, Santigo and Anandra Milon, from his visual identification system, pursued them alone, leaving the underworld officer behind. The stormtrooper managed to catch Anandra and attempted to place her under arrest. However, during the ensuing struggle, a Herglic intervened to save Anandra, overpowering the stormtrooper and throwing him over the level's edge, causing his death.

During the Battle of Endor in 4 ABY, the Jedi Knight Luke Skywalker succeeded in redeeming his father, Darth Vader, bringing him back to the light side of the Force, where he was once again Anakin Skywalker. Anakin then seized the Emperor and cast him to his death; however, Anakin, mortally wounded, also perished. The second Death Star was obliterated, and the Rebel Alliance emerged victorious. As news of the Emperor's demise spread, Coruscant erupted in celebration. The citizens overwhelmed the stormtrooper forces, capturing them as celebratory bells rang, fireworks lit up the sky, and statues of Emperor Palpatine were toppled in Monument Plaza.

In the midst of this, police units in speeders entered the plaza and, without warning, opened fire on the assembled crowds, resulting in numerous deaths. The Coruscanti people responded with rioting, with some climbing structures to jump onto the police speeders. One officer was thrown from his speeder onto the plaza floor, while another was struck in the head by thrown debris. The remaining police speeders retreated as blaster fire and combat broke out across the capital between the Coruscanti and Imperial security forces, escalating into a civil war.

During the conflict, Rorak, a Coruscanti present with his twelve-year-old son Jak, was killed by Imperial Commander Orkin Kaw. Jak, determined to avenge his father's death, joined the Anklebiter Brigade, a group of children familiar with the city's intricate layout who provided intelligence to Rebel fighters on Coruscant. He then orchestrated a rescue of Lazula, the women of Level 1313 crime lord Talvee Chawin, from police custody, aiming to gain the crime lord's favor. Using this favor as leverage, Jak negotiated the acquisition of an EMP device, intending to deploy it at the abandoned Dex's Diner to disable the power grid beneath the Imperial forces battling the Rebels for control of Coco-Town. Jak planned to exploit the power outage and the subsequent Rebel assault as a diversion to assassinate Kaw and avenge his father's death. Eventually, Coruscant was secured by Rebel forces and became a member of the New Republic, although it did not become its capital city.

Tanivos Exantor Divo

Tanivos Exantor Divo, a human male, held the rank of police lieutenant within the Coruscant Security Force, serving as an inspector during the Clone Wars. Despite a less-than-stellar success rate as a detective, Divo exhibited a conceited and arrogant demeanor, convinced of his ability to solve any case assigned to him. His rigid adherence to rules and regulations in his investigations often frustrated victims and witnesses alike. His pride occasionally led him to premature conclusions, neglecting thorough consideration of all possibilities and evidence. Divo firmly believed in the necessity of rules and order, yet he detested reports and paperwork, and he took offense to anyone exceeding their authority, particularly interfering with his investigations.

Divo also found himself a victim of circumstance. When summoned to the scene of the Papanoida daughters' kidnapping, Divo was unaware that the Icon of the Moon Goddess was out of place, thus overlooking the blood beneath the idol, the sole clue to the kidnapper's identity. Furthermore, during his investigation into Senator Farr's murder, Divo initially theorized that Farr was killed by a politician due to past events. However, Divo allowed himself to be distracted by Senator Amidala's actions and the false accusations of Lolo Purs, jumping to the conclusion that Senator Burtoni was responsible for the deaths of both Farr and Senator Deechi. Ironically, Divo's initial theory proved accurate when Farr's assistant, Purs, was revealed as the actual murderer.

Phoca Soot

Phoca Soot, a male Twi'lek, achieved the rank of prefect approximately five years after the rise of the Empire. Tasked with overseeing police operations on Coruscant's Level 1331, Soot succumbed to greed and began accepting bribes from organized crime syndicates in his sector, specifically the Droid Gotra, allies of the Crymorah Syndicate. With Soot on the Droid Gotra's payroll, crime flourished in his sector, and his connections to the criminal underworld drew the attention of Darth Vader. Soot, along with several members of the criminal syndicates, was summoned to the Imperial Palace for an investigative hearing by Vader.

Moff Wilhuff Tarkin, on his way to an audience with Emperor Palpatine, accompanied Grand Vizier Mas Amedda into the courtroom where Darth Vader, Soot, and Deputy Director of the Imperial Security Bureau Harus Ison were in the midst of the proceedings. After threatening the criminals with imprisonment or death if they did not leave Coruscant, Vader revealed that he knew the identity of the person responsible for the increase in crime. To emphasize his point, Vader turned and used the Force to crush Soot's heart, killing him. Tarkin questioned Vader about this, and the Sith Lord responded that he was aware of the police official's corruption and that by eliminating him, he had sent a necessary message to the criminal underworld.

The Coruscant Security Force originated as the "Coruscant Constabulary" or "Coruscant security" within Star Wars Legends content, beginning with the X-Wing series by Michael A. Stackpole starting in 1997, two Jedi Apprentice books from 2000 and 2001, and the 2002 Star Wars: Bounty Hunter video game which first provided the complete name of "Coruscant Security Police Force." They appeared in various novels, comics, and source materials, often referred to as "Coruscant Security." In 2006, author Karen Traviss significantly highlighted the Coruscant Security Force, establishing the "CSF" abbreviation in the Republic Commando and Star Wars: Legacy of the Force series, which was later incorporated into "Legends" source material. While Coruscant Security Force characters and stories featured in a wide range of materials throughout this period, all set at different points in the Legends continuity, the last major expansion of Legends material occurred in the online game Star Wars: The Old Republic, launched on December 20, 2011.

In the film Star Wars: Episode II Attack of the Clones, released on May 16, 2002, Anakin Skywalker mentions that protection should be the responsibility of the "local security." However, the first canon appearance of the Coruscant Security Force occurred in the Star Wars: The Clone Wars television series, specifically in the episode "Lightsaber Lost," which aired on January 22, 2010. This episode introduced the Coruscant police droids, summoned to assist the Jedi in investigating a murder and recovering Ahsoka Tano's lightsaber. Dave Filoni, executive producer of The Clone Wars series, discussed the police droids in the commentary video for the "Senate Murders" episode, revealing that they were based on the Keystone Kops, a series of silent film comedies favored by George Lucas, depicting an incompetent group of policemen. He also stated that the police droids were what he called "old bucket cops" and that their use had largely been phased out by the time of Star Wars: Episode III Revenge of the Sith. The Coruscant police reappeared in the second season episode "Duchess of Mandalore," which aired on February 12, 2010, showing the police droids actively working alongside clone forces patrolling Coruscant's streets with civilian law enforcement.

Although not chronologically ordered, the "Senate Murders" episode, which aired on March 19, 2010, after "Duchess of Mandalore," was written as a murder mystery featuring a Coruscant Police inspector as a central character. The episode introduced Tan Divo, a detective described by Dave Filoni as an effective but "older school cop." In creating the character, Filoni aimed for Divo to be somewhat "over the top," and the crew gave him "goofy" body proportions. The online Star Wars Encyclopedia entry for Tan Divo identified him as an officer with the "Coruscant Security Force," confirming the name in established Star Wars canon, although most materials, such as The Clone Wars episode guides, simply refer to them as the "Coruscant Police." The "CSF" abbreviation was later brought into canon by the video game Star Wars Jedi: Survivor. Tan Divo briefly reappeared at the beginning of the episode "Sphere of Influence," which aired on October 1, 2010, when the Coruscant Police were called to investigate a kidnapping. Their inability to find any evidence prompted the episode's characters to investigate the case themselves. The Coruscant Security Force made brief appearances in various other episodes, primarily as police droids in the background, notably in the episode "Pursuit of Peace," which aired on December 3, 2010, where they encountered assassin bounty hunters and later arrested them after a blaster fight.

The final arc of The Clone Wars: Season Five presented a more serious portrayal of the Coruscant Security Force, contrasting with the somewhat comedic depiction of Tan Divo and the police droids. This was achieved with the introduction of the "underworld police," sometimes referred to as the "underground police" in concept materials, in the episode "To Catch a Jedi," which aired on February 24, 2013. In the commentary for the episode arc titled A Wretched Hive: The Coruscant Underworld, Dave Filoni discussed the Coruscant underworld, which received further development after Revenge of the Sith. The episodes were illustrated in collaboration with the team working on the canceled video game Star Wars: 1313 at the time. George Lucas personally created the underworld police, designed to be more intimidating and rougher than their counterparts policing Coruscant's upper levels. The underworld police reappeared in "One Thousand Levels Down," a canon short story by Alexander Freed published in Star Wars Insider 151 on July 22, 2014.
